We truly understand the importance ofthis event to the City of Aransas Pass as it provides an opportunity for everyone to celebrate a tradition that Americans hold dear; that being the celebration of our Nation's Freedom. It is a privilege to have staged your fireworks display, and ifwe have the honor to be selécted again, we can assure you of our absolute dedication and commitment to produce Spectacular pyrotechnic performances that will bring smiles to the faces ofyour audience. Through our 79 years in business, we have been able to differentiate our company from many other companies because of our professional standards and our commitment to providing the highest quality pyrotechnic products available including specialty aerial shells made right here in the United States. And yet, just like all fireworks companies, we still import fireworks from China.. but only from select manufacturers in China. Some factories in China just aren'ta as good as others. And this is why we areso selective in the factories from where we purchase our products.. .to ensure the aerial shells break HIGH INT THE SKY, where shells are supposed to perform, NOT low to the ground! We also import pyrotechnic products from Spain, where quality is also a priority. And with our solid inventory of quality fireworks, we look forward to integrating these distinct products into your production. We have reviewed the specifications in your RFP,and we wish to respond accordingly. Ifwe are awarded the contract for your event, we will stage an approximate 15-minute fireworks display that will be designed and choreographed to a medley of patriotic music. We will submit the suggested music medley to the City prior to the event for approval. Western Enterprises will secure all necessary fireworks permits no less than 15 days prior to the display, Your display will be fired by Western Enterprises' electronic computer firing system. Your display will be fired precisely as designed with a consistent tempo throughout the entire performance. The aerial shells will be fired in different sizes simultaneously to portray a "multi-layering" of effects. City of Aransas Pass March 10, 2025 Page 2 A detailed listing of pyrotechnic devices is provided in the following pages. In response to your statement, "contractor shall provide information on average pace of shells per minute' " this is determined by the final approved length ofyour display divided into the total amount of shells in your production. However, please understand that the "Grand Aerial Finale" will most likely compromise approximately 25% of the total amount of shells in your production and will last 90-seconds. Western Enterprises understands that the Aransas Pass Fire Chief will have final determination of whether to fire the fireworks display, based on weather conditions or other considerations. Western Enterprises will provide a crew of Texas licensed pyrotechnic operators who will be in charge oft the "load-in, firing and load-out" ofyour fireworks display. Western Enterprises will store fireworks in our federal/state approved explosives storage magazine until time of shipping to Aransas Pass on day before fireworks display. Western Enterprises will be responsible for storage and for securing fireworks and equipment in the staging area (during pre-eyent set-up and through display). Western Enterprises will be prepared to fire display on "back-up date" (requested for July 6, 2025), and should that occur, we will be responsible for providing security for equipment, product and staging area until the display is executed on the "back-up date". (Western Enterprises has an ATF approved storage in Rockport, Texas) Once Aransas Pass has approved of the final music arrangement, Western Enterprises will provide a flash drive of the music for the performance. Western Enterprises understands that the City of Aransas Pass will provide barricades for the staging location. The City of Aransas Pass will be responsible for providing security for the designated outside safety perimeter (display site). during the fireworks display. The music engineer of Wester Enterprises, Inc., Steve Linn, will produce a special musical arrangement for your event production at no additional charge. Mr. Linn will interface with the primary contact, Kaylinn Paxson, and your Sound Contractor to discuss the technical elements of ensuring music coordination and synchrony. The music for your production is produced on a designated MP3 and then the firing command cues are "back timed" on a separate "track" ofthe MP3. These command cues are transmitted to the firing location of the fireworks to ensure synchronization and precision. 3. GENERAL OVERVIEW OF PERFORMANCE. Your Pyromusical" production requires a tremendous amount of time and artistic talent to make it distinctive and unique, The design chorcographer for your production will design and script the pyrotechnics around your special musical score. Color combinations and effects are blended together to match the music. Each and every shell is "back timed" on the command track of the tape, which means that every aerial shell must be launched into the sky at a specific moment, so that it will actually break in the sky precisely at the intended moment during the music. This ensures the synchronization ofpyrotechnics to thé music. The picturesque setting ofyour event provides a very unique venue for your production which enables us to employ special aerial shells that cannot be utilized in most venues. These highly spécialized aerial shells will create a breathtaking addition to your production. Our company culture revolves around "best safety practices" and routine safety training. Safety is not just our job, it's our number one priority! Check the Facts We get it. Business is business, but before anyone hires a fireworks company, we encourage fact-checking all firework companies who are contenders! Although it often comes down to dollars and cents, choosing the right company should always make sense. We recommend considering specific criteria including company experience, reputation, regulatory compliance, customer service, and insurance coverage (general liability, auto, workers compensation). Also, verify the company has a USDOT number and Hazmat Safety Permit, specifically for 1.3g explosives. For every show we do, whether it's a small birthday party to an extravaganza on the 4th of July, each show goes through a workflow of multiple layers. Here is a brief summary of the attention Pyro Shows will give YOUR show! Administrative Once Show Directors have performed site evaluations, completed the show design process, and coordinated crews-the admin process may begin! Lots of moving documents! Contracts, sales orders, insurance certificates, site diagrams, product summaries, regulatory information, processing paperwork for local and state permit applications. The list goes on! D Design and Scripting Select each firework based on color, visual effect, and timing. Write the show script that D goes to the field operations team and to the PYRO Pyrotech. Ifthe show is musically accompanied, SHOWS create the soundtrack. If choreographed, create the custom soundtrack and script each firework 0 to the beat of the music. TE*P Fleld Operations Gather fireworks from storage magazines based on design script. Scan firework bar codes of each piece of product for internal inventory and ATF compliance. Pack and secure each show with all fireworks, mortar racks, fire extinguishers, PPE equipment, and post-show cleanup supplies. Once each show is "compiled", then they are loaded onto trucks. Firework Show Day Pyrotech Crew Chief and crew members arrive on site the morning of show (or days before the show depending on the show size). Survey and monitor fallout safety area, mark launch site safety zone, begin unloading equipment, assembling racks, placing racks in accordance to show design script. Load explosives into mortars, cover/waterproof loaded fireworks. Wire explosives, check wiring, continuity, firing system and backup firing system. Get ready for showtime!
