Held Welcome and Call to Order Frank Donaldson welcomed everyone to the Redevelopment Commission meeting, noted that a quorum was present and opened the meeting of the Lafayette Redevelopment Commission at 11:00am. Frank welcomed Dave Molton, formerly an Ex-officio member, now a voting member of the Commission. Election of Officers Dave Moulton made a motion that the current slate of officers be elected for 2025: Frank Donaldson-President Jim Terry- Vice President Shelly Henriott-Secretary Jim Terry seconded and the motion passed unanimously. Frank Donaldson continued to direct the meeting. Minutes Jim Terry moved to approve the minutes of the December 19, 2024 meeting. Dave Moulton seconded and the motion passed unanimously. New Business Resolution LRC-2025-01: A Resolution of the Lafayette Redevelopment Commission to Offer Certain Real Estate for Sale to an Abutting Landowner-Wabash Avenue -The parcel in question is City owned, which was acquired as part of the Lafayette Railroad Relocation Project, is located west of the rail corridor and east of Wabash Avenue. The real estate is surplus property and is not needed by the City and the best use is to sale to an abutting landowner. Fair market value was determined by the average of two appraisals. Ryan Kennedy of RSK Property Management is an interested and abutting landowner and would like to obtain the parcel for future development. Per state Indiana code we can convey the property via this resolution at the appraised value and fees of $47,250. Jim Terry made a motion to approve. Dave Moulton seconded and the motion passed unanimously. Permission to Advertise: Main St. Streetscape Phase 6 - This is the final phase of Main Street Streetscape. We are requesting permission to advertise for Phase 6. Bids received will be read at the February 27, 2025 meeting and taken under advisement with the goal to award at the March 27, 2025 meeting with construction to begin in April 2025. Ben Dispennett of HWC Engineering gave a brief overview and schedule oft the project. Dave Moulton moved to approve. Jim Terry seconded. The motion passed unanimously. Atlas Excavating: Park East Boulevard CO#4-Upsize storm sewer structures = This change order is for some needed changes and upsizing of storm sewer structures and pipes. The current contract is $21,458,607.27 and with the change order of $15,550 the new contract amount is $21,474,157.27. Jim Terry moved to approve. Dave Moulton seconded. The motion passed unanimously. Cordogan Clark: Lafayette City Hall Renovations - Amendment 1 - This change order in the amount of $21,000 is for additional design work for the Clerk, Controller, Utility Billing and the Information Technology Offices. These offices will be getting much needed upgrades and renovation to electrical and IT infrastructure, flooring, lighting, ceiling work and other changes to create better efficiencies and a better work environment. This changes the contract from $294,485 to $315,485. Dave Moulton moved to approve. Jim Terry seconded. The motion passed unanimously. Director's Report Mary Krupinski, Owner's Representative for Lafayette Theater from J.S. Held, provided an update on the Lafayette Theater Project. Bi-weekly meetings, led by the Cordogan Clark design team, have been held with representatives from the City of Lafayette, Kettelhut Construction, The Long Center, and Civic Theater. The team is currently evaluating the project's historic, environmental, structural and ADA needs. Construction is slated to begin in July 2025, with completion expected in January 2027. Claims Jim Terry moved to approve the January 2025 claims in the amount of Twelve Million, Three Hundred Twenty-Nine Thousand, Twenty-Four Dollars and Thirty-Two Cents $12,329,024.32). Dave Moulton seconded and the motion passed unanimously. Public Comment-no comment Adjournment Dave Moulton moved to adjourn the meeting. Jim Terry seconded and the motion passed unanimously.
