CALL TO ORDER Mayor Pro Tem Winget called the meeting to order at 7:00 p.m. 2. EXECUTIVE SESSION There were no Executive Session items. 3. RECONVENE INTO OPEN SESSION AND TAKE ANY NECESSARY OR APPROPRIATE ACTION ON CLOSEDIEXECUTIVE SESSION MATTERS No action taken. 4. PRESENTATIONS 4A. Presentation of Proclamation for National Surveyors Week. Mayor Pro Tem Winget presented the Proclamation for National Surveyors Week. 4B. Update from the City Council and Management: Financial Position, Major Projects, Operational Issues, Upcoming Dates of Interest and Items of Community Interest. Councimember Schupp provided the following announcements: CITY SECRETARY'S OFFICE - Are you ready fori the May 3rd General and Special Elections? The last day to register to vote or make changes to your voter registration is Thursday, April 3. Early voting will begin on Tuesday, April 22 and will run through Tuesday, April 29. ECONOMIC & COMMUNITY ENGAGEMENT - The 10th annual Kid Fish Tournament will take place THIS Saturday March 22 from 9 - 1 p.m. at Community Park! The Community Park Pond will be stocked with 500 pounds of catfish. We'll also have a Kids' Zone with games and activities, Food Trucks, and a Texas Parks & Wildlife interpreter sharing nature insights! FREE fishing rods & tackle boxes provided by the Rowlett Public Works Department while supplies last -SO arrive early. City of Rowlett 10791 Mark your calendars for the Rowlett Easter Eggstravaganza on Saturday, April 12 from 10-1 1 p.m. at Pecan Grove Park. We'll have multiple egg hunts for different age groups with the first egg hunt starting at 10:15 a.m. The City of Rowlett is partnering with Keep Rowlett Beautiful on the Great American Clean- Up/Texas Trash Off on Saturday, April 5 from 9 a.m. noon. The program supports efforts to clear Texas roadsides and public areas of trash. Keep Rowlett Beautiful will supply trash bags, grabbers, gloves and more while supplies last. LIBRARY - For the twentieth consecutive year, Rowlett Library has received the Texas Municipal Library Director Association's Achievement of Excellence in Libraries Award! Out of 542 public library systems in Texas, only 102 received this award, placing Rowlett in the top 19% of libraries in the state. Library staff extend a huge thank you to the wonderful Rowlett community for their continued support. Visit the Library's Book Sale on Friday and Saturday from 10 am to 5 pm. The Rowlett Arts and Humanities Commission invites all young artists to participate in their annual art contest - The Young Artist Exhibit. This contest is open to children in Kindergarten through 12th grade, enrolled in public or private or home school. There are multiple age divisions along with a special needs division. FIRE - It's time for the Citizen's Fire Academy. Have you ever wanted to know what firefighters do? Are you interested in putting your skills to the test? The Citizen's Fire Academy begins on April 3rd and runs through May 24th. Classes will meet every Thursday from 6:30 to 9:30pm at Station 2 (8602 Schrade Road). The class culminates in a live-fire field day on Saturday, May 24th, 2025 where families can come and share in what you've learned. Deputy Mayor Pro Tem Shinder announced National Vietnam War Veterans Day is on March 29th. President Trump signed this into law in 2017. The 81st Texas Legislative passed SB 1903 in 2009, officially declaring March 29, as Texas Vietnam Veterans Day. On March 29, 1973, the last combat troops were withdrawn from Vietnam and the last of prisoners of war held in North Vietnam arrived on American soil. City of Rowlett 10792 5. CITIZENS INPUT No Online Input Forms were received. 1. Mark Engen, Rowlett - Spoke regarding Library Giving Day. April 1stis Library Giving Day. He is a board member of the Library Board, he is speaking on behalf of the board. The Friends of Library support numerous programs. Any money they received will be given to the Rowlett Public Library. Asking for citizens to help support the programs that promote lifelong learning, connect patrons to technology, and advance our knowledge. Miranda Congi, Rowlett - Spoke regarding Community Grant. There was discussion about this last night and city council came to a consensus of revising one of the guidelines of the nonprofit's location being in Rowlett. Wanted to bring to city council's attention that nonprofits must have registered agents, and some registered agents are not where the nonprofit is located. She founded sensory temp pals. Her nonprofit is based out of Austin, Texas, even though she is in Rowlett. She feels the new guideline would solve that problem. 