CITY COUNCIL MEETING Tuesday, March 04, 2025 Regular Meeting - 6:00 PM City Hall - City Council Chambers 425 Webster Street, Colusa, CA 95932 MINUTES CALL TO ORDER- Mayor Codorniz called the meeting to order at 6:00 pm. ROLL CALL - Council Members Markss, Ponciano, Conrado and Mayor Codorniz were present. Councilmember Vaca was absent. PLEDGE OF ALLEGIANCE APPROVAL OF AGENDA -There was council consensus on the agenda approval. PUBLIC COMMENTS - Susan Meeker, Rotary President discussed Rotary Club 100th Year and their upcoming projects. She provided research on a dog water station for the proposed dog park. Citizen Don Domer inquired about the structure in the new construction area of his neighborhood. Citizen Susan Gibbs spoke about the First Annual Whole-Town Yard Sale in Colusa on March 29th from 7 am - 3 pm. CONSENT CALENDAR - All items listed on the Consent Calendar. are considered by the Council to be routine in nature and will be enacted by one motion unless an audience member or Council member requests otherwise, in which case, the item will be removed for separate consideration. 1. Approve - February 4 Council Draft Minutes 2. Receive and File - Centennial Sprint on April 5, 2025, from 7:00 am - 1:00 pm 3. Adopt - Ordinance 567 Adding Appendix A - Article 41.5 of the Colusa Municipal Code and finding the Ordinance exempt from the California Environmental Quality Act (CEQA) ACTION: Motion by Ponciano, seconded by Council Member Markss to approve the consent calendar. Motion passed unanimously. COUNCIL MEMBER ICITY MANAGER REPORTS AND STAFF COMMENTS Councilmembers provided updates on meetings and events they attended. Deputy City Attorney Drexel - no report City Manager Cain - provided updates on projects and meetings. Finance Director Aziz-Khan = provided updates in the Finance Department. Treasurer Kelley - no report. Police Chief Fitch provided updates in the Police Department. Fire Chief Conley provided updates in the Fire Department. COUNCIL CONSIDERATION 4. Consideration of a request to purchase Turnout and Rescue Gear for New Volunteer irefighters Fire Chief Conley reported. He recommended using Measure B funds. ACTION: With no public comments, motion by Councilmember Markss seconded by Mayor Pro-Tem Conrado to adopt Resolution 25-13 approving the purchase of turnout and rescue gear for new volunteer firefighters from Cascade Fire Equipment using Measure B funds. Motion passed 5-0 by the following roll-call vote: AYES: Markss, Ponciano, Conrado and Codorniz. NOES: None. ABSENT: Vaca. DISCUSSION ITEMS Consider building Pickleball Courts Susan Meeker, Rotary President spoke about how Rotary could assist with the project. Members of the public provided ideas and recommendations, all were proponents of having pickleball courts. Based on the public comments, City Manager Cain will gather additional research and contact Susan Meeker directly to discuss how Rotary could assist. Cain will bring this back as a Public Hearing item. Police Department - Request for Qualifications (RFQ) Police Chief Fitch discussed options and numbers from the RFQ. Fitch recommended sending out an RFP for the design concept. FUTURE AGENDA! ITEMS None.
