Section 2.02 of Ordinance 16-2023/24 is for the Designation of Specific Projects within the project categories set forth in Section 2.01(a)-(g). Council shall by resolution from time to time designate the specific individual projects to be funded from CPST III Excess. This resolution approves three new projects and allocates additional funds to a previously approved road improvement project and deducts funds from a previously approved road project based on actual bids. RESOLUTION NO. 38-2024/25 The Clerk published the title of the Resolution. A Resolution Inducing And Identifying An Investment Under The Name Of Ten Governors Solar, LLC And Other Matters Related Thereto. Councilman Caudle made the motion and Councilman Rodgers seconded. Mr. Yokim stated this is a resolution inducing and identifying Ten Governors Solar, LLC. It is comprised of a 52.8-megawatt utility-scale solar farm that also includes a battery energy storage system, and the company anticipates investing approximately $122 million dollars. RESOLUTION NO. 39-2024/25 The Clerk published the title of the Resolution. A Resolution To Amend Section 4 Of Resolution No. 5-2009/10 In Order To Authorize The Increase OfMonthly Limits OfOne (1) Participant And Add One (1) New Participant In The South Carolina Procurement Card Program. Councilman Moore made the motion and Councilman Springs seconded. Mr. Yokim stated Resolution No. 5-2009/10 authorizing Florence County's participation in the South Carolina Procurement Card Program was adopted by Florence County Council On November 19, 2009. Increasing Florence County's participation in this Program will further reduce the County's exposure to a certain amount of financial risk by having open charge accounts at various vendors throughout the County, a necessity for many small purchases. Efficiencies currently experienced by the County's participation in this Program will increase with an increase in participation in this program. Since the inception of the County's participation in the Program, each procurement card has been used solely for official, authorized use, and each transaction has been reconciled timely and fully accounted for at all times by Section 1 of Resolution No. 5-2009/10. CPST III: District 1 - The bid for Miles, Red, Joy, Gracelyn, and Donald roads is on the agenda for approval. District 2 - All District 2 CPST III projects are complete. District 3 - Bid 04-24/25 for Brookgreen Neighborhood resurfacing (Brookgreen Dr., Whittier Cir., New Hope Dr., Tobin Dr., White Ave., McNeil Dr., Adair Dr., and Gibbs Ave.) will be under construction in the spring. District 4 - DeGroat Road is complete pending punch list items. The Deer Road water line extension project bid documents are being finalized. SCDOT permits have been applied for and the engineers are addressing DOT's questions & comments. A temporary easement was obtained by Public Works for this project. District 5 - Davis & Floyd is developing a future bid package for dirt to pave roads. District 6 = The remaining two roads are being planned for future bid. District 7 - The remaining projects are being reviewed for spring bidding by Davis & Floyd. The Oakland Sidewalk project engineering services study is on this agenda for approval. District 8 - Projects are being scheduled for future delivery. The contract was issued for Briggs, Scriven, and Indian Roads. Davis & Floyd received SCDOT encroachment permit for paving only, not speed humps. District 9 - Construction is complete for the Monticello neighborhood. CPST III-A: District 1 - N. Floyd & Hagan were bid in January and are on this agenda for approval. viii Florence County Council Agenda February 20, 2025 DAP District 2 - Franklin & Meritt Drive were bid in January and are on this agenda for approval. District 4- Sparks will be bid in the spring. District 5- East Groom & Fowler Road will be bid in the near future.. District 7 - Tara Village drainage improvements are being reviewed by engineers. E. Siesta and McMillan will be bid in the spring. District 8 - Purchase Order issued for Camelia & Congaree was approved in September and construction will begin in the spring. District 9 -Winburn, Dorset, Windsong, Fletcher, Dusenbury, and Gentry Drives are substantially complete with punch list items remaining. Montclair Way: It was determined that a portion of the Montclair Way alignment falls within the City of Florence limits, and the engineers will work with the city for their approval. Design is complete. DEPARTMENTS: Public Works: Engineering- The Engineering Division has also taken responsibility for the inspection of railroad crossings on county roads. In fulfillment of that responsibility, we have begun the process of training with the SCDOT-provided inspection manual and have developed an inspection schedule for those crossings. Planning: FLATS: Hwy 327 & I-95 Interchange - A draft contract has been submitted to SCDOT and FHWA for approval. GATEWAY 76: TIF O Staff are working to create an RFQ for a TIF district. Transit Study: PDRTA ) Staff continues to work with consultants, Kimley-Horn, and PDRTA on the transit study that better understands current and future needs. Parks & Recreation: ) Lions Park Tennis/Pickleball Courts are complete. DeWitt's Bluff Landing Seawall (PO established, expected to start in March 2025) Lions Park Multipurpose Building (Scheduled for Completion April 2025) Leatherman Senior Center - Starting January 28, 2025, lifetime membership went up from $125 to $300. EMS: O Florence County EMS responded to approximately 2,602 incidents in January 2025, which was a 10% increase in call volume in January 2025. It will also allow the placement of a sign for the industrial park. The land will cost $191,588 and will be funded from the state legislative grant funds that were allocated for this industrial park. Given the inability to attract candidates with senior-level experience, it is more desirable to reclassify and delete positions.
