THE CITYOF CITY OF ELKHART ZELKHART CITY COUNCIL REGULAR MEETING MINUTES February 3, 2025 6:00 pm City Hall A. CALL TO ORDER, PLEDGE, AND INVOCATION Mayor Jennifer McCoy called the meeting to order at 6:00 p.m. Present: Mayor Jennifer McCoy, councimembers Tanya Conner, Lucia Butler, and Randy McCoy, Mayor Pro Tem James Warren (arrived 10 minutes late), Public Works Director Eric Clark, Interim City Secretary Sunshine Alcorta, Code Enforcement Tambara Farrell, Citizens Mark Tokarczyk, and Mr. and Mrs. Davenport. Absent: Councilmember Tammy Baughman. The pledge of allegiance was followed by the invocation given by Councilmember Randy McCoy. B. PUBLIC COMMENTS None C. REGULAR AGENDA Discuss, Consider, and Possibly Take Action Regarding: 1. Request by. Jim Davenport concerning reimbursement for plumbing invoice. Councilmember Randy McCoy made a motion, seconded by Mayor Pro Tem James Warren, to credit the customer's account with a one-time adjustment of $370, contingent upon the customer acknowledging that they are responsible for contacting the city prior to contacting a plumber to determine whether the city or customer is responsible for completing the repair. The vote was 4-0, unanimously. 2. Request by Mark Tokarczyk concerning all aspects of water services. Councilmember Tanya Conner made a motion, seconded by Mayor Pro Tem James Warren, to approve with an agreement that an RPZ will be installed. Vote: 4-0 unanimously. 3. Adopting Ordinance 02032025-01, Ordering the May 3, 2025, General Election. Councilmember Tanya Conner made a motion, seconded by Councilmember Lucia Butler, to adopt Ordinance 02032025-01 Ordering the General Election on May 3, 2025. Vote: 4-0 unanimously. 4. Adopt a Resolution appointing an Anderson County Appraisal District Representative for the 2025-2026 term Councilmember Randy McCoy made a motion, seconded by Mayor Pro Tem James Warren, to appoint Lucia Butler as Anderson County Appraisal district representative for the 2025-2026 term. Vote: 4-0 unanimously. 5. All aspects of Annual Clean up. Councilmember Tanya Conner made a motion, seconded by Mayor Pro Tem James Warren, to schedule the annual clean-up for June 6th and 7th, 2025, at the Fire Department. Vote: 4-0. D. PUBLIC WORKS REPORT. Public Works Director Eric Clark reported: 1. In October 2024, when the controls were placed online, they did not disconnect the old ones, which continues to give us problems. 2. Day Rd #2 lift station is leaking. We must go about 15 to 16 feet deep to repair it. The fence was removed, and the area was washed out. It will be contracted out since we don't have the proper safety equipment to repair it. 3. Cement is being delivered one week out to install the generator behind the city hall, and the large one will be installed sometime in the summer. MUNICIPAL COURT Code Enforcement Tambra Farrell reported: 1. The report is in the file. 2. Complaints regarding goats at RV Park went out to address, but no goats were located. F. MAYOR REPORT Mayor McCoy reported: None G. EMERGENCY MANAGEMENT REPORTS Emergency management Randy McCoy reported: NONE H. COUNCIL COMMENTS Councilmember Randy McCoy commented on the fencing at the field and requested that we place signs at the gate. I. APPROVAL OF MINUTES Councilmember Randy McCoy made a motion, seconded by Councilmember Tanya Conner, to approve minutes for. January 6, 2025 Vote: 4-0 unanimously. J. ADJOURNMENT Councilmember Lucia Butler made a motion, seconded by Councilmember Tanya Conner, to adjourn the meeting at 6:42 p.m. Vote 3-0 unanimously.
