CALL TO ORDER The Regular Meeting of the Board of County Commissioners on Tuesday, March 11, 2025, was called to order by Chair, Eric Mamula, at 1:00 p.m. in the County Commissioners' Meeting Room, Summit County Courthouse, 208 Lincoln Avenue, Breckenridge, Colorado. II. PROCLAMATIONS & ANNOUNCEMENTS A. Resolution Proclaiming the Period from 8:30 p.m. to 9:30 p.m. on Saturday, March 22, 2025 as Earth Hour. Andy Atencio spoke about the significance of Earth Hour as powerful demonstration of protection of the environment. MOTION: A motion was made by Commissioner Pogue and seconded by Commissioner Mamula to approve Resolution 2025-16, Proclaiming the Period from 8:30 p.m. to 9:30 Summit County Board of County Commissioners Regular Meeting Minutes of March 11, 2025 p.m. on Saturday, March 22, 2025 as Earth Hour. MOTION PASSED UNANIMOUSLY BY THE BOARD PRESENT VI. CONSENT AGENDA A. Approval of 2/25/2025 Regular Meeting Minutes. Approved as Presented; and B. Warrant List 02/62025-02282025: Approved as Presented by the Finance Department; and C. PLN25-002, A request for a Class 6 Lot Line and Utility Easement Vacation, Lots 15 and 16, Block 1, Sierra Bosque Filing 1, Located at 996 Blue Ridge RD (CR 1400), a total of 3.68 acres, zoned RME. Approved Resolution 2025-17 as Presented; and D. Liquor License Renewal for Wildernest Liquors LLC dba Wildernest Liquors; Liquor Store; Casey Snyder; located at 11 Fawn Court, Silverthorne, CO (Clerk). Approved as Presented; and MOTION: A motion was made by Commissioner Pogue and seconded by Commissioner Mamula to approve the Consent Agenda, items A-D including Resolution 2025-17, as presented. MOTION PASSED UNANIMOUSLY BY THE BOARD PRESENT VII. PUBLIC HEARING A. Petition for Abatement #24AR-226, Schedule #3000355; Keystone Ski Area Possessory Interest Valuation of USFS Land; Owner: Vail Summit Resorts, Inc. Lisa Eurich spoke about both Public Hearing items A and B, as they are related. She explained possessory interest and its valuation and noted that the Assessor's Office must follow state statute dictating how ski area possessory interest is calculated. She noted that it is fee-simple, and that it will be renewed, because even if the leaseholder changes, another will take their place. Bruce Cartwright, agent for the petitioner, noted that they are in agreement with the Assessor with all but one point, which is whether the leases are assumed to occur into perpetuity. He noted it is the valuation of publicly owned land for private use. Mr. Cartwright and Ms. Eurich discussed the differences between the types of possessory interest. Commissioner Mamula opened and closed the hearing without public comment. MOTION: A motion was made by Commissioner Pogue and seconded by Commissioner Mamula to Uphold the Assessor's Recommendation and Deny the Taxpayer's Petition for Abatement or Refund of Taxes. Petition for Abatement #24AR-277; Schedule #2800255; Breckenridge Ski Area Possessory Interest Valuation of USFS Land; Owner: Vail Summit Resorts, Inc. Commissioner Mamula opened and closed the hearing without public comment. Summit County Board of County Commissioners Regular Meeting Minutes of March 11, 2025 MOTION: A motion was made by Commissioner Pogue and seconded by Commissioner Mamula to Uphold the Assessor's Recommendation and Deny the Taxpayer's Petition for Abatement or Refund of Taxes. MOTION PASSED UNANIMOUSLY BY THE BOARD PRESENT B. PLN24-043: Service Plan for Bills Ranch Metropolitan District. Continued from the 12/10/2024 Regular Meeting. Recommended for Continuance to the April 29, 2025 Special Meeting. Commissioner Mamula opened the hearing for public comment. Bill Kinnard noted that a year ago there was a clarification on the status of roads within Bill's Ranch, which prompted homeowners there to come up with the solution of a Metro District. He noted that surveying the area has been painfully slow SO because a clear survey is so important, they wish to continue the hearing. Commissioner Mamula closed the hearing for public comment. Commissioner Pogue noted that several people have shared with the Board that they wish to be excluded from the Metro District, sO she encouraged the applicants to coordinate with them prior to the next scheduled hearing for this item. MOTION: A motion was made by Commissioner Pogue and seconded by Commissioner Mamula to continue the hearing for PLN24-043: Service Plan for Bill's Ranch Metropolitan District to the Special Meeting on April 29, 2025, at 1:00 p.m. in person in the BOCC Hearing Room, 208 Lincoln Avenue in Breckenridge, and via Zoom. MOTION PASSED UNANIMOUSLY BY THE BOARD PRESENT VIII.
