MINUTES - REGULAR SESSION TOM BEAN CITY COUNCIL 201 S. Britton St., Tom Bean, TX 75489 6:00 p.m. Monday, November 11, 2024 https:/www.tombeanty.goy On Monday, November 11, 2024, the Tom Bean City Council met in a Regular Session. 1. CALL TO ORDER Mayor Thomas called the meeting to order at 6:00 p.m. 2. INVOCATION - Invocation by Mayor Pro-Tem Dawson Nitcholas. 3. PLEDGE OF ALLEGIANCE 4. Citizen Comments: This item is available for citizens to speak for up to five (5) minutes on any subject of which the City ofTom Bean has authority. However, no discussion or action, by law, may be taken on the topic unless and until properly posted on a future agenda. The council may direct the mayor to resolve or request the matter to be placed on a future agenda. Completed speaker's request forms must be submitted to the City Secretary at the beginning of the Council meeting. REGULAR AGENDA = (NON - CONSENT) 6. Presentation of Key Citizen Award from Mayor Ricky Thomas to David Ellis REPORTS = (DISCUSSION ONLY) 7. Report from the Library- Thanked City staff for organizing Beanstock and helping the Library set up. They sold books and had a craft project for children. Materials for the Summer Reading Program have been ordered. 8. Report from the Fire Department- There were 33 calls for the month of October. They held a 50/50 raffle at Beanstock and made $390 after the winner graciously donated the winnings back to the Fire Department. All equipment is running well. Gave an update on Lavona Marshall, surgery went well and she is doing well in recovery. 1Page 9. Report from the Police Department- A: radio upgrade is necessary due to Grayson County switching to a new system. If we do not upgrade, Tom Bean PD will be unable to communicate with Grayson County. Justin Caufiell has been extended a conditional full-time job offer pending his graduation from the Texoma Regional Police Academy and successful completion oft the state TCOLE examination. 10. Report from City Secretary- Sarah Dusenberry Financial updates provided to the Council, including October bank account reconciliations, bank statements, and account balance spreadsheet. 11. Report from Court/Permit Clerk- Tammy Phillips The Court reported $1812.00 in revenue for the month ofOctober with 16 citations issued. 37 Failure to Appear letters were mailed in October. The next court date will be December 2, 2024 at 9:45 a.m. New house permit issued for 318 Ray Circle. Water and sewer taps were purchased for a new home being built at 301 Whispering Oaks. Permit was issued for additions to a business building on Highway 11.A request to re-zone 412 Highway 11 has been requested and will go before the Planning and Zoning board on December 2, 2024 at 6 p.m. 12. Report from the Mayor- Mayor Ricky Thomas Ithas been a very busy month. Beanstock was a huge success and it was great to see the community come together for the event. Coordinating with Chief Smith for a Shop with a Cop event in December to help local families with Christmas gifts. CONSENT AGENDA (All consent agenda items are considered routine by City Council and will be enacted by one motion. There will be no separate discussion oft these items unless a Councilmember requests an item be: removed and considered separately.) 13. To approve the Minutes oft the Regular Session meeting held October 14, 2024. Motion: Upon a motion made by Melton and seconded by Nitcholas, the council voted four (4) and none (0) opposed to approving the Minutes of the Regular Session meeting held October 14, 2024. The motion carried. NEW BUSINESS 15. Discuss and take action, if any, Resolution 2024-04 to vote on candidates for positions on the Board ofDirectors of Grayson Central Appraisal District. Motion: Upon a motion made by Nitcholas and seconded by Ellis, the council voted four (4) and none (0) opposed to place votes for the five incumbent candidates. The motion carried. 2JPage 16. Discuss and take action, if any, on approving new plan with Blue Cross Blue Shield ofTexas for City of Tom Bean employee health insurance. Motion: Upon a motion made by Nitcholas and seconded by Melton, the council voted four (4) and none (0) opposed to approving the new] plan with Blue Cross Blue Shield ofTexas for City employee health insurance. 17. Discuss and take action, if any, on holding court every other month, the first Monday oft the month at 9:45 a.m. Motion: Upon a motion made by Nitcholas and seconded by Upchurch, the council voted four (4) and none (0) opposed to hold court every other month, the first Monday of the month at 9:45 a.m. beginning December 2, 2024. 18. Discuss and take action, if any, on approving the City of Tom Bean Covered Applications and Prohibited Technology Policy. Motion: Upon a motion made by Nitcholas and seconded by Upchurch, the council voted four (4) and none (0) opposed on approving City ofTom Bean Covered Applications and Prohibited Technology Policy. COUNCIL CLOSING COMMENTS Upchurch said things are going very well and Beanstock was great. He sent prayers to the Marshall family. Melton echoed that Beanstock was awesome and that she was pleased with the community turn out. Nitcholas said that he was blown away by the success of Beanstock. He stated that he is ready to see the city hire more officers as thère is no City presence in the school zones. Thomas thanked newly-elected Precinct 1 County Commissioner Josh Marr for attending multiple City Council meetings and supporting our Council and community. ADJOURNMENT Motion: Upon a motion made by Nitcholas and seconded by Upchurch the Council voted four (4) for and none (0) opposed to adjourning the Regular Session of the Tom Bean City Council at 6:35 p.m. on Monday, November 11, 2024.
