Review and Approval ofMinutes (January 2025) Kristan Semmler made a motion to approve the minutes as written. Mark Lope seconded. Program None Butler County Drug & Alcohol Advisory Board - February 18, 2025 Meeting Minutes REPORTS Director's Report SCA: Case ManagementTreatmentPrevention Updates: The Center on Center update- The Center continues to be open three days a week from 1:00-7:00pm and membership has grown to over 130 individuals. The Center now offers weekly meetings including Refuge Recovery, a Professionals in Recovery meeting, an All Recovery meeting, and a Mothers/ Women in Recovery meeting. The center continues to work on the implementation ofl E-system to streamline membership applications, allow for electronic check-ins, and capture key demographic information as well as other information related to identified needs and interests. Annual Provider Monitoring- We continue to schedule annual provider monitoring visits, as per DDAP guidelines. As previously mentioned, this monitoring process typically includes all in-county contracted intervention, prevention, treatment, and treatment-related providers. XYZ Rate Setting Process for FY 2025-26- The rate setting process for all non-hospital and halfway houses providers did not roll out at the end ofJ January as expected. As discussed last month, our state-wide organization secured the services of certified public accountants, The Binkley Kanavy Group, LLC, to review the rate setting process and make necessary revisions. At this point, we are awaiting final approval from DDAP. We will again work as a region and form smaller committees to review multiple provider packets. County Overdose update- The total number of confirmed overdose deaths for 2024 is 43. This number is not final because there is still 1 pending case for 2024 as of2/14/25. For 2025, as 2/14/25, there have been 2 confirmed overdose deaths thus far and 7 cases still pending. For comparison purposes: at this time last year, there had been 2 confirmed overdose deaths with 9 cases still pending. Department of Drug and Alcohol Programs (DDAP) Updates: Request for additional funding needed for state fiscal year 2024-25 update- As discussed previously, at the beginning of November DDAP notified all SCA' 's that they were accepting requests for additional funding needed for state FY 2024-25. Funding could be requested for the expansion of recovery support services, harm reduction services, and funding needed to sustain treatment services for the remainder of the state fiscal year. We submitted a request for additional funding at the end of November. Our request included additional funding for treatment services in the amount of $560,000.00 and additional funding to support the Housing & Housing focused CM Services Program in the amount of$116,500.00. 2 Butler County Drug & Alcohol Advisory Board - February 18, 2025 Meeting Minutes In January, we had been told that DDAP was currently reviewing December SCA invoices and completing close-outs in order to determine the total amount of funds available. New Subsequent Available Funds (SAF's) will be issued sometime in February for the additional funds awarded. As of February 14th, we still have not received any correspondence from DDAP regarding our request for additional funding. State Updates: Governor's proposed budget for FY 2025-2026- On February 4th, the governor presented his draft budget for FY 2025-2026. The budget proposes a 7.4% ($3.6 billion) increase in spending over the current enacted budget. The budget does propose implementing several new policies related to D&A, including the legalization of adult recreational marijuana use and the regulation of games of skill. The following is a breakdown of proposed funding for substance use prevention and treatment services: A minimal increase in general government operations funding for DDAP. The proposed increase in funds will not result in any increased allocations to county programs. Substance use disorder funding remains stable and unchanged from the current fiscal year. Behavioral Health Services Initiative (BHSI) funding remains unchanged. The proposal to legalize recreational marijuana use does not provide any additional funding for increased prevention, intervention or treatment services/programs. Financial Report Bill Kepple reviewed the allocations and expenditures through December 31, 2024. Case Manager Report Tracey Hendrix reviewed the statistics from January 2025, for the Monthly Assessment Services, the Information/Referral Services (IRS), and the Client Location graph for the month of January 2025. Prevention Report Donna Jenereski gave an overview of upcoming Drug & Alcohol prevention events and trainings. The Strengthening Families Program, going on in Saxonburg, currently has three families participating. Donna mentioned the upcoming trainings scheduled for 2025, in the Butler County Government Center. Nominating Committee No report. PCCD Update Kristan Semmler reported there are fifteen (15) participants in the program. Two people are in long term treatment, two are in a halfway house, and the remaining individuals are in lower levels of treatment. 3 Butler County Drug & Alcohol Advisory Board - February 18, 2025 Meeting Minutes Drug Treatment Court Update Donna reported there are currently thirteen (13) individuals participating in the program. Two people are in a halfway house, two individuals in inpatient, three individuals in intensive outpatient, and five individuals in outpatient treatment. One individual is in jail, pending either a violation hearing or further order of the court. Council Members' Concers/Comments/Amnouncements There were none. Providers' Concers/Comments/Amnouncements There were no comments. Public Comment Regarding General Items Elisha Coast inquired about the process for the service agreement.
