BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL REGULAR MEETING MINUTES WEDNESDAY, FEBRUARY 19, 2025 The regular meeting of the Borough Council of the Borough of Franklin Park was held on Wednesday, February 19, 2025 at 8:00 p.m. at the Municipal Building, 2344 West Ingomar Road, Pittsburgh, Pennsylvania 15237. The meeting was also held virtually via remote audio and video conferencing. Council President Uday Palled called the meeting to order. Snyder present PRELIMINARY MATTERS PROMOTION OF ANTHONY F.STARKO TO POLICE SERGEANT = Mr. Myslinski moved Anthony F. Starko be promoted to the position of Police Sergeant, effective February 23, 2025, at a salary of $127,046.40, seconded by Dr. Li and carried. Sergeant Starko was sworn in by Mayor O'Keefe. PROMOTION OF BRIAN W. BLAKLEY TO POLICE DETECTIVE - Mr. Myslinski moved Brian W. Blakley be promoted to the position of Police Detective, effective February 23, 2025, at a salary of $119,350.40, seconded by Mr. Schwartzmier and carried. Detective Blakley was sworn in by Mayor O'Keefe. PUBLIC COMMENTS Keith Allen, 1898 Pioneer Drive spoke on behalf of the Settlers Walk community to request that the streets in the plan that were not previously paved be added to the paving schedule due to poor condition. Kerri Fultz, 1855 Pioneer Drive expressed concern regarding the poor condition of some of the streets in the Settlers Walk Plan and asked that they be placed on the paving schedule. 1 BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL REGULAR MEETING MINUTES WEDNESDAY, FEBRUARY 19, 2025 Venu Paruvelli, 1722 Holmes Drive noted that they started an online petition to request that the remaining streets in the Settlers Walk Plan be added to the paving schedule due to poor condition. Pradeep Indrakanti, 1901 Colonial Drive asked how the Settlers Walk HOA can work with the Borough to come up with a plan for the maintenance of the roads in the Settlers Walk Plan. MONTHLY REPORTS APPROVAL OF THE MINUTES - Dr. Li moved the minutes of the January 15, 2025 pre/post meeting, the. January 15, 2025 regular meeting, and the February 5, 2025 work session, be approved, seconded by Mr. Malkin and carried. TREASURER'S FINANCIAL REPORT - Mr. Weiskircher summarized the January Treasurer's Financial Report. The General Fund revenues for the month of January totaled $259,896, which represents 1.85% oft the 2025 total budget. The General Fund expenditures for the month of January totaled $736,855, which represents 4.83% of the 2025 total budget. Dr. Li moved the January Treasurer's Financial Report be accepted as read, seconded by Mr. Schwartzmier and carried. POLICE REPORT - Mayor O'Keefe read the Police Report and activity report for the month of January 2025. The police responded to 434 calls for service. Mr. Schwartzmier recommended the Police Report be filed with the Police Secretary. FIRE COMPANY REPORT - Mr. Myslinski read the Fire Company Report for January 2025. The fire company responded to 34 calls for the month and the manpower for the month totaled 407 volunteer hours. BUILDING INSPECTION REPORT - Mr. Phillips read the Building Inspection Report for January 2025. Mr. Phillips issued 14 permits and collected $19,194 in fees. Total value of construction was $1,789,890. ANNOUNCEMENT OF EXECUTIVE SESSIONS ANNOUNCEMENT OF EXECUTIVE SESSION = Mr. Palled announced that Borough Council held an executive session on February 5, 2025 to discuss police personnel, property acquisition, and potential litigation regarding right of way encroachments, and Borough Council held an executive session on February 19, 2025 to discuss a potential property acquisition. OLD BUSINESS None NEW BUSINESS APPROVAL OF THE BILLS - Dr. Li moved Council authorize the payment of the bills, which have been reviewed and approved since the last meeting, seconded by Ms. Czekaj and carried. REAPPROVE PINE CREEK ROAD SUBDIVISION - Mr. Schwartzmier moved to reapprove Subdivision Application No. SS-24-10-02 submitted by BOLJCS Holdings for the Pine Creek Road Subdivision to subdivide one lot into two lots located at Parcel ID#1069-M-299 on Pine Creek Road in the R-2 zoning district, with all of the conditions as set forth when the application was originally approved on October 16, 2024, seconded by Dr. Li and carried. 