Call Meeting to Order: The meeting was called to order at 6:30 p.m. 2. Roll Call: City Secretary Roxann Pullin provided the roll call with Mayor Willlams, noting a quorum of the following Council members Present: Mayor Pro Tem Erika Gonzales, Council Member Joyce Wolfe, Council Member Beverly Felts, Council Member Mike Hale, & Council Member Jeffrey Schlichting 3. Opening: Pledge of Allegiance US Flag & TXI Flag led by Mayor Williams. Invocation led by Stephen Germann. 4. Comments: a. Mayor Comments - Mayor Williams provided the following: Motion to move the oath of office right after item #3 Opening. Motion approved. Jeffrey Schlichting and Beverly Felts were sworn in byl Mayor Walt' Williams. Mayor Williams was sworn in by City Secretary Roxann Pullin. Police vehicles will go before Commissioner Court on Feb. 25, 2025. New Berlin will receive two police vehicles. Gin & Santa Clara Rd interlocal agreement was sent back to the County Rd & Bridge department to receive quotes. b. County Commissioner Comments - Commissioner Germann provided the following: Council Member Mike Hale has volunteered to help the county revise the subdivision rule book. The countyl jail is almost at capacity, and they are looking to build a newj jail within the next 4to 5years. C. Fire Chief Comments - Chief Strey provided the following: 49 calls forthe year. Pancake breakfast turnout was fair, however, not much response from the community. Contract with the county has been corrected. Currently there is no burn ban in effect. d. City Marshal Comments - Chief Marshal Hatcher provided the following: Flock cameras are performing well and would like one positioned on FM: 2538. GVEC gave city permission to install camera on their poles. Racial Profiling Report submitted to TX Commission on Law Enforcement (TCOLE) on 02/14/2025. Activity report for the dates November 18, 2024 to January 31, 2025: Total Stops- 207 Total citations issued-. 245 Warnings issued-128 Truck Route Violations- 12 No/Suspended DL-34 Speeding Violations- 22 No Liability Insurance-; 39 Registration Violations- 78 Possession Drug Paraphernalia- 11 License Plate- 7 Call fors service/incidents-15 Arrests- 2 Medical-. 1 Assist Agency- 5 Flock Analytics (Total Vehicle Reads)- 179,107. e. No comments g. Planning and Zoning Commission Comments: Diana Strey, Chair provided the following: P&Z member Rachael Howell will stay on & member Sharon Berger resigned due to personal matters. h. Other Committee Comments 1. PARKS and PLAYGROUNDS- -Jeffrey Schlichting provided the following: Walking trail improvements have been completed. Both sides of the walkingtrail were trenched, and Lights were added. Would like to add white rock in trenches to help maintain weeds. The mulch around the playground will need to be replaced ori replenished soon. 5. Consent Agenda: a. Discussion/Action on these Consent Agenda items to be acted on in a single motion. 1. Minutes: City Council Meeting - Budget Meeting 11/18/2024 & City Council Meeting 11/18/2024. 2. Financial Reports: November 2024, December 2024, &. January 2025. Mayor Williams read the above items into record. Council Member Joyce Wolfe motioned to approve the consent agenda items 1 through 2. Council Member Mike Hale seconded the motion. The vote of 5-0. Motion carried. 6. Council Discussion/Action: a. City Fire Code. - Discussion/consideration and/or action to discuss the cities fire code and appoint Fire Chief Kurt Strey as the City of New Berlin's Fire Code Marshal. Mayor Williams introduced item to Council. Fire Chief Kurt Strey appointed as New Berlin's Fire Code Marshal. Fire Chief Kurt Strey, Asst. Fire Chief Charlie Mills, and Battalion Ryann Orr will review fire plans/code. Council Member Beverly Felts motioned to approve. Council Member Erika Gonzales seconded the motion. The vote of 5-0. Motion carried. b. Appointment of P&Z Commission Members- Discussion/consideration and/or action to appoint P&Z Commission members for the 2025 fiscal year. Mayor Williams introduced item to Council. Council Member Joyce Wolfe motioned to approve. Council Member Mike Hale seconded the motion. The vote of 5-0. Motion carried. C. Appointment of Alderman Representative at P&Z Meetings - Discussion/consideration and/or action to appoint an Alderman to be the council representative at P&Z meetings. Mayor Williams introduced item to Council. Mayor Willaims nominated Beverly Felts. Council Member Joyce Wolfe motioned to approve. Council Member Mike Hale seconded the motion. The vote of5-0. Motion carried. d. Ordinance 2025-001- Discusion/consideration and/or action to approve Ordinance 2025-001 Proper Development and Management of Trees that will replace the current city Ordinance 2015-003 Management of Trees. Mayor Williams introduced item to Council. Council Member Joyce Wolfe motioned to approve. Council Member Beverly Felts seconded the motion. The vote of 5-0. Motion carried. 7.
