N IN COUN BALDWIN COUNTY BOARD OF COMMISSIONERS WORK SESSION A * March 4, 2025 & 7 e 1601 N Columbia St, Suite 220 0 OF COIRSS 5:00 PM MINUTES PRESENT Andrew Strickland, Chairman Kendrick Butts Sammy Hall Emily Davis Scott Little OTHERS Dawn Hudson Brandon Palmer Bo Danuser CALL TO ORDER Chairman Andrew Strickland called the meeting to order at 5:00 PM with all members of the commission present. PRESENTATION Howard Scott addressed the commission to discuss the Work Source Georgia Program. He gave details about the program stating the purpose of the program was to create apprenticeships for on the job training. He discussed the careers that were included in the program and the process of training people to become journeymen and the assistance that was provided while individuals were in training. He asked the county officials to identify businesses that might be candidates for creating apprenticeships. Commissioners had the opportunity to ask questions. ADMINSTRATVE/PISCAL MATTERS ANIMAL CONTROL ORDINANCE There was a discussion about dog and cat over population and the trouble in was causing animal control. There was a discussion about amending the animal control ordinance to include spay and neuter requirements. County Attorney Brandon Palmer gave an overview of the amendments. There was discussion about working with the animal protection non-profit organizations on the amendments. Page 1 There was a discussion about the amendment requiring pet owners to have their animals spayed and neutered and how the ordinance would be enforced, fees for non-compliance, breeding permits, citations, violations, and irresponsible pet owners. Allene Veazy of the Animal Rescue Foundation was recognized to discuss the spay and neutering service they used called SAFE. She discussed ARF's procedure for fixing and chipping animals in their care and using local vets to provide services. The public was allowed an opportunity to make comments. SOLAR MORATORIUM There was a discussion about an application in the works for a 1,000 acre solar farm in Baldwin County, that solar farms occupied agricultural acres, cost a great deal to decommission, old panels were hazardous and difficult to dispose of, solar farming did not employ many people, and generated few taxes. Thère was a discussion about holding solar farm owners liable for the decommissioning and disposal of the hazardous waste created. ADJOURNMENT Commissioner Butts made a motion to adjourn at 5:54 PM. Commissioner Little seconded the motion and the motion passed unanimously. The meeting was adjourned at 5:54 PM.
