CALL TO ORDER AND ANNOUNCE A QUORUM IS PRESENT With a quorum of the Alton City Commission present, Mayor Salvador Vela called the meeting to order at 7:35 p.m. II. CERTIFICATION OF POSTING III. PUBLIC COMMENT No comments available. IV. CONSENT AGENDA 1. Approve the minutes of the City Commission Meeting of February 25, 2025. 2. Izaguirre Engineering Group on behalf of Diana Izaguirre, owner is requesting for a waiver from the requirement of the City's standards sanitary sewer alignment for the proposed Eduardo's Subdivision No. 25. 3. S2 Engineering PPLC on behalf of Felipe Gomez, owner is requesting for a waiver from the dedication of future roadway expansion for the proposed Texas Star Plaza. 4. South Texas Infrastructure Group on behalf of Curl Family Legacy, owner is requesting for a waiver from the requirement of street intersection alignment and Alton City Commission Minutes Regular Meeting March 11, 2025 radius of the required cul-de-sac for the proposed Los Ebanos Heights Subdivision. Motion to approve the Consent Agenda was moved by Mayor Pro Tem Arturo Galvan Jr. and was seconded by Commissioner Richard Arevalo. Motion carried 5-0. V. NEW BUSINESS 1. Presentation of City of Alton 2024 Annual Report. Baudelia Rojas, Deputy City Manager, presented the City of Alton 2024 Annual Report Mrs. Rojas introduced a message from City Manager Jeff Underwood, highlighting significant initiatives undertaken to enhance infrastructure, improve public services, and foster economic growth. The report underscores the City's commitment to innovation, sustainability, and inclusivity as it continues to make Alton "Where You Belong. 29 2. Discuss and consider authorizing staff to seek bids for custodial services for municipal buildings. Jeff Underwood, City Manager, stated that the City has utilized these services for the past 12 months, and with the current contract set to expire, it is necessary to seek competitive bids. While the City hopes the current provider will participate in the bidding process, it is essential to explore other competitive options. This authorization allows staff to proceed with the bidding process. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and was seconded by Commissioner Ricardo Garza. Motion carried 5-0. VI. RETURN TO OPEN SESSION FOR POSSIBLE ACTION a) Pending and/or potential litigation b) Personnel c) Real Estate VII.CITY MANAGER'S REPORT Jeff Underwood, City Manager, invited Police Chief Mark Perez to provide an update on the Texas Police Chiefs Association Accreditation Program. Chief Perez announced that the department successfully completed its second on-site inspection, meeting all requirements for reaccreditation for the next four years. Chief Perez thanked City leadership for their support in maintaining high standards. Additionally, Mr. Underwood reminded everyone of the upcoming Pavo Real 5K Run/Walk on April 5, 2025, and encouraged everyone to participate.
