MINUTES CITY OF MELISSA JOINT CITY COUNCIL AND MELISSA COMMUNITY & ECONOMIC DEVELOPMENT CORPORATION (4B BOARD) SPECIAL AGENDA MEETING MARCH 4, 2025 6:30 PM SPECIAL MEETING AGENDA 1. Call to Order and Roll Call Mayor Northcut called the meeting to order at 6:30 p.m. Paula Birmingham, Dirk Bush, Jamie Maddock, Terry Chaloupka, Doug Zadow, Tarnesha Nickens, Emeka Eluka, Nick Smith of the 4B Board were present. Mayor Jay Northcut, Mayor Pro Tem Craig Ackerman, Preston Taylor, Rendell Hendrickson, Dana Conklin, Joseph Armstrong of the City Council were present. Sean Lehr was absent. 2. Public Comments There were no public comments. 3. Regular Agenda A. Walking Tour of Fieldhouse USA The group toured Field House USA and viewed the open gym area, recovery area, weight/fitness room, and lobby. B. Hampton Inn: 1. Citizen Survey Feedback 2. Review Building Layout 3. Discuss Operation, Financing and Economic Impact The group then went to the Hampton Inn after the tour where architect Terry Wright reviewed the draft floor plan and fielded questions on the concepts reflected in the design. The concurrence was that the 4B would refine these concepts at a future meeting. City Manager Jason Little reviewed the 2023 and 2024 Citizen Survey feedback and a draft financial proforma with the group. The City Council will develop a memo to the 4B listing their collective request of elements that need to be researched, evaluated, and ultimately reported back to the Council at a future meeting. This memo will be delivered by Wednesday, March 12, 2025, and is a method to continue the conversation moving forward, not to be interpreted as an approval with the information known at this time. 4.
