MONDAY, COUNTY ADMINISTRATOR (INTERIM) ASHLEY GUNN, ADMINISTRATORS ASSISTANT DANIELLE POWELL, COUNTY ATTORNEY Chairman Felts called the February Regular Meeting of the Amelia County Board of Supervisors to order at 7:00 P.M. and determined there was a quorum with all five members participating. Supervisor Morris offered the invocation, and everyone participated in the Pledge of Allegiance. APPROVE/AMEND THE AGENDA * The agenda was unanimously approved on a motion by Supervisor Easter. Declaration of Surplus Property- Historical Society Artifact * Supervisor Easter motioned to approve the consent agenda with the adjustment to Item B. Road Closure Resolution. Motion passed unanimously. 11 COUNTY ADMINISTRATOR: SEARCH REPORT/BOARD ACTION: Mr. Monday discussed his experience working as the interim county administrator. Supervisors Felts stated the role of a County Administrator and the positions duties. He continued to discuss the recruitment process. He then introduced Eric Pollitt as the new county administrator and his experience. Eric Pollitt expressed his thanks to the board and he's looking forward to working for the community. PUBLIC COMMENTS Boby Lipes discussed his concerns regarding the Schools, Education level, DEI and Budget. Jay Griles thanked the Board for approving the County Fair and stated the theme for the fairi is Denim Dreams and Country Dreams STAFF/COMMITTEEORGANZATIONAL REPORTS AND PRESENTATIONS A. VDOT Report: Maintenance: Regraded various roads, removal ofbrush/ debris from the storms and pothole patching is ongoing. Traffic Studies/ Special Requests: Signage has been ordered for Reed Rock and Fowlkes Bridge roads Rt 38 and 614 have been marked for tree removal to increase sight distance. Provided right away data for Rt 360 and Rt 153. Reviewing a request to take a private road into the state system. B. School Board Mr. Trump gave a report on enrollment and school board activities. He also discussed the financial report. C. Monthly Finance Presentation and Reports 1. FY24 Audit Presentation- Michael Lupton from Robinson, Farmer, Cox Associates provided insights and results oft the FY24 Audit. 2. Accounts Payable Policy- (Information only provided in packet) 3. FY26 Budget Update Pon Yusuf stated that she has provided a detailed update during the previous budget session. 12 4. Monthly Financial Report Stated the board has the provided financial report and she's available for questions. 5. Appropriation Requests Ms. Yusuf provided information pertaining to the Sheriff's S Appropriations. Mr. Monday provided insight into the appropriations and budget resolution that was passed. D. Supervisor Reports: Supervisor Morris: Stated the same as Supervisors Felts Supervisor Easter: Discussed requests from Monday's meeting and discussed the importance of SBDC. Supervisor Robinson: discussed that he has been busy with all the meetings. Supervisor Felts: Stated that snow days caused cancellations of most of his meetings. COMMUNITY DEVELOPMENT A. Public Hearing- Ordinance Text Amendment to Business District (B-1) to add "Tow Lot Business." Mr. Zehner from Berkley Group Planning Services provided the summary and insight into the application of the Rezoning and Text amendment. He also provided different potential options for the board to consider. Public Hearing: -Martin Konkel stated that he is for the rezoning, but not the tow lot. * Supervisors Robinson motioned to deny the text amendment request. Motioned passed unanimously. B. Public Hearing- Rezoning Request RZN24-08 (R-1 to B-1); Good Deed, LLC Public Hearing: -Martin Konkel asked to drive through Powhatan and Goochland and how nice it is and would like for amelia to follow that example. * Supervisors Robinson motioned to approve the rezoning from R-1 to B-1. Motioned passed unanimously. C. Public Hearing- Special Exception Request SEP24-07 (Assembly Hall); Weston and Lori Hindon Mr. Zehner from Berkley Group Planning Services provided the summary and insight ofthe application. He also provided different potential options for the board to consider. Public Hearing: -Tony Winstead spoke in favor of the request. 13 -Winston Hinden, the applicant, discussed the intent and plans of the application. * Supervisor Easter motioned to approve the Special Exception Request with proposed conditions as recommended by the planning commission and excluding the limitation of events per calendar year as well as increasing the maximum number of guests to 100. OLD/NEW BUSINESS A. Roadside Signs Discussion -Item was discussed during VDOT presentation. B. Appointments and Vacancies Update The Board discussed upcoming vacancies and corrections. COUNTY ADMINISTRATORS REPORT A. Waste Management: Host Fee Check Amount of $212,133.68 B. Commonwealth Regional Management: Items of Interest submitted. C. DMV Select: Report Submitted D. Patient Data Reports Report Submitted E. Miscellaneous Report(s) No other reports discussed. BOARD MEMBERS' COMMENISREPORIS District 1-The Honorable David M. Felts Enjoy the warm days. Remember that Mr. Monday will be leaving soon. District 3-The Honorable Benjamin Morris Pray for Mr. Pollitt and his arrival. States there will be town halls soon. District 4-The Honorable Joseph Easter Reminded that property forms have been made out and it's a requirement to return them. Reminds everyone about the tractor parade, Community Barn Bash, offered thoughts and prayers to Dexter. District 5-The Honorable Todd Robinson Relayed message from Treasurer the real estate tax sale is on the website. 14 Points out that Longwood Small Business Development Center has information for businesses.
