Meeting of the Fulton County Commissioners - Tuesday, September 10, 2019 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner McCray and Commissioner Lynch Other's Present: Randall Bunch and Paula Shives Others Present: Commissioner Ulsh opened the meeting with a moment of silent prayer and recited the Pledge of Allegiance to the flag. Motion by Commissioner McCray to approve the minutes of the September 3, 2019 meeting. All in favor. Motion by Commissioner Ulsh to approve the accounts payable dated September 9, 2019 in the amount of $80,032.81. All in favor. All in favor. The Commissioners opened bids for the McConnellsburg Volunteer Fire Company CDBG Project. Sole Bid received was: P & W Excavating:$109,685. Motion by Commissioner Ulsh to table thel bid for review. All in favor. Commissioner Lynch Abstained. Motion by Commissioner Lynch to sign and approve Change Order #1 for the Cloverleaf Court sewer line replacement project in the amount of $19,245. This project is being funded with CDBG monies. All in favor, Motion by Commissioner McCray to sign and approve payment application #2 in the amount of $112,266.83 for Guyer Brothers for the Wells Tannery Water System Up-grades project. This project is being funded with CDBG monies. All in favor, The Commissioners opened bids for the Chevy Cobalt. Bids received were: Kayla Jones-$1,001; Kimberly Mellott- $1,456.50 and Philip Souders-$1,500. Motion by Commissioner McCray to award the purchase oft the car to the highest bidder, Philip Souders. All in favor. The Commissioners along with Stephanie Stohon, Wessel & Co and Lisa Beatty, Fiscal Administrator opened bids for the Auditor Proposals. Bids received were: Stambaugh Ness, Inc-(2019) $30,000 (2020) $31,000 (2021) $32,000; Zelenkofske Axelrod, LLC- (2019) $28,890 (2020) 29,470 (2021) 30,060; Smith Elliot Kearns & Co. The Commissioners met with Monica Seville, County Treasurer regarding Tax Claim Bureau Matters requiring Solicitor work to collect on unpaid taxes. Solicitor Stein will proceed with this matter. The Commissioners met with Dan Miller, Chief Probation Officer regarding matters relating to his office. The Commissioners met with Julia Dovey, Fulton County Family Partnership as well. as Center for Community Action RepresentativeswWendy Melius, Tiffany. Jones and Makayla Bollman regarding various program related matters. Motion by Commissioner Lynch to approve the Application for Burial Expenses of a Deceased Service Person, Mr. Russell "Paul". All in favor. Motion by Commissioner McCray to endorse the Children & Youth Plan and Budget Amendment Certification Statement for the period of 7//2018-6/30/2019. All in favor. Motion by Commissioner McCray to endorse a letter of support for the Union Township DCED Multimodal Grant Application. All in favor. The Commissioners reviewed correspondence from Warden Nelson with a rate increase to house prisoners beginning January 2020. The approved new rate will be $65 per day, per inmate. Motion by Commissioner Ulsh to accept the new rate of $65 per day, per inmate beginning January 2020. All in favor.
