MINUTES - REGULAR SESSION TOM BEAN CITY COUNCIL 201 S. CALL TO ORDER Mayor Thomas called the meeting to order at 6:03 p.m. 2. INVOCATION = Invocation by Mayor Pro-Tem Dawson Nitcholas. 3. PLEDGE OF ALLEGIANCE 4. The council may direct the mayor to resolve or request the matter to be placed on a future agenda. Completed speaker's request forms must be submitted to the City Secretary at the beginning of the Council meeting. REGULAR AGENDA = (NON - CONSENT) 6. Presentation of Citizen of the Month award from Mayor Ricky Thomas to Shawna Merriman REPORTS - (DISCUSSION ONLY) 7. Report from Fire Department- Chief. Jason Lankford 54 calls for the month, 429 calls for the year. The new truck is doing great. 8. Report from Police Department- Chief Zach Smith Corporal Dunn made a felony arrest. We are adding an additional Reserve to the department. We have a candidate for a full time officer. 9. Report from Public Works- Acting Director Jarrett Tate 1/Page Completed monthly hydrant flushing. Monthly water samples submitted for testing and all passed. EPA report submitted and passed. New public works employee hired October 7. Recommends an interlocal agreement with Grayson county to repair some of the larger potholes around the city. City well motor was damaged in a power outage on September 20. It must be replaced, TML insurance is covering the full purchase price less the deductible. Repaired leaks on Pecan St. and Highway 11. East clarifier is still running full time as we await the new pan for the West clarifier. We are putting the Whispering Oaks discharge line project out for bids to upgrade to a 6" pipe. 10. Report from City Secretary- Sarah Dusenberry Financial report provided to Council. The 2025 tax rate has been filed with the Grayson County Tax Office. FM 902/Joe Bob Ln. annexation was filed with the Grayson County Appraisal District before the end of the fiscal year. The '24-'25 Approved Budget has been entered into FundView and the budget categories have been reset in the system. All accounts payable accounts, tax accounts, and State and Federal reports are current. Office staffi is working diligently on data entry. Working with accounting consultant and CPA firm on audits. 11. Report from Court/Permit Clerk- Tammy Phillips Court Collections and Citations report provided to Council. Permits and Projects list provided to Council. Zoning and annexation for 34.563 acres owned by 34 Tom Bean LLC has been completed. 412 Cottonbelt requested an addition of four apartments, re-zoning and platting update necessary. 510 E. Bonham St. requested a variance for their home addition, variance request will be presented to the Board of Adjustment on October 14, 2024. Working to update development forms to streamline and simplify the permits process. 12. Report from the Mayor- Mayor Ricky Thomas John Kermit Hill invited to say a few words. T-shirts for Beanstock have been ordered. Almost 30 Vendors have signed up. We will be having a Veteran's Day Lunch on November 11 and all veterans are welcome. CONSENT AGENDA (AlI consent agenda items are considered routine by City Council and will be enacted by one motion. There will be no separate discussion ofthese items unless a Councilmember requests an item be removed and considered separately.) 13. To approve the Minutes of the Regular Session meeting held September 9, 2024. Motion: Upon a motion made by Nitcholas and seconded by Upchurch, the council voted four (4) and none (0) opposed to approving the Minutes ofthe Regular Session meeting held September 9, 2024. The motion carried. 14. To approve the Minutes of the Special Session meeting held September 16, 2024. Motion: Upon a motion made by Nitcholas and seconded by Upchurch, the council voted 2IPage four (4) and none (0) opposed to approving the Minutes of the Special Session meeting held September 16, 2024. The motion carried. NEW BUSINESS 15. Discuss and take action, if any, on approving the purchase of FundView Utility Billing. Motion: Upon a motion made by Nitcholas and seconded by Ellis, the council voted four (4) and none (0) opposed to approve the purchase of FundView Utility Billing 16. Discuss and take action, if any, on approving contract with Grayson County Precinct 1 Road & Bridge for street repairs. Motion: Upon a motion made by Nitcholas and seconded by Upchurch, the council voted four (4) and none (0) opposed to approve the contract with Grayson County Precinct 1 Road & Bridge for street repairs. 17. Discuss and take action, if any, on Resolution 2024-02 to nominate caondidates for positions on the Board ofDirectors of Grayson County Central Appraisal District. Motion: Upon a motion made by Ellis and seconded by Nitcholas, the council voted four (4) and none (0) opposed to nominate the incumbent Board of Directors members of Grayson County Central Appraisal District with Resolution 2024-02. 18. Discuss and take action, if any, on Resolution 2024-03 to approve the acquisition of abandoned railroad property by Grayson Central Appraisal District adjacent to current GCAD property to allow expansion. Motion: Upon a motion made by Ellis and seconded by Marshall, the council voted four (4) and none (0) opposed on approving the acquisition of abandoned railroad property by Grayson Central Appraisal District adjacent to current GCAD property to allow expansion. COUNCIL CLOSING COMMENTS Marshall ençouraged citizens to attend Tom Bean Elementary PTO's Fall Festival this Saturday. Upchurch said he is looking forward to BeanStock. Mayor Thomas commended City staff: for their hard work, saying that the Public Works Department is always willing to complete any task quickly. He praised Chief Smith and Corporal Dunn for jobs well done, stating how impressed he was by their working relationship with the ISD Chief of Police, and said it was good to see them on patrol and keeping our city safe. Mayor Thomas thanked the City Hall office staff for working hard and taking care of citizens and employees alike. 3/Page ADJOURNMENT Motion: Upon a motion made by Nitcholas and seconded by Marshall the Council voted four (4) for and none (0) opposed to adjourning the Regular Session oft the Tom Bean City Council at 6:46 p.m. on Monday, October 14, 2024.
