REGULAR SESSION MEETING MARCH 10, 2025 Be it remembered on the 10th day of March at 10:02 o'clock A.M., there was Begun and Holden a Regular Meeting of the Commissioner's Court in the Courthouse, in the town of Farwell, with the following members present, To-wit: Kirk Frye Commissioner Pct. #1 Charles Wilkins Commissioner Pct. #2 Kenny White Commissioner Pct. #3 Casey Russell Commissioner Pct. #4 Sharon May County Treasurer Susie Spring County Clerk Also Present: Awyna Sanchez, Tax Assessor-Collector Eric Geske, Sheriff Jessica White, Election Administrator Amy Dudley Absent: Isabel Tzzy' Carrasco Judge When the following was had and done, To-wit: Call to Order 1. Prayer Commissioner Frye led the Court in prayer to begin the meeting. 2. Pledge of Allegiance to the American Flag and the Texas Flag The Court pledged their allegiance to the flags of the United States of America and the State of Texas. 3. Open Forum for Public Comments There were no comments from members of the public. 4. Approve Minutes from Previous Meeting Upon a motion to approve the minutes from the Regular Meeting on February 25, 2025, by Commissioner Frye, seconded by Commissioner White, the motion passed by a majority vote. 1 5. Consider Approval and Payment of Accounts Payable-Sharon May Sharon May reported the Accounts Payable List for presented a list for March 3rd and 10th. Motion by Commissioner Russell, seconded by Commissioner Wilkins to approve Payment of the Accounts Payable as presented. Motion carried by majority vote. See attached. 6. Consider Treasurer's Payroll Report-Sharon May Commissioner Frye made the motion to approve the Treasurer's Payroll Report for February 28, 2025, Commissioner Russell seconded and the motion passed by majority vote. See attached. 7. Consider and Discuss County Clerk, Susie Spring presented a quote for a plat cabinet for the Clerk's office. See attached. The existing plat cabinet is completely full. Commissioner White made a motion to approve the purchase by the Clerk. Commissioner Russell seconded the motion and the motion passed by majority vote. 8. Consider and Discuss Water Lines Under County Roads Three applications for water lines under County Roads were presented. See attached. All are filed in the County Clerk's office. McCain Land and Cattle Co. requested a line under CR 6 from the SW corner of their land to the NE corner of Don Bandy's property. Commissioner White made a motion to approve the application and Commissioner Wilkins seconded. The motion passed by majority vote. Scott Johnson requested a line at the intersection of CR R and CR 7 under CR 7. Commissioner Wilkins made a motion to approve the application. Commissioner White seconded the motion and it passed with a majority vote. Davis Wilbourn requested a line under CR 5, one mile south of CR 3333. Commissioner Frye made a motion to approve the application and Commissioner White seconded. The motion passed with a majority vote. 9. Consider and Discuss Intergovernmental Agreement between Parmer County and Potter County Regarding Housing of Potter County Prisoners in the Parmer County Jail 2 Sheriff Geske informed the Commissioners that he needed more time to finalize this agreement. Commissioner White made a motion to table this item till the next meeting. Commissioner Russell seconded the motion and it passed with a majority vote. 10. Consider and Discuss Hauling Material from Sweet Bran Property Commissioner White reported that Sweet Bran requested a release of liability prior to allowing him to accept the donated material. He did not have the proposed release at this time. Commissioner Frye made a motion to table this issue until the next meeting. Commissioner White seconded and the motion passed by majority vote. 11. Consider Any and All Matters Concerning the Parmer County Law Enforcement Center The Sheriff reported 19 inmates housed in the Parmer County Jail. Eight of the inmates are from Lubbock County; one is from Lamb County. He reported that the Jailers have all completed their training and all are licensed. This means the jail is completely staffed and all are licensed. The Sheriff reported that over the weekend, a rooster fighting ring was raided. Over 150 people were involved. Automobiles were seized as well as 71 roosters. This investigation is ongoing. With no further business to come before the Court, Commissioner White moved to adjourn.
