Meeting of the Fulton County Commissioners - Tuesday, January 8, 2019 8:30 a.m. at the Commissioners Office Present: Commissioner McCray, Commissioner Ulsh, Commissioner Lynch Commissioner Ulsh opened the meeting with a moment of silent prayer and recited the Pledge of Allegiance to the flag. Motion by Commissioner McCray to adopt the By-Laws oft the Fulton County Board of Commissioners as presented. All in favor. Motion by Commissioner Lynch to appoint Chief Clerk Lisa Mellott McConahy as Secretary of the Board for 2019. All in favor. Motion by Commissioner McCray to set the official meeting ofthe Fulton County Commissioner Board, Salary Board, and Retirement Board every Tuesday at 8:30 a.m. at the Commissioners Office, 116 West Market Street, McConnellsburg, Pennsylvania. All in favor. Motion by Commissioner McCray to approve the minutes of the December 31, 2018 meeting. All in favor. Motion by Chairman Ulsh to approve the accounts payable dated January 7, 2019 in the amount of $36,108.33. All in favor. The Commissioners held their annual Salary Board Meeting, per the County Code. The Commissioners met with Honorable Judge Myers and Court Administrator Mark Singer. Motion by Commissioner McCray to authorize Commissioner Ulsh to endorse an agreement with Keller Engineers to be one of the County Engineers for 2019. All in favor. The Commissioners met with Brian Barton, EMA/9-1-1 Director as he presented an updated fee schedule for the County Coroner's Office. The coroner fees for reports are in accordance to Act 154 of 2018. Motion by Commissioner Ulsh to approve the following new fees: Autopsy Reports- $500, Toxicology Reports-$100, Coroner's Reports-$100 and Cremation Forms-$50. All in favor. Mr. Barton also discussed the resubmission of the Redevelopment Assistance Capital Program (RACP) Grant. The Commissioners approved the resubmission and the $500 application fee. The Commissioners met with Lisa Beatty, Fiscal Administrator regarding the state mileage rate reimbursement as changes were noted from prior years. Motion by Commissioner McCray to adjust the county meal plan reimbursement that tips will not be reimbursed as it will be up to the County Employee to pay that tip at their own expense. This is effective per this date. All in favor. The Commissioners met with Karen Hann McFadden regarding CDBG and Election Matters. Motion by Commissioner Lynch authorizing Chairman Ulsh to sign and approve the Fair Housing Direct Entitlement Report. All in favor. Motion by Commissioner Lynch authorizing Chairman Ulsh to sign and approve the Fair Housing Annual Report. All in favor. Motion by Commissioner McCray authorizing Chairman Ulsh to sign and approve the Monitoring Activity Progress report for the FY 2017 CDBG Contract. All in favor. Motion by Commissioner McCray to approve and submit to the Department of State the Certification of County Maintenance of Efforts HAVA Report for 2018. All in favor.