3. Susan Urrutia, Rowlett - Spoke regarding DEI Community Project. There are an estimated 3.3 million transgender adults across the United States who are a part of every community. They are friends, family members, coworkers, and neighbors representing all racial and ethnic backgrounds, as well as all faith traditions. While there has been significant progress over the recent years, their rights and safety and very lives are often threatened. Anti-equality efforts are being made to strip away healthcare, education, and basic freedoms. The DEI Community Project reminded city council that they represent everyone in Rowlett. They urge everyone to recognize March 31st as the Transgender Day of Visibility and make these members of our community feel welcome and safe in Rowlett. 6. CONSENT AGENDA 6H was removed from the Consent Agenda to be considered individually. 6A. Consider actiona approving the minutes. Consider action to approve minutes from the following City Council meeting(s): March 3, 2025, City Council Work Session, March 4, 2025, City Council Meeting and March 10, 2025, City Council Special Work Session. This item was approved on the Consent Agenda. 6B, Consider action approving appointments of members to the various boards. Consider action to approve appointments of members to the City's various boards. This item was approved on the Consent Agenda. 6C. Consider action approving nomination to the Rockwall Central Appraisal District (CAD) Board of Directors. City of Rowlett 10793 Consider action to approve resolution nominating a candidate to fill a vacancy on the Rockwall Central Appraisal District (CAD) Board of Directors. This item was approved on the Consent Agenda as RES-034-25. 6D. Consider action designating the City's Official Newspaper. Consider action to approve resolution Designating The Dallas Morning News as the Official Newspaper of the City. This item was approved on the Consent Agenda as RES-035-25. 6E. Consider action approving the purchase of a Time and Attendance System. Consider action to approve a resolution authorizing the award of the contract related to Competitive Sealed Proposal No. 2025-02-A Electronic Time and Attendance System to Andrews Technology, the best value proposal, for a price not to exceed $164,065; authorizing the City Manager or his designee to negotiate and execute the contract and all necessary and related documents. This item was approved on the Consent Agenda as RES-036-25 6F. Consider action approving the purchase of firefighter personal protective equipment (PPE). Consider action to approve a resolution authorizing the purchase of firefighter personal protective equipment (PPE) from Casco Industries, Inc., through a BuyBoard Cooperative Contract in the amount of $542,989.42; authorizing the City Manager or his designee to execute all necessary documents to effectuate said purchase. This item was approved on the Consent Agenda as RES-037-25. 6G. Consider action approving the purchase of fire apparatus maintenance and repair services. Consider action to approve a resolution ratifying the fourth and final one-year renewal option of the unit price agreement with Metro Fire Apparatus Specialists Inc., for the purchase of fire apparatus maintenance and repair services, in an amount not to exceed $150,000; authorizing the City Manager or his designee to execute all necessary documents to effectuate said purchase. This item was approved on the Consent Agenda as RES-038-25 6H. Consider action approving a resolution establishing the Community Service Grant Program and adopting a policy and application process therefor. Consider action to approve a resolution establishing the Community Service Grant Program, approving the Community Service Grant Program policy and procedures. Mayor Pro Tem Winget asked about when will the funds be disbursed, when they will be eligible to be used, and the cut-off for that and then following the cut-off for a particular fiscal year what the deadline would be for the reporting deadline that we put in place. ReNissa Wade, Assistant City City of Rowlett 10794 Manager, replied the application deadline is April 30th. The award of the disbursement will be the beginning of the fiscal year, which is