Harris County now needs to adopt the CIE Update via resolution and after receipt by DCA they will notify us that our Qualified Local Government status has be extended. A motion and a vote are needed to adopt the 2024 Capital Improvements Element Annual Update. Affected Departments: Multiple Attachments: 1 AF RESOLUTION AUTHORIZING THE ADOPTION OF THE 2024 CAPITAL MPROVEMENTS ELEMENT ANNUAL UPDATE WHEREAS, the Chair and County Commissioners of Harris County, Georgia, previously adopted a Capital Improvements Element as an appendix of the Harris County Comprehensive Plan; and WHEREAS, Harris County prepared a 2024 Annual Update to the adopted Capital Improvements Element that incorporates an impact fee financial report for FY 2024 and a Five-Year Community Work Program for 2024-2028; and WHEREAS, the 2024 Capital Improvements Element Annual Update was prepared, submitted and reviewed in accordance with the "Development Impact Fee Compliance Requirements" adopted by the Georgia Department of Community Affairs pursuant to the Georgia Development Impact Fee Act; NOW BE IT THEREFORE RESOLVED that the Chair and County Commissioners of Harris County, Georgia do hereby authorize the adoption of the 2024 Capital Improvements Element Annual Update, as provided in the Development Impact Fee Compliance Requirements. These funds were not budgeted and are a one-time allocation to be used for LMIG-type projects. LRA funds are in addition to the annual LMIG funds, The deadline to apply for LRA funds is June 15, 2025. Public Works has identified one County road (a total 5.6 miles) that need resurfacing using LRA funds as follows: Road Beginning Ending Length (miles) Hopewell Church Hamilton Pleasant Interstate 185 5.6 miles Road Grove Road Once the County's LRA application has been approved and the funds received, the project will be competitively bid out. The anticipated schedule is as follows: preparation of bid documents during April/May, bid out project during May/lune, Board award during July, construction begins during August, and completion by December 2025. Any overages will come from TSPLOST. This project will be included in and paid out ofthe upcoming FY 2025-2026 budget. A motion and vote are needed to submit this road resurfacing project (a total of 5.6 miles and $1,121,426.40) to GDOT and authorize the Chairman and/or County Clerk to execute the necessary documents.
