All in favor. The Commissioners met with Jamie Shrawder and Patti Hess regarding CDBG Projects. Others attending this meeting were Dick Miller, Kathy and Bill Kendall regarding potential projects at the Alumni Building from the 2019 and 2020 CDBG funding cycles. The Commissioners met with Christine McQuade, Director of Children & Youth Services regarding the Needs Based Budget. Motion by Commissioner Ulsh authorizing signatures to the Needs Based Budget Assurance of Compliance in the amount of $386,713 All in favor. Motion by Commissioner Ulsh to approve the Purchase of Service Agreement between the County of Fulton and Taylor Diversion Programs LLC for the period of. July 1, 2021 to June 30, 2022, All in favor. At 10:00 a.m. the Commissioners along with Patti Hess and. Jamie Shrawder opened bids for CDBG Engineering Services. Proposals were received from CES Engineering, Gwin Dobson & Foreman and Barry Isett & Assoclates. Motion by Commissioner Ulsh to table the CDBG Engineering Services bids for SEDA-COG to review. All in favor. Motion by Commissioner Shives to adopt Resolution 14 of 2021 authorizing SEDA-Council of Governments Community Development Staff the authority to prepare sign, and Community Development Block Grant Administrative documents to the Pennsylvania Department of Community and Economic Development as attachment reflects and under the terms of their Professional and Administrative Services Agreement. All in favor. Motion by Commissioner Ulsh to approve the 2021 CDBG Project Selection fori the Knobsville Sewer Upgrade Project. 82% of the funds for 2021 will be allotted for the Knobsville Sewer Project and 18% for Administration. All in favor. The Commissioners met with Susan Cubbage, Director, of the Fulton County Food Basket. Motion by Commissioner Shives to approve the USDA TFAP 5 year Agreement Plan for the period of October 1, 2021 through September 30, 2026 of which the Fulton County Food Basket ist the lead agency.
