DISTRIBUTED wa-1 Borough Council Meeting Minutes - January 29, 2025 Call to Order - Mrs. Dekar called the meeting to order at 5:30pm. Moment of Silence = Mrs. Dekar read the following statement; On behalf of the Borough Counci, Mayor Henry Farley, and all Borough employees, I would like to acknowledge the passing of JoAnn Daly on December 29, 2024 with a moment of silence at tonight's meeting. Jo Ann began her career with the Borough in 1996 as an Administration Office Clerk before being promoted to Assistant Borough Secretary in January 1997 and to Borough Secretary in May 1997. Jo Ann served as Borough Secretary until. July 2008. Jo Ann continued her career in Public Service with Bradford County Emergency Management and the Federal Emergency Management Agency (FEMA) prior to her retirement. The Borough of. Sayre extends its deepest sympathies to. Jo. Ann's family and specifically her brother. Jim. Roll Call - The following members of the Borough Council were present; Cori Belles, James Daly, Derrick Hall, Dan Wayman, Jessica Meyer, and Jessie Dekar. Also present; Henry Farley, Mayor; Gil Crossett, Assistant Fire Chief; Jonathan Foster Jr., Borough Solicitor, Christopher Kaiden, Code Enforcement Director; Blane Lathrop, DPW Foreman; Dan Reynolds, Police Chief; and David Jarrett, Borough Manager. Citizens to be Heard = There were none. Presentation - Kali's Mission - George and Charlotte Parks of Kali's Mission addressed the Borough Council regarding the services that their organization could provide to help reduce the number of feral cats in the Borough. Mr. & Mrs. Parks explained that the organization worked with Towanda Borough to implement a trap, neuter, and return program which was very successful. Mrs. Parks stated that the municipality was very satisfied with the results and they moved forward with a second phase. Mr. Parks stated that they organization has also worked with private citizens in the Valley area and in other parts of Bradford County. Mrs. Parks stated that the organization successfully treated 315 feral cats in the County in 2024. The organization also worked successfully with a property owner in Forksville and the Borough of Dushore in Sullivan County. Mr. & Mrs. Parks explained that their process of trapping, neutering, giving a rabies shot, and returning the feral cats to area where they were originally trapped is completed in a humane manner and the process reduces the number of new feral cats in an area. The Parks explained that a feral cat can reproduce multiple times each year but they have a shorter lifespan than a domesticated cat primarily due to natural dangers that feral cats endure. Mr. Wayman asked if the organization has had any issues with trapping cats that were not feral, and Mr. Parks explained that it has happened and that the neutering procedure was performed on the cats and they were returned to the owner without any issues from the owners. Mrs. Belles asked if there is a model for the process, and the Parks explained that they can focus on a specific area of the Borough, but the number of cats trapped at any one time is contingent upon the availability of the veterinary clinic that they work with in Wysox. Mr. Hall asked what amount of funding would be needed to start a program and Mr. Parks stated that $2,000.00 would be a good start. Mr. Parks stated that the average cost of the veterinary procedure is $50.00 for a male cat and $80.00 for a female cat. Mrs. Parks stated that the organization does conduct fundraising activities and asked if there were any local events that they could attend to promote their services and fundraise and Mayor Farley invited them to the SBA's Friday Farmers Market that begins in May. Approval of Bills List & Supplemental Bills List - 1/16/2025 thru 1/29/2025 - A motion was made by Miss Meyer and seconded by Mr. Wayman to approve the Bills List and Supplemental Bills List. Under the question: Mr. Wayman asked about the post- retirement health insurance payment of $3,600.00 and Mr. Jarrett explained that the payment is actually a pension payment for the former Police Chief. Mr. Jarrett stated that he will check to see if there is a different line item that can be used to better describe the payment. Roll Call: Mrs. Belles, Mr. Daly, Mr. Hall, Mr. Wayman, Miss Meyer, and Mrs. Dekar; YES. Elected 8. Appointed Officials - Mrs. Belles and Miss Meyer recognized the Fire Department and all emergency services for their efforts during the recent structure fires in the Borough. Mrs. Belles asked when there will be a meeting to discuss the purchase of new equipment for the parks, and Mr. Jarrett stated that it would be scheduled in February. January Correspondence Summary - There were no questions or comments. Consent Agenda - Mrs. Dekar explained that matters listed under the Consent Agenda are considered to be routine and non-controversial and will be enacted by one motion and one roll call vote. There will be no separate discussion of these items. If discussion is desired by a Council Member, that item is to be identified and removed from the Consent Agenda, and will be considered separately at the appropriate place on the Agenda.
