Public Hearing 2: Private Drive Subdivision off Rock Eagle Rd. Parcel # 029 009 01A: Mr. Attaway presented a request for a private drive subdivision of Rock Eagle Rd for parcel 029-009-01A. He stated that the Planning and Zoning Board had only three members present for the meeting. Mr. Attaway said that in order to make a recommendation, all three members must concur, as they were the only ones present. He said it was a 2/1 vote, sO no recommendation for this request. Citizens Comments: None Business Item 2: Private Drive Subdivision off Rock Eagle Rd. Parcel # 029 009 01A: Commissioner Ledford stated that more research is needed for this property due to a lack of available information. Commissioner Ledford motioned to table until further research is done. Commissioner Gray seconded, and the motion passed unanimously. PresitatonyDetyaltions Jasper County 911 Director Jennifer Smith made a presentation. She said that as of April 1, 2025, the Emergency Medical Dispatch program will be implemented. She stated that in 2022, Senate Bill 505 was passed, which requires all dispatchers to be trained in Telecommunicator CPR. She said that in 2023, Jasper County decided to take it a step further and become Emergency Medical Dispatcher certified. Mrs. Smith said this allows dispatchers to give lifesaving instructions over the phone in a medical emergency or traumatic event. She said dispatchers will be trained and certified in telecommunication skills and medical knowledge. She said this will allow them to efficiently assess the severity of medical emergency calls, dispatch the appropriate level ofEMS response, and give potentially lifesaving instructions to the caller. Mrs. Smith said it also means they can assist with CPR for adults, children, and infants, as well as those with a tracheotomy or laryngectomy. She said they can give instructions on Automated External Defibrillators (AED), obstructed airways, in adults, children, and infants, childbirth, bleeding, and Narcan administration. She said they have scripted guide cards that will be used, which have been reviewed and revised by County Medical Director Wiley Jordan. Mrs. Smith said while the questions they will be asking may seem excessive, they are extremely necessary and do not delay the arrival. She said the dispatchers work as partners sometimes in groups ofthree, SO while one is asking questions, another will be dispatching EMS or Fire Rescue. She said these questions also help determine if lifesaving instructions need to be given as well. She said all medical calls will be reviewed first by her and then by the EMT guidance committee to assess the need for improvement, border revisions, and topics for continuing education. She said that as of April 1, 2025, they will all be EMD-certified. Mrs. Smith said it has been a long process but totally worth it for our citizens. Prior Citizen Comments Follow-up: County Manager Mike Benton responded to a prior citizen's comment regarding the condition of Jackson Lake Rd. He stated that he and the Commissioners are very interested and aware of the condition of all the roads in Jasper County, including Jackson Lake Road. He said that they have some short-term improvements that can be done quickly, and some long-term, costlier improvements are being considered. Citizens Comments: Dan Born Spoke about private drive subdivisions, saying he doesn't want them to go away or be modified to the point that an average citizen cannot use them. He said he does not believe the purpose of private drive subdivisions should be to create residential subdivisions; instead, they should be used to divide agricultural land when there is insufficient road frontage. He said the verbiage in the ordinances needs to be cleaned up to clarify requirements and uses. Dennis Barr- Spoke on the condition ofBullard Road. He said it was repaved in 2017 and was in good shape for a while but it is crumbling. He said the road is dangerous and he is just asking to get it fixed. He said ifthey tie the repair in with the Aikenton Road project, it will save money. Chris & Michelle Blakely- Mr. Blakely spoke about his property on Raven Road. He stated that the issue has been going on for eight years. He stated that he was told that it would be fixed. There is a lot of water that is coming on his property. A builder manipulated a natural waterway and directed it to his property. They now have an encroachment. She asked that the Commissioners look into this before the property is sold again. She also requested a meeting to discuss the issue. Mary Patrick (Hwy 212 Monticello)- Ms. Patrick provided each commissioner with a packet. She stated that she thinks Attorney Andrea Gray is incorrect in some parts ofher email. She stated that JDA hired a Public Relations firm to make sure every citizen comment is questioned and spun if they don't fall into line with what the JDA wants or says. She urged the board to denounçe the motion to collect attorney fees for the Rivian project that the citizens of the area were against. The Morgan County representative that serves on the board has denounced the motion against the citizens. She feels the Jasper County BOC should denounce it as well. She stated that it will many more years before Rivian can turn a profit. She encouraged the board to read the packet she handed them sO that they can get the whole story. Justin Gillreath (Rock Eagle Road) - Mr. Gillreath reiterated the comments about Bullard Road. Rick Kerbow (Bullard Road): Spoke about the condition of Bullard Road and the need for repair. Melissa Kerbow (Bullard Road)- Ms. Kerbow stated that she sold her car because of the road. She stated should would appreciate ift the road was fixed. Bruce Glover (Bullard Road)-Mr. Glover stated