REGULAR MEETING: 5:30 P.M. 1. Updates/Comments: Planner I, Julio Castaneda, advised that there were no updates/comments. 2. Approval of the Minutes for the Regular Meeting on February 6, 2025 Upon motion by Vice- -Chairman David Ramirez and seconded by Commissioner Daniel Elkin, the February meeting minutes were found complete and carried unanimously. PUBLIC HEARINGS: 1. Public Hearing and Action on Ordinance Number 235-2025-003-PD: To establish a Planned Development District (PDD) in a Residential Single-Family (R-1) zoning designation to allow reduced setbacks for 30.13 acres of land out of a 110.00-acre tract out of Share 4, Espiritu Santo Grant, Cameron County, Texas, located on Military Highway, Brownsville, Texas 78520. Planner I, Julio Castaneda, delivered a brief explanation of the ordinance, noting that staff supports the applicant's request. Minutes for March 6, 2025 - Page 1 of3 Upon motion by Commissioner Daniel Elkin, seconded by Commissioner Aida L. Rodriguez, and carried unanimously, the public hearing was closed. Commissioner Ruben O'Bell moved Ordinance Number 235-2025-003-PD be approved to establish a Planned Development District (PDD) in a Residential Single-Family (R-1) zoning designation to allow reduçed setbacks for 30.13 acres of land out of a 110.00-acre tract out of Share 4, Espiritu Santo Grant, Cameron County, Texas, located on Military Highway, Brownsville, Texas 78520. The motion was seconded by Vice-Chairman David Ramirez and carried unanimously. 2. Public Hearing and Action on Ordinance Number 235-2025-004-S: To request a Specific Use Permit in a Commercial Corridor (CC) zoning designation to allow an event center for 4,100 square feet out of Lot 2, Block 1, Millian Plaza Subdivision, Cameron County, Texas, located at 1424 West Price Road, Brownsville, Texas 78520. Planner I, Julio Castaneda, delivered a brief explanation of the ordinance, noting that staff remains neutral and will follow the recommendation of the Planning & Zoning Commission. Appliçant Esmeralda Delgado and friend Luis Sanchez spoke in support of the case. Upon motion by Commissioner Daniel Elkin, seconded by Vice-Chairman David Ramirez, and carried unanimously, the public hearing was closed. Vice-Chairman David Ramirez moved Ordinance Number 235-2025-004-S be approved to grant a Specific Use Permit in a Commercial Corridor (CC) zoning designation to allow an event center for 4,100 square feet out of Lot 2, Block 1, Millian Plaza Subdivision, Cameron County, Texas, located at 1424 West Price Road, Brownsville, Texas 78520. The motion was seconded by Commissioner Daniel Elkin and carried unanimously. 3. Public Hearing and Action on Ordinance Number 235-2025-005-S: To request a Specific Use Permit in al Regional Center (RC) zoning designation to allow an event center for 17,013 square feet out ofl Lot 1, Block 1, 4 Salsas Subdivision, Cameron County, Texas, located at 266 Mexico Boulevard, BrownsVille, Texas 78520. Planner I, Julio Castaneda, delivered a brief explanation of the ordinance, noting that staff remains neutral and will follow the recommendation of the Planning & Zoning Commission. Upon motion by Vice-Chairman David Ramirez, seconded by Commissioner Aida L. Rodriguez, and carried unanimously, the public hearing was closed. Vice-Chairman David Ramirez moved that Ordinance Number 235-2025-005-S be approved to grant a Specific Use Permit in a Regional Center( (RC) zoning designation to allow an event center for 17,013 square feet out of Lot 1, Block 1, 4 Salsas Subdivision, Cameron County, Texas, located at 266 Mexico Boulevard, Brownsville, Texas 78520. The motion was seconded by Commissioner Ruben O'Bell and carried unanimously. 4. Public Hearing and Action on Ordinance Number 235-2025-006: To rezone from Residential Estate (RE) to Light Industrial (LI) to allow ai freight terminal for 6.308 acres out of 8.750 acres out of Lot 12, Block 111, El Jardin Resubdivision, Share 29, Espiritu Santo Grant, Cameron County, Texas, located at North Minnesota Avenue, Brownsville, Texas 78521. Planner I, Julio Castaneda, delivered a brief explanation of the ordinance, noting that staff does not support the applicant's request. Applicant Ofelia Ruiz spoke in support of the case. Vice-Chairman David Ramirez moved that Ordinance Number 235-2025-006 be approved to rezone from Residential Estate (RE) to Light Industrial (LI) to allow a freight terminal for 6.308 acres out of 8.750 acres out of Lot 12, Block 111, El Jardin Resubdivision, Share 29, Espiritu Santo Grant, Cameron County, Texas, located at North Minnesota Avenue, Brownsville, Texas 78521. The motion was seconded by Commissioner Aida L. Rodriguez. Commissioner Daniel Elkin nayed the motion, Commissioner Ruben O'Bell abstained from voting, and Chairman Eliza Vasquez ayed the motion. 5. Public Hearing and Action on Ordinance Number 235-2025-007-PD: To establish a Planned Development District (PDD) in a Commercial Corridor (CC) zoning designation to allow reduced setbaçks for Lot 1, Block 1, Gamez Subdivision, Cameron County, Texas, located at 6 Event Center Drive Brownsville, Texas 78526. Planner I, Julio Castaneda, delivered a brief explanation of the ordinance, noting that staff supports the applicant' S request. Applicant Ernesto Gamez spoke in favor of the case. Upon motion by Commissioner Daniel Elkin, seconded by Commissioner Aida L. Rodriguez, and carried unanimously, the public hearing was closed. Commissioner Ruben O'Bell moved Ordinance Number 235-2025-007-PD be approved to establish a Planned Development District (PDD) in a Commercial Corridor (CC) zoning designation to allow reduced setbacks for Lot 1, Block 1, Gamez Subdivision, Cameron County, Texas, located at 6 Event Center Drive, Brownsville, Texas 78526. The motion was seconded by Commissioner Aida L. Rodriguez and carried unanimously.
