CALL TO ORDER AND ANNOUNCE QUORUM IS PRESENT. Mayor Rhodes called the meeting to order at 6:00 pm and announced the presence of a quorum. 2. INVOCATION. Mayor Rhodes gave the invocation. 3. PLEDGE OF ALLEGIANCE TO THE FLAG OF THE UNITED STATES AND TO THE TEXAS FLAG. Councilmember Westerman led the pledges. 4. UPDATES, PRESENTATIONS, PROCLAMATIONS AND REƇOGNITIONS Recognition - Employee of the Quarter. Mayor Dave Rhodes recognized April Stevens, Marketing Coordinator as Employee of the Quarter. Proclamation - Mayor Rhodes proclaimed February Black History Month. Update - Municipal Court. Melissa Johnson- Ramirez, Clerk provided the update. Update Marble Falls Convention and Visitors Bureau. Kayla Gostnell, Tourism Manager gave the update. Recognition - Mayor Rhodes recognized Director of Finance Jeff Lazenby and thanked him for his service. 5. CITIZEN COMMENTS. Margery Higdon (1210 3rd Street) spoke regarding the need for tree trimming in the right of way. Michelle Morrison (601 2nd Street) addressed the Council concerning a complaint regarding a Police Officer. 6. CONSENT AGENDA. (a) Approval of the minutes of the February 4, 2025 regular meeting. (b) Appointment of Jacob Aston to the Parks and Recreation Commission = Place 6. (c) Acceptance of the Marble Falls Police Department Annual Contact Report. Councilmember Haltom made a motion to approve the consent agenda. Councilmember Hubble seconded the motion. A vote of 6-0 approved the consent agenda. 7. REGULAR AGENDA. Mayor Rhodes opened agenda items 7(a)-7(f). City Secretary Christina McDonald noted that Mayor Pro-Tem Magerkurth filed a Conflict of Interest Affidavit. Director of Finance Jeff Lazenby and Financial Advisor Andrew Friedman (SAMCO) addressed the Council. (a) Discussion and Action on Resolution 2025-R-02A authorizing the Mayor to execute an agreement with the Texas Water Development Board for financial assistance in the form of a Principal Forgiveness Agreement in the amount of $6,814,500 through Clean Water State Revolving Fund. Councilmember Walker moved to approve Resolution February 18, 2025 Meeting Page 2 of 4 216 2025-R-02A, with Councilmember Haltom seconding. The motion passed unanimously, 5- 0. (b) Discussion and Action on Resolution 2025-R-02B authorizing the Mayor to execute an agreement with the Texas Water Development Board for financial assistance in the form of a Grant Agreement in the amount of $11,266,200 through the Flood Infrastructure Fund. Councilmember Walker moved to approve Resolution 2025-R-02B, with Councilmember Hubble seconding. The motion passed unanimously, 5-0. (c) Discussion and Action on Ordinance 2025-0-02B authorizing the issuance of "City of Marble Falls, Texas Combination Tax and Surplus Revenue Certificates of Obligation, Taxable Series 2025A" in an amount not to exceed $3,055,000; authorizing the sale thereof; and enacting provisions incident and related to the issuance ofsaid certificates. Councilmember Walker moved to approve Resolution 2025-0-02B, with Councilmember Hubble seconding. The motion passed unanimously, 5-0. (d) Discussion and Action on Ordinance 2025-0-02C authorizing the issuance of "City of Marble Falls, Texas Combination Tax and Surplus Revenue Certificates of Obligation, Series 2025B" in an amount not to exceed $5,580,000; authorizing the sale thereof; and enacting provisions incident and related to the issuance of said certificates. Councilmember Walker moved to approve Resolution 2025-0-02C, with Councilmember Haltom seconding. The motion passed unanimously, 5-0. (e) Discussion and Action on Ordinance 2025-0-02D authorizing the issuance of "City of Marble Falls, Texas Combination Tax and Surplus Revenue Certificates of Obligation, Series 2025C" in an amount not to exceed $4,295,000; authorizing the sale thereof; and enacting provisions incident and related to the issuance of said certificates. Councilmember Walker moved to approve Resolution 2025-0-2D, with Councilmember Hubble seconding. The motion passed unanimously, 5-0. (f) Discussion and Action on Ordinance 2025-0-02E authorizing the issuance of "City of Marble Falls, Texas Combination Tax and Surplus Revenue CertifiƧates of Obligation, Taxable Series 2025D" in an amount not to exceed $14,340,000; authorizing the sale thereof; and enacting provisions incident and related to the issuance of said certificates. Councilmember Walker moved to approve Resolution 2025-0-02E, with Councilmember Haltom seconding. The motion passed unanimously, 5-0. (g) Public Hearing, Discussion and Action regarding Resolution 2025-R-02C, of the City of Marble Falls, Texas authorizing and creating the Manzano Mile Public Improvement District in accordance with Chapter 372 of the Texas Local Government Code; providing for related matters; and providing an effective date. Christina McDonald, City Secretary and Attorney Gregory Miller (Bickerstaff) addressed Council. Mayor Rhodes opened the public hearing. Councilmember Walker seconded the motion. The motion carried by a vote of 6-0. 8. CITY MANAGER'S REPORT. City Manager Mike Hodge updated the Council on the Fire Station No. 1 renovation, noting that fire staff has moved back into the station. 9. EXECUTIVE SESSION CLOSE OPEN SESSION AND CONVENE EXECUTIVE SESSION Pursuant to $551.074 (Deliberation Regarding the Appointment, Employment, Evaluation, Reassignment, Duties, discipline or Dismissal of a Public Officer or Employee or to Hear a Complaint or Charge Against an Officer or Employee!) of the Open Meetings Act. Tex. Gov't Code, Council will meet in Executive Session to discuss the following: Annual Evaluation = Municipal Judge Cheryl Pounds 6:48 pm Council convened to Executive Session 7:30 pm Council returned to Open Session City Secretary Christina McDonald noted that Councilmember Haltom filed a Conflict of iInterest Affidavit and recused herself from the Executive Session. 10. RECONVENE INTO OPEN SESSION FOR POSSIBLE ACTION RESULTING FROM ITEMS DISCUSSED IN EXECUTIVE: SESSION. Councilmember Westerman made a motion to adjust the Municipal Judge's pay as discussed in Executive Session. Councilmember Walker seconded the motion which carried by a vote of 5-0. 11. ANNOUNCEMENTS AND FUTURE AGENDA ITEMS. Staff presented the March 4 draft agenda for Council's review. 12. ADIOURNMENT.