that every time it rains, the road gets worse. He stated that they have reached out via email several times. Melinda Rooks (Bullard Road)-Ms. Rooks talked about the condition of Bullard Road. County Commissioner Items & Updates: Commissioner Pounds: None Chairman Henry: None Commissioner Alexander: Commissioner Alexander asked Public Works Director Michael Walsh when he expected to start the roadwork project on Fullerton Phillips Road. Mr. Walsh said he spoke to someone from the road construction company, and he is expecting them to start next week. Commissioner Gray: None Commissioner Ledford: None Business Items Continued: Business Item 3: Jasper County Community Food Bank Bid Results: Mr. Benton presented saying the county held a second round ofbids separating the building construction from the site work He said two bids were received for the construction ofthe building from Beam Team Construction for $952,600 and JNB Services, LLC for $960,000. He stated that only one bid was received for the site work from D.E.P. Hauling and Grading, for $324,610. He said the county now has three different grants that have been approved to cover the cost ofthe project that totals $1.5 million, and the total cost to the county is $22,500, which is the minimum required amount for the CDBG grants. Chairman Henry motioned to accept the bids from Beam Team Construction in the amount of $952,600 for the building construction and D.E.P. Hauling and Grading in the amount of$324,610 for the site work. Commissioner Ledford seconded, and the motion passed unanimously. Business Item 4: Alcovy Shores Water and Sewage Authority Board Appointments: Commissioner Gray motioned to reappoint Bobby McDonald to the Alcovy Shores Water and Sewage Authority Board for another four-year term. Commissioner Pounds seconded, and the motion passed unanimously. Commissioner Ledford motioned to table an appointment for Robert Carpenter until the April 7th meeting due to Mr. Carpenter's absence. Commissioner Pounds seconded, and the motion passed unanimously. Business Item 5: Jasper County Mitigation Plan Update Proposals: Suzanne Ward presented an update on the Jasper County Mitigation Plan. She said they opened the bid on February 28, 2025, and received three bids. Mrs. Ward stated that Lux Mitigation and Planning Corporation had submitted the lowest bid for $21,500. She said they received a grant for $23,049.25. Mrs. Ward said they are recommending Lux Mitigation and Planning Corporation based on research and what was in the bid packets. Commissioner Ledford motioned to approve Lux Mitigation and Planning Corporation. Commissioner Alexander seconded, and the motion passed unanimously. Business Item 6: Short-Term Rental License Approvals Revocation - 651 East Mourning Dove Court and 661 East Mourning Dove Court: Doug Attaway presented a request for the revocation of Short-Term Rental liçenses for 651 East Mourning Dove Court and 661 East Mourning Dove Court. He said that Mr. Brill had listed himself as the agent for both locations. Mr. Attaway stated that the county ordinance requires the STR agent to be a Jasper County resident, be available 24 hours a day, be at least 25 years old, and be able to be onsite within one hour of being called. He said that through investigations, it was found that Mr. Brill has a homestead in Cobb County and not Jasper County at the 667 East Mourning Dove address he has listed as his residence. He said Mr. Brill is also still registered to vote in Cobb County. Commissioner Ledford asked ift the Business license was in Cobb County or 667 East Mourning Dove in Cobb County. Mr. Brill said the mailing address may be for Cobb County, but he has been in Jasper County for over twenty-five years. Commissioner Gray asked where Mr. Brill voted. Mr. Brill said Cobb County. Commissioner Gray stated that Mr. Brill is committing a felony, as his address on his driver's license is in Cobb County, where he is registered to vote, but he is listing his Jasper County address as his legal residence on paperwork for his STR. Mr. Brill said he spends more time in Jasper County and was not aware and never intended to commit a crime. he has had the property for over twenty-five years and spends halfhis time in Jasper, but his legal residence is in Cobb County. He said he just misunderstood what that meant. Mr. Brill said he has a local resident who has agreed to be his agent, and he can resubmit the paperwork with that agent listed. Commissioner Gray stated that the application is very clear that the agent must be a resident ofJasper County. Commissioner Alexander motioned to deny STR applications for 651 E Mourning Dove Ct and 661 E Mourning Dove Ct. Commissioner Ledford seconded, and the motion passed unanimously. Business Item 7: Appeal of Denied Short-Term Rental License - 161 Shoreline Drive: Doug Attaway presented an appeal of the denied STR license for 161 Shoreline Dr. Mr. Attaway stated that Mr. and Mrs. Shea were denied originally due to lack of proof of paid hotel and motel taxes. Mr. Attaway said they have since sent in al letter from the Georgia Tax Center stating that there was a mix-up between their STR at 161 Shoreline Drive and the STR they own in Dekalb County. Mr. Attaway said that based on the letter and research he has done with the finance department, he believes they are working to correct the issue. Commissioner Ledford asked if the Hotel/Motel Taxes on their STR at 141 Shoreline Dr have been paid. Mr. Attaway said yes, and because they have 141 Shoreline Dr listed on AIRBNB, it is easier to verify the taxes. Mrs. Shea said they did not have 161 Shoreline Dr listed because they were still working on the home. Commissioner Gray motioned to reverse the denial ofthe permit and approve