October 1S1. The expense period will be from October 1 to September 30 ofthe following year. The annual reporting activities will be the first quarter of the following fiscal year. Deputy Mayor Pro Tem Shinder is there a reason that we need to have a cut- off of April 30th because that only gives them one month to apply. Ms. Wade stated this will give staff time to review the applications prior to presenting to City Council in mid-June. Deputy Mayor Pro Tem Shinder asked if there is any provision to extend the deadline. Ms. Wade said that is not currently in the policy, but that can be changed. David Hall, City Manager, stated that he doesn't want staff to have discretionary ability to accept a late application. It would be better to extend the deadline, however, that will reduce the time staff has to respond. Originally the application was going to go live April 1st, it will now go live tomorrow. Deputy Mayor Pro Tem Shinder wants to move the deadline moved to May 15th. Mayor Pro Tem Winget is not opposed to that, however, what if the application is incomplete, that will shorten the amount of time that staff has to work with the applicant to be sure to gather the information. Councimember Bowers state that she is supportive of the time that if there is a problem with the application, the applicant has time to fix it. It was confirmed that city council will see all applications whether they are complete or not. There was a consensus to leave the deadline at. April 30th. A motion was made by Councilmember Bowers, seconded by Councilmember Britton, to approve the resplution. The motion passed 5-0. This item was approved on the Consent Agenda as RES-039-25. A motion was made by Councilmember Britton, seconded by Councilmember Schupp, to include all the preceding items marked as having been approved on the Consent Agenda. The motion passed 5-0. 7. INDIVIDUAL CONSIDERATION 7A. Consider action to adopt a resolution approving and authorizing the City Manager to execute a first amendment to the development agreement with Trail Creek Partners, LTD., relating to the Trails at Cottonwood Creek development. Kristoff Bauer, Deputy City Manager, presented this item. He reviewed the history of the agreement, the impetus for change, and the key revisions proposed. The Trails at Cottonwood Creek Development is 237 acres with 765 homes. It has a PID at a rate of $0.324 for $11 million. There is a location for a Fire Station and $500,000 to support construction of a Fire Station. The City request to not take possession and maintenance of parks, trails, and other amenities. Rather have HOA ownership and maintenance. The cost of infrastructure has significant increased since the Covid Pandemic. The housing demand is strong, and values have increased. The key revisions are to reduce duplicate trails and sidewalks and have HOA ownership and maintenance of public amenities. There is a request to increase the PID authorization from $11 million to $20 million. Increase in Fire Station contribution to $2.1 million. The PID increase supported without an increase in the maximum tax rate. Councimember Schupp asked about the timeline for the new fire station. Mr. Bauer responded they are three to four years out or can start on our own timeline. Councimember Bowers had Mr. Bauer explain what a PID (Public Improvement District) is. Deputy Mayor Pro Tem Shinder City of Rowlett 10795 confirmed that the pocket parks are HOA owned but will be open to the public. Mayor Pro Tem Winget asked about the HOA. Preston Walhood, Master Developer, there is a HOA and a budget for the HOA to manage the landscaping, parks, and trails. A motion was made by Deputy Mayor Pro Tem Shinder, seconded by Councimember Bowers, to adopt a resolution authorizing the City Manager to execute a first amendment to the development agreement with Trail Creek Partners, LTD. 7B. Consider action to approve an ordinance granting a request by QuikTrip Corporation on behalf of property owner Avalon Bayside, LLC, for a Major Warrant for a Convenience store with gas pumps and associated warrants on property zoned Form-Based Urban Village (FB-UV) District. The 2.1327-acre property is located at the southwest corner of Dalrock Road and Sunset Boulevard, described as a portion of Block B, Lot 1R, of Avalon Retail Development in the City of Rowlett, Dallas County, Texas. Kristoff Bauer, Deputy City Manager, presented this item. He reviewed the