2 BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL REGULAR MEETING MINUTES WEDNESDAY, FEBRUARY 19, 2025 AGREEMENT WITH CRANBERRY HIGHLANDS GOLF COURSE FOR SCHOLARSHIP GOLF OUTING - Mr. Malkin moved to approve the agreement with Cranberry Highlands Golf Course for the 2025 Scholarship Golf Outing to be held on July 28, 2025, seconded by Mr. Myslinski and carried. PURCHASE CATERPILLAR COMPACT TRACK LOADERI FOR PUBLIC WORKS = Ms. Czekaj moved to authorize the purchase of one (1) new Caterpillar 255 HF XPS Compact Track Loader for the Public Works Department from Cleveland Brothers Equipment Company, Inc., 11 Progress Avenue, Cranberry Township, PA 16066, under State Contract No. 4400028102, (under Parent Contract #4400027914) at a cost of $85,550.00, seconded by Mr. Schwartzmier and carried. FIRST YEAR CONTRACT EXTENSION WITH CRONIN ENTERPRISES. LLC FOR TRUCKING SERVICES = Mr. Malkin moved to authorize the First Year Contract Extension with Cronin Enterprises, LLC of Imperial, PA, for Trucking Services for the period January 1, 2025 through December 31, 2025, at the weekday rate of $105.00/hour and the evening/weekend rate of $115.00/hour, and all terms and conditions of the previous contract shall remain the same, seconded by Ms. Czekaj and carried. RESIGNATION OF TAMMY PERROTTE AS RECEPTIONIST - Mr. Schwartzmier moved to accept the resignation of Tammy Perrotte, Receptionist/General Assistant, effective February 14, 2025, seconded by Mr. Myslinski and carried. MCCANDLESS FRANKLIN PARK AMBULANCE AUTHORITY SERVICE AGREEMENT - Mr. Myslinski moved to enter into a Service Agreement in a form acceptable to the Solicitor with the McCandless Franklin Park Ambulance Authority for the five-year period from 2026 through 2030, with annual contribution rates as specified in the Agreement, seconded by Dr. Li and carried. REAPPROVAL OF DEERFIELD ESTATES PLAN OF LOTS NO. 2B REVISED FINAL - Ms. Czekaj moved to reapprove Subdivision Application No. SF-24-06-02, submitted by Deerfield Estates FP Development, LLC, for the Deerfield Estates Plan of Lots No. 2B Revised Final, as previously approved by Borough Council on July 17, 2024, and with all of the conditions as set forth when the Deerfield Estates Plan of Lots No. 1 and No. 2 were originally granted preliminary and final approval by Resolution No. 1218-2020 on May 27, 2020, seconded by Dr. Li and carried. REJECT BIDS FOR THE RAMBLEWOOD BASIN RETROFIT PROJECT - Mr. Myslinski moved to reject all bids received for the Ramblewood Basin Retrofit Project, and authorize the return of the bid bonds, seconded by Dr. Li and carried. SUPERINTENDENT OF PUBLIC WORKS Mr. Bucuren explained that Borough staff and officials assess all road conditions in the fall and spring each year to determine the paving schedule. Sometimes the roads posted for paving change from fall to spring due to changing conditions following the winter months. Shaker Court and Settlers Drive were added to the paving schedule in 2021 due to their conditions. In the past we have budgeted to pave 4 to 4-1/2 miles of road paving per year, but this year we have budgeted for 2.8 miles due to budget constraints,. The Public Works Department will make repairs to roads, as necessary. SOLICITOR - Congratulated the promoted officers. MS. CZEKAJ - Congratulated the promoted officers and thanked the residents for attending this meeting to express their concerns. MAYOR O'KEEFE - Congratulated the promoted officers and noted that he has received many compliments regarding the Public Works Department and their work on the roads. MR. PALLED - Congratulated the promoted officers. 3 BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL REGULAR MEETING MINUTES WEDNESDAY, FEBRUARY 19, 2025 COMMENTS FROM THE FLOOR Keith Allen, 1898 Pioneer Drive noted that there needs to be a plan for the paving program and budget to keep up with road maintenance. Venu Paruvelli, 1722 Holmes Drive commented on the age. of the roads in Settlers Walk and the amount of paving scheduled this year. Mr. Palled noted that the Borough is looking into other options and investigating Home Rule Charter to plan for long term.
