Chair Dean noted that with only 4 EDAC members present, that no official business could be conducted until Council Member Heidmann arrived. The Pledge of Allegiance followed. APPROVAL OF AGENDA: Delayed until a quorum was achieved. Unanimously approved. INTRODUCTIONS EDAC members, staff and audience introduced themselves. Town Council Liaison Nett abstained as he is a nonvoting member ANNOUNCEMENIS: February openings of Panera Bread and the International House of Pancakes in the Catoctin Corner Shopping Center. Economic Development Advisory Committee Meeting Minutes March 04, 2025 Page 2 of3 PRESENTATIONS): The Economic Development staff requested that Mr. Casey Chapman of CaseCo to make presentations to EDAC to update the new: members on two projects that he has already been presented to the Town Council and for which he has been awaiting further guidance to proceed. CARDINAL CORNER: Approximately 7 acres located in Loudoun County across from Virginia Maryland Tractor at the VA7/ VA287 interchange. The initial concept included a 100 to 130-room hotel with a restaurant, 200-person event room and a pool, along with a fueling center, farm-to-fork restaurant, and a "welcome center" agritourism market. Noted, that over 20 million vehicles annually pass this intersection on VA7; there are no highway travel centers between Leesburg and Winchester; there are no PVL town neighborhoods nearby that would be impacted. Primary issues: Annexation, required infrastructure and design consistent with PVL DNA. CaseCo presented to the Town Council July 25, 2023 with all but one council member in a straw poll voting to ençourage CaseCo to move forward with further design and infrastructure discussions with Town staff. EDAC encouraged CaseCo to present at the next meeting the estimated revenues the Town could receive from the project. Planning Staff to also conduct a similar estimation, as well as a review of the necessary infrastructure. CaseCo's approved design for Vineyard Square was not roundly supported by the company nor the Town, SO CaseCo presented a new block concept to the Town Council in September 2023 and requested Town input. No formal input has been provided to date, however the Planning Department through the RFQ (Request for Qualifications) process has chosen a highly-qualified urban planning consortium to create a Purcellville Historic Downtown Master Plan & Design Guidelines plan that would focus on "form-based" design regulations to create a consistent and desirable character for thei neighborhood providing regulatory examples of visual elements like building facades, street widths, and thej placement of public amenities consistent with the locale's heritage, business practicality, community gathering and future growth. The Planning Department' S $115,000 grant-funding application for thel Master Plan was not accepted by Loudoun County CIP, sO Town or other secondary funding is required to move forward. Noted that on March 12, 2025 the Virginia Main Street program will conduct a working session on creating the Purcellville Main Street Steering Committee" that will establish a community focal point in participating with the historic downtown improvement, planning and promotion.
