BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL PRE/POST MEETING MINUTES WEDNESDAY, FEBRUARY 19, 2025 A pre/post meeting of the Borough Council of the Borough of Franklin Park was held on Wednesday, February 19, 2025 at 7:00 p.m. at the Municipal Building, 2344 West Ingomar Road, Pittsburgh, Pennsylvania 15237. The meeting was also held virtually via remote audio and video conferencing. Council President Uday Palled called the meeting to order. Snyder, Police Lieutenant. present PRE-MEETING AUDIENCE: 5 OLD BUSINESS: Home Rule update - The following suggestions were made regarding the Home Rule process: o The spring newsletter information should also be placed in the digital newsletter. 0 A timeline should be developed. Information should be posted on social media. A form should be placed on the website for residents to complete if they are interested in serving on the Home Rule Study Commission. Information sessions should be held for residents. A booth should be set up at Festival in the Park to provide information. Information regarding the wireless survey and Home Rule should be combined on the same postcard to be mailed to all residents. BOROUGH OF FRANKLIN PARK BOROUGH COUNCIL PRE/POST MEETING MINUTES WEDNESDAY, FEBRUARY 19, 2025 CityScape Wireless Infrastructure Project update - An updated version of the report was provided to Council along with a sample resident survey. Ms. Czekaj indicated that she had some comments on the survey, and she will provide them to Mr. Ebner. CityScape proposed a digital survey, but we will send out a postcard to every residence to provide survey information. Council indicated that the revised report was acceptable and can be put in final form. REGULAR MEETING AGENDA REVIEW: Mr. Junker briefly reviewed the agenda with Council. MCCANDLESS FRANKLIN PARK AMBULANCE AUTHORITY SERVICE AGREEMENT - Ms. Czekaj provided comments regarding the draft agreement, and they were discussed. Council decided to move forward with the motion to approve the Agreement in a form acceptable to the Solicitor. Ms. Czekaj also noted that she had attended the MFPAA year-end review held Monday night. REPORTS FROM COUNCIL MEMBERS & MAYOR Ms. Czekaj requested that better MS4 information be provided on the website to help residents understand the scope of the work. EXECUTIVE SESSION = An executive session was held to discuss a potential property acquisition.
