This course consisted of over 100 hours of training. With this training, Detective Ward will now be able to train and teach other officers. Chief Rockenbach congratulated Detective Ward. A round of applause was given by all present. 9) BUSINESS 9.1) Approval of Grant Agreement between the City and Golden Leaf Darren Currie, City Manager, presented Council with a Grant Agreement between the City of Whiteville and Golden Leaf. Mr. Currie noted this was a $500,000 grant for the Provalus project. These funds will go towards the up fit of the building. This will be 100% grant funds, with no local match. VOTE: 6-0 (Unanimous) Yeas: 6 (Terry Mann, Kevin Williamson, Jimmy Clarida, Tim Collier, Helen B Holden, Vickie Pait) Nays: 0 Absent: 1 (Joshua Harris) 9.2) NCLWF Project No. 2022-FRR61 Grant Contract Amendment Mr. Currie presented Council with the North Carolina Land and Water Fund-NCLWF Project No. 2022-FRR61 Grant Contract Amendment. This grant will provide an additional $396,814 for the downtown park project. With this additional amount, it pushes the funding for the project to almost $1 Million. Mr. Currie noted this project is almost ready to go out to bid. Jimmy Clarida MOVED to approve the amendment to the Grant Contract between the City of Whiteville and the North Carolina Land and Water Fund. Tim Collier SECONDED the motion. This easement is for the Provalus building. Duke Energy is going to rework the power supply for the building. They will be removing power poles from within the parking lot and moving them over to the property line. This will clean up the area and make the power supply more aesthetic. Council was shown a map of the new design. Vickie Pait MOVED to approve the Duke Energy Easement and authorize the City Manager to sign the document. Helen B Holden SECONDED the motion. VOTE: 6-0 (Unanimous) Yeas: 6 (Terry Mann, Kevin Williamson, Jimmy Clarida, Tim Collier, Helen B Holden, Vickie Pait) Nays: 0 Absent: 1 (Joshua Harris) 9.4) Building Reuse Grant Agreement for Provalus Project Mr. Currie presented Council with information regarding the Building Reuse Grant Agreement for the Provalus Project. This grant is for $390,000. All funds will be spent on the upfit of the Provalus building. There is a 5% local match required, which totals $19,500. It was noted that other grant funds could be used to do this match. Colburn Brown, Finance Director, will provide an updated sheet of the funding summary information for this project. There are four funding sources for the project, and there may be five sources. Mr. Currie stated the City would get back over to the area this week. Mayor Pro Tem Williamson inquired about a dead pine tree in the City and stated there was danger of this tree falling into the road. Mr. Currie stated he and David Yergeau, Fire Chief, went to this location last week. There is currently discussion about removal of this tree. 11) REPORTS 11.1) Manager's Update for March 11, 2025 Mr. Currie presented Council with the Manager's Update for March 11, 2025. City staff, contractor, and architects held a pre-construction meeting for the Provalus Project. Work has begun on this project. With the addition of tonight's approval, the City will receive a total of around $890,000 for this project. The City also received an email late today that a generator was now available for this project. A pre-construction meeting for the Airport Water/Sewer Lines Project is scheduled for March 13, 2025. Mr. Currie stated he had been asked to join the Lumber River Basin Advisory Group.