the STR license for 161 Shoreline Dr. Commissioner Ledford seconded, motion passed 4/1 Commissioner Alexander opposed. Business Item 8: Discussion of Reducing Short-Term Rental Licenses Cap: Chairman Henry opened the discussion by saying the initial STR limit was set at thirty. He asked the board ifthey felt that number should be reduçed. Commissioner Ledford said they initially had discussed phasing STR out. Commissioner Alexander said that he thinks they should be reduced to fifteen. Mr. Attaway said that reducing the number would have to be presented to the Planning and Zoning Board for a recommendation, which would then be presented to the Commissioners for approval. Mr. Benton said they would also need to hold two public hearings. Commissioner Alexander said they also need to require that the owners have commercial insurance on the STR because they are operating as a business. County Attorney Adam Nelson said that it is not in the county ordinance, but it can be added. Mr. Nelson said he would get with Mr. Attaway to add the commercial insurance requirement. Commissioner Alexander said they also need to have someone inspect the gas systems for the STRs as well. He said his company recently tagged a STR gas system as unsafe and refused to fill it. He said the owner called another company, who filled the system. Commissioner Alexander said we must protect our citizens first. Mr. Attaway said he would get with Commissioner Alexander to get that STR location SO they can address the issue. Business Item 9: Discussion on Private Drive Subdivisions: Mr. Attaway began by saying that Private Drive Subdivisions were requested for discussion. He stated that any member of the BOC can initiate an ordinance change, but the Planning and Zoning Board must review it. Commissioner Alexander said the ordinance needs to be cleaned up or taken off the books. Chairman Henry said they need to table and schedule a work session to discuss the ordinance change. Business Item 10: Fire Rescue Capital Budget Request - Ambulance Patient Power Lift: Chris Finch presented a request for an ambulance patient power lift in the amount of $33,503.79. Chief Finch said the Turtle Cove Ladies Auxiliary will be donating half the funding, leaving the county's portion at $16,751.90. Commissioner Ledford motioned to approve the county paying the balance of$16,751.90 to purchase an ambulance patient power lift using impact fees. Commissioner Alexander seconded, and the motion passed unanimously. Business Item 11: Bullard Rd Asphalt Resurfacing Funding Request - Commissioner Ledford stated that he rode the road with Mr. Barr. He said that large trucks are destroying the road, and it needs to be repaved. He said ifthey do it now and add it to the Aikenton Rd project, it will save the county money. Commissioner Ledford motioned to approve using Funding from 2024 SPLOST to repave Bullard Rd and add it to the Aikenton Rd project. Commissioner Alexander seconded, and the motion passed unanimously. Business Item 12: Human Resources and County Boards Report: Sheila Jefferson provided an update on the number of full-time and part-time employees, current open positions, new hires, and current board vacancies. Georgia LETTER OF EXPLANATION March 25, 2025 Jasper County Board of Commissioners, Iserved in the United States Army as a Military Police Paratrooper, Sergeant. During Operation Enduring Freedom, - deployed to Charkh, Afghanistan. During my 2010 deployment, I suffered the loss of my left leg due to a roadside bomb, becoming one of the first females severely wounded in the direct line of combat in this conflict. I was awarded The Purple Heart for injuries sustained that day. In 2015, I was medically retired and moved back to Monticello, GA. Ifelt like everything I knew and stood for was taken from me. I went from a strong female soldier walking with my head held high to being in a wheelchair, broken and ashamed to look up at anyone. Ihad fallen into a deep depression and began relying on pain medication to help me avoid my new reality, becoming addicted. Iknew I was heading down a very dark path, and I wanted it to stop. Iknew I was better than the way I was living, but I did not see an end to it. I went to the Atlanta VA Hospital seeking help. It was a dead end. Without offering me any help, they abruptly took me off of the prescription mediçation I had taken for years. When the VA placed a stop order on all future prescription reflls, I started buying medication. This spun out of control quicker than I could have ever imagined. It took over my life by dictating the choices I made. From late 2015 to early 2017, I was in active addiction and always in trouble. In, June of 2017, I was arrested. I sat in jail for months before being sentenced on my charges under a First Offenders plea to an eighteen to twenty-fourmonth court- imposed rehab program, Drug Court. This program was the answer I had prayed for. It saved my life. Ij graduated in July 2019, becoming the firstJasper County probationer to complete the intense program successfully. I say all ofthat to say this: I wrote a Letter of Explanation because I feel that it is essential for you all to know and understand my. journey. All of the trouble I faced was due to my addiction. I never chose to become an addict, but it happened. It is part of my past that 1: am embarrassed about, but I can not change it. However, Ihave changed the direction of my future. Most people would never imagine what I have been through because whol: am today does not reflect my past. I worked with the Georgia State Senator for my district and assisted in the development of Senate Bill 15, clean up standards for former meth labs. testified in February 2009 in front of the Georgia State.
