City of West University Public Works Department Place Building & Standards Commission Located in the Council Chambers, 3800 University Blvd, West University Place, Texas 77005 Meeting Minutes March 6, 2025 MEMBERS PRESENT: Jonathon Hance, Bruce Beneke, Matthew Brejot, James Craig, Eddie Matthews and Andy Fiedler, MEMBERS ABSENT: Gerry Spedale, Spyros Maragos and Krisna Shah STAFF PRESENT: Interim Public Works Director Brett Cast, Permit Technician Angela Cezar, Safebuilt Zoning Official Jordan Cruz, Safebuilt Building Official Tracy Rodriguez and Legal Counsel Philip Boedeker [Call to Order] Jonathon Hance called the meeting to order at 6:00 p.m. 1. Notices, Rules, Etc. Jonathon Hance welcomed BSC members and staff to the meeting. All members and staff introduced themselves. Angela CeZar stated Andy Fiedler was the alternate voting member. 2. Public Comments. There were no public comments 3. Docket No. 2025-0001, regarding the property located at 2738 Talbott St., Houston, TX 77005 (Variance). Bruce Beneke made a motion to suspend the regular BSC meeting for a variance hearing. Second by Eddie Matthews. AYES: Jonathon Hance, Bruce Beneke, Matthew Brejot, James Craig and Eddie Matthews. NOES: None. ABSTAIN: None. Motion approved. Per the request of the applicant, they asked the BSC to table this variance until a later date SO that their counsel could be present. After brief discussion, Jonathon Hance made a motion that the variance request, Docket #2025-0001, be tabled until the June 5, 2025, meeting date and instruct city officials to re-notice the hearing and agenda for that meeting. Stationary Generator Location: Jordan Cruz discussed the proposed changes to Chapter 18 of the city ordinance regarding the placement of stationary generators. The key points were that generators would be considered mechanical equipment and must comply with setback requirements. There was general discussion about requiring a 12-inch clearance from the structure or the manufacturer's specified minimum clearance, whichever is greater. The BSC agreed to modify the language to state "a minimum of 12-inches of clearance or per the manufacturer': s specified minimum clearance from the structure, if one is specified. Eddie Matthews made a motion to approve the proposed language change and forwarded it to City Council for final approval. Second by Bruce Beneke.
