WELCOME AND PUBLIC COMMENTS None CONSIDER BURN BAN - TAKE APPROPRIATE ACTION No action taken. Burn ban to remain in effect. RECEIVE COMMISSIONER'S ROAD REPORTS All Road Reports received by Clerk's Office. See Exhibit "B" CONSIDER/DISCUSSIAPPROVE CONCHO COUNTY DISTRICT COURT AGREEMENT WITH CITY OF SAN ANGELO ON THE CAPITAL MURDER TRIAL RENTAL OF THE CONVENTION CENTER - TAKE APPROPRIATE ACTION Mrs. Hall presented the contracts for the rental of the Convention Center in San Angelo for the upcoming Capital Murder Trial. County Attorney, Ginger Paul, has already looked them over and approved of them. Commissioner Gully made a motion to approve and accept the contracts, as presented, duly seconded by Commissioner Dillard. Motion carried unanimously. See Exhibit "C" CONSIDERIDISCUSCUSSIAPPROVE CONCHO COUNTY HOSPITAL DISTRICT INTERIM-CEO ROBERT PASCASIO DISCUSSION ABOUT PLANS FOR CONCHO COUNTY NURSING AND REHABILITATION. = TAKE APPROPRIATE ACTION Bob Pascasio addressed the Commissioners Court about the Hospital District abandoning the venture for a second nursing home. Mr. Pascasio stated that a few years ago the Commissioners' Court was approached by the Hospital District in regard to getting permission for a Rural Waiver Application to build a second Nursing Home. The Hospital District has withdrawn the application with the State and Mr. Pascasio wanted to give an update to the Court, since the Court had been involved. The Hospital District no longer has the resources to proceed with this venture. No action was taken. CONSIDER/DISCUSCUSSIAPPROVE COUNTY TREASURER CLOSE OUT THE 1&S FUND AND BANK ACCOUNT, PER CONFIRMATION FROM KEITH NEFFENDORF = TAKE APPROPRIATE ACTION Mrs. Gierisch stated that when Keith Neffendorf gave the Audit Report, he made mention that, with court approval, the 1&S Fund and Bank account could be closed out. The total amount of money that would be transferred to the General Fund from 1&S is $10,063.22. These line items would continue to be on the budget, until they phased out in 3 years. Commissioner Gully made a motion to approve the County Treasurer closing out the 1&S Fund and bank account and transferring the money to the General Fund, duly seconded by Commissioner Bradshaw. Motion carried unanimously. 253 254 The court took a recess at 10:15 a.m. to read through the previous meetings' minutes and accounts payable. The court went back into session at 10:23 a.m. after recess. APPROVE MINUTES FROM PREVIOUS MEETING Commissioner Miller made a motion to approve the minutes from February 25, 2025, Commissioners Court, as presented, duly seconded by Commissioner Dillard. Motion carried unanimously. RECEIVE COUNTY TREASURER'S REPORT - TAKE APPROPRIATE ACTION Mrs. Gierisch presented the Summary Statement of Operations - Revenues, with a total of 88.35% realized. Mrs. Gierisch presented the Summary Statement of Operations = Expenditures, with a total of 34.07% used. Mrs. Gierisch presented the Year-to-Date Summary General Ledger Trial Balance Report, totaling $9,580,559.22. Commissioner Gully made a motion to accept the County Treasurer's Report, as presented, duly seconded by Commissioner Dillard. Motion carried unanimously. See Exhibits "D", "E', and "F", respectively. CONSIDERIAPPROVE ALL ACCOUNTS PAYABLE FOR CONCHO COUNTY - TAKE APPROPRIATE, ACTION Mrs. Gierisch presented the monthly Accounts Payable Claim Register from February 26, 2025, through March 8, 2025, with a total of $187,541.56. Mrs. Gierisch also presented the Payroll Report for February, totaling $143,038.12. Commissioner Gully made a motion to approve and pay all accounts due and owing by Concho County and the February Payroll Report, duly seconded by Commissioner Dillard. Motion carried unanimously. See Exhibits "G" and "H", respectively. REPORTS, INFORMATION AND FUTURE AGENDA ITEMS - NO ACTION TO BE TAKEN Mrs. Gierisch stated that the Treasurer's Office received a payment of $1,359 after the Worker's Compensation Audit. Mrs. Gierisch has the Pledged Security Reports from First State Bank of Paint Rock, totaling $6,139,954.79, and from First National Bank ofWichita Falls, totaling $3,946,852.65. See Exhibits. "P" and'J", respectively. Mrs. Gierisch presented the Clerk's Report from February 2025, totaling $11,559.50. See Exhibit "K" Mrs. Gierisch presented the JP's Report from February 2025, totaling $43,805.33. See Exhibit "L" Mrs. Gierisch presented the Wildlife Services Report, for the record. See Exhibit "M" Mrs. Gierisch stated the Treasurer's Office receipted in from the Appraisal District $395,011.89; with the breakdown being, M&O - $326,285.56, SRB - $68,717.98, and I&S $8.35. See Exhibit "N" Commissioner Gully stated that 3 of the Commissioners have signed up for a training that will take place on April 22, 2025. The Commissioners Court meeting will need to be moved, possibly to April 29, 2025. We will put it on the next agenda. Alan Bristol with Texas Association of Counties spoke to Commissioners Court and answered questions that were asked. Sheriff Frazier stated that they received $35,000 in trade on the old Sheriff's Office Tahoe's. Mrs. Gierisch said that she spoke to Eden State Bank and was told that they will guarantee the same rate on investments that the County is getting from First National Bank of Wichita Falls. So, we can keep some money locally. Judge Dillard stated that he went to Austin last week and LCRA (Lower Colorado River Authority) met with Judges and Commissioners about upcoming projects. Judge Dillard was told that there were going to be 2 transmission lines coming through Concho County. Judge Dillard has Judicial School he is going to the last week of March, after Commissioners Court.