location and zoning. The Regulation Plan was amended in September 2024 to allow a minor warrant for block face lengths exceeding 400 feet. The development is divided into three phases, including two lots and a 45-foot right-of-way. The Planning & Zoning Commission approved the replat of Avalon Retail Development in August 2024. Additionally, on December 17, 2024, the City Council approved a Development Plan with Warrants for a dual-brand Marriott hotel. The proposal is for a 5,312 sq. ft. convenience store with nine gas pumps. There will be 47 parking spaces, with two access drives. The request is for a Major Warrant for a convenience store with gas pumps. There is a request to waive the requirements of the Continuous Building Frontage, which is 80% or more of the primary building façade be located with the Build-To Zone, along all three frontages. The Build-To Zone Compliance requires buildings to be located 18-26 feet from the planned back-of-curb. They are requesting 11-36 feet from the planned back-of-curb. There is a requirement of a 6-foot amenity zone with an 8 to 12 feet sidewalk zone. They are requesting to seek approval for a 5-foot sidewalk along East Avalon Way without the Amenity Zone. Although monument signs are only permitted along Highway 66/Lakeview Parkway, PGBT access, the request seeks to install a 5'10" monument sign along Dalrock Road. The applicant is also asking for three wall signs (122, 25, and 25 sq. ft.) fronting Dairock Road. They are asking for the QuikTrip's standard 22-foot light poles instead of 12-foot light poles. The request seeks approval for a one-story, 5,312 sq. ft. building, instead of a two-story building. The request is to waive the interior parking lot landscape requirements. They are asking to have two access points and to waive the pedestrian access requirements. The Planning & Zoning Commission recommended denial. Craig Honeywell, Real Estate Project Manager with QuikTrip, stated they have two stores in Rowlett, both are on Lakeview Parkway. He reviewed the proposed store. This is uniquely designed for Rowlett at this location. They are asking for three signs on the building. It is their signature. Sami Ebrahim, Rowlett = Spoke against having QuikTrip at the location. The traffic bottlenecks at this location on Dalrock. There are too many gas stations right there. They are trying to fit something into something that doesn't fit. Mayor Pro Tem Winget adjourned the meeting into Executive Session at 8:14 pm. Mayor Pro Tem Winget reconvened the meeting at 8:24 pm. City of Rowlett 10796 A motion was made by Deputy Mayor Pro Tem Shinder, seconded by Councilmember Schupp to deny an ordinance granting a request by QuikTrip Corporation on behalf of property owner Avalon Bayside, LLC, for a Major Warrant for a Convenience store with gas pumps. The motion passed 5-0. 7C. Consider action to approve appointment of a committee member to the Recode Rowlett Ad Hoc Committee. Mayor Pro Tem Winget stated there is one open seat on the Recode Rowlett Ad Hoc Committee and received five applications. He noted that Tamra Williams is on the Planning & Zoning Commission and there are already two Commissioners on this committee. Councimember Schupp spoke on behali of Mark Dameron. He has followed the path to city leadership and is a worthy candidate. Deputy Mayor Pro Tem Shinder agreed with Councilmember Schupp. Mark Dameron is very active in the community. She also supports Cindy Ling, who is a landscaper. Councilmember Bowers would still like to recommend Tamra Williams. Councimember Britton he agrees with supporting Mark Dameron. Mayor Pro Tem Winget asked if we can add additional members. It was confirmed there could be more members on the committee. There isn't a bad choice on this list. A motion was made by Deputy Mayor Pro Tem Shinder, seconded by Councilmember Schupp, to appoint Mark Dameron and Tamra Williams to the Recode Rowlett Ad Hoc Committee. Deputy Mayor Pro Tem Shinder amended her motion to include expanding the committee to three tzens/neignbornood leaders instead of two, seconded by Councilmember Schupp. The motion passed 5-0. 8. MEMBERS OF THE CITY COUNCIL MAY REQUEST TOPICS TO BE PLACED ON AN AGENDA FOR A SUBSEQUENT MEETING. ANY DELIBERATION OR DECISION SHALL BE LIMITED TO A PROPOSAL TO PLACE TOPIC ON THE AGENDA FOR A SUBSEQUENT MEETING. Councimember Bowers would like to have a work session on the Kayak Crossing Outpost.
