MINUTES - REGULAR SESSION TOM BEAN CITY COUNCIL 201 S. Britton St., Tom Bean, TX 75489 6:00 p.m. Monday,January 6, 2025 htpshadembeamtsgn On Monday, January 6, 2025, the Tom Bean City Council met in a Regular Session. 1. CALL TO ORDER Mayor Thomas called the meeting to order at 6:00 p.m. 2. INVOCATION - Invocation by Mayor Pro-Tem Dawson Nitcholas. 3. PLEDGE OF ALLEGIANCE 4. Citizen Comments: This item is available for citizens to speak for up to five (5) minutes on any subject of which the City of Tom Bean has authority. However, no discussion or action, by law, may be taken on the topic unless and until properly posted on a future agenda. The council may direct the mayor to resolve or request the matter to be placed on a future agenda. Completed speaker' S request forms must be submitted to the City Secretary at the beginning of the Council meeting. REGULAR AGENDA - (NON - CONSENT) 6. Presentation of Community Achievement Award to Mrs. Patrice Counts from Mayor Ricky Thomas. REPORTS = (DISCUSSION ONLY) 7. Report from Fire Department- Chief Jason Lankford Ended 2024 with 528 calls. 33 calls for the month ofDecember. TBVFD has spent 8 of the last 13 days helping Sherman Fire Department with a search and rescue effort. Chief asked that everyone please keep the first responders still searching and the family oft the missing child in their thoughts and prayers. 8. Report from Police Department- Chief Zach Smith In-car and portable radios have been ordered. The total cost was $60,000 and grant funds were used. Considering replacing older vehicles in the fleet with newer, more dependable vehicles. Officer Cauffiel is close to completing phase one ofhis training and should be 1IPage advancing to phase two soon. He is progressing nicely. Officer Kilbourn has been hard at work cleaning up and organizing the evidence processing room after completing evidence tech school. We will continue to clean up and discard old and non-usable equipment. This month Corporal Dunn made 6 traffic contacts, Officer Cauffiel made 53 traffic contacts, and Chief Smith made 39 traffic contacts. 9. Report from Public Works-Acting Director Jarrett Tate Monthly hydrant flushing complete with 27,500 gallons at 16 locations. All monthly water samples were submitted to TCEQ and the City of Sherman laboratory and passed. EPA WWTP Discharge Monitoring Report was submitted and passed. Received quote from Zenner for auto read meters. Spoke with J&A Coating on a maintenance contract for storage tanks. Also received a quote for City Well ground storage tank from J&A. Refurbishing quoted at $150,000. Pump #1 went out on the City Well, switched to a spare pump until repairs can be made. On December 12 a loss of chlorine was detected at the North Well. It was discovered that a solenoid was not opening to allow water through the roto meter. On December 9, a leg blew on a transformer pole causing loss of power to the Whitemound Well. There were no water leaks for the month of December. A new tap was purchased for 301 Whispering Oaks. Jarrett Tate completed a water laboratory training class for his Class C groundwater license. Jarrett Tate, Cody Weeks, Aaron Weeks completed mandatory resiliency training class for water licenses. Replaced boards going to drying beds at the WWTP as they were cracked and worn out. We are continuing to clear easements at the WWTP to have a new discharge line installed. When this is complete, we will be able to move forward with the project. 10. Report from City Secretary- Sarah Dusenberry Presented council with monthly bank statements and General and Water. Funds December reconciliations. Due to rising costs of chemicals, supplies, repairs, etc. it is recommended that we increase water and sewer rates for the first time in seven years. 11. Report from Court/Permit Clerk- Tammy Phillips 34 total collections for the month of December. 48 new citations written and 36 warnings issued. 193 citations closed for a total collection of $5,926.00. 100 total outstanding warrants with 65 issued in the month ofDecember. 108 warrants were cleared. 52 Daily Appearance Letters sent. 1 solar permit issued, 1 mechanical permit issued. 12. Report from the Mayor- Mayor Ricky Thomas Shop with a Cop went well and we were able to take 4 children shopping for Christmas gifts. We are looking forward to doing it again next year. The Christmas parade was a success, and we have received great feedback on having the parade in the evening. The mayor is working on getting the City registered as a Purple Heart City. 2IPage CONSENT AGENDA (All consent agenda items are considered routine by City Council and will be enacted by one motion. There will be no separate discussion of these items unless a Councilmember requests an item be removed and considered separately.) 11. To approve the Minutes ofthe Regular Session meeting held December 9, 2024. Motion: Upon a motion made by Nitcholas and seconded by Upchurch, the council voted five (5) and none (0) opposed to approving the Minutes oft the Regular Session meeting held December 9, 2024. The motion carried. EXECUTIVE SESSION The council went into executive session at 6:37 p.m. 13. Executive Session as authorized by: Texas Government Code Section 551.074. Personnel Matters: evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee: or (2) to hear a complaint or charge against an officer or employee. -City Secretary, Chief of Police, Public Works Director, Court Clerk, Water Clerk, Police Officers, Water Operators RECONVENE The council reconvened into regular session at 7:27 p.m. 14. Reconvene into regular session and consider action, if any, on matters discussed in Executive Session. Motion: No Action COUNCIL COMMENTS Upchurch stated that he loves working with everyone on the council and that he is proud of Tom Bean. ADJOURNMENT Motion: Upon a motion made by Nitcholas and seconded by Melton, the Council voted five (5) for and none (0) opposed to adjourning the Regular Session oft the Tom Bean City Council at 7:30 p.m. on Monday, January 6, 2024.
