(817)441-5770 City Council Meeting Minutes The City Council met in a scheduled meeting on Thursday, February 20, 2025, at 7:00 p.m. in the Annetta Town Hall at 450 Thunder Head Lane to consider the following agenda: I. Call to order. Mayor Sandy Roberts called the meeting to order at 7:00 p.m. II. Pledge of Aleglance/Invocation of Prayer. Council Member Brandon Thompson led the pledge and Council Member Danny Coffman gave the invocation. III. Roll call/Quorum check. A quorum check revealed that Mayor Roberts and Council Members, Jim Causey, Kent Stasey, Danny Coffman and Brandon Thompson were all present. Council Member Shane Mudge was absent. Also present was Jamee Long, City ecretalyAdminstrato. IV. Public Comments: There were no public comments. V. Consent Items: Reports from City Staff and Commission or Committees: a. Consider the approval of Minutes from the Regular City Council Meeting on January 16, 2025. b. Public Works Report. C. Financial Report. Council Member Coffman moved to accept the consent items, Council Member Causey seconded the motion, with all aye. Mayor Roberts stated that there were 88 leak notifications in January, possibly due to customers dripping their faucets during freezing temperatures. Motion passed unanimously. VI. New Business: a. Discussion and Action: Consider a proclamation proclaiming March 16-22, 2025 as Poison Prevention Week. Mayor Roberts read the proclamation. Council Member Causey moved to approve a proclamation proclaiming March 16-22, 2025 as Poison Prevention Week, Council Member Stasey seconded the motion. Motion passed unanimously. b. Discussion and Action: Consider an ordinance amending the Drought Contingency Plan. Council Member Coffman moved to open this item for discussion, Council Member Stasey seconded the motion. Council Member Causey discussed a possible surcharge to encourage customers not to exceed consumption 1 thresholds during water restrictions. He also discussed the water system and storage capacities. Council Member Causey discussed the Zenner: app that is being developed to allow water customers to track their consumption history. Mayor Roberts stated that this would only apply during high consumption season when the water system is under restrictions. Council Member Thompson stated that he agrees with the red linesi in the Drought Contingency Plan that has been presented. He stated that iti is important to inform the public about the updates to the Plan. Council Member Coffman discussed the high consumption users and irrigation. Mayor Roberts stated that she feels that the app allowing water customers to track their consumption will be helpful. Council Member Coffman and the Mayor discussed possible presentations on water conservation. Council Member Stasey discussed some changes he has made at his home to conserve water, especially with his irrigation. He also discussed some educational material being added to the Town's website. Council Member Stasey discussed the Town's water system being a ground water system and the number of private wells being drilled near the Town's water systems. He discussed the presentations that the Upper Trinity Groundwater Conservation District has presented in Annetta and stated that these presentations are on the Town's website. Council Member Stasey discussed the penalty in the current Drought Contingency Plan and stated that he feels the penalty should be more substantial to encourage changed behavior. He discussed household demands for water and stated that irrigation is the issue. Council Member Causey stated that he would like to review last summer's data and review the different penalty scenarios. Council Member Coffman discussed the need for education about irrigation and drought tolerant landscapes. Ms. Long stated that water conservation brochures are added every year to the mailout with the Consumer Confidence Reports that are sent to all water customers. Citizen, Bob McCann, discussed possible incentives for reducing irrigation. He recommended drought tolerant grass seed as an incentive. Discussion of a surcharge versus percentage penalties. Ms. Long discussed a possible "DCP Surcharge" that could be added to the Town's Fee Schedule and could be added to Incode that would not require a charge for updating to the Town's software. Council Member Stasey moved to table this item until the March 20, 2025 regular City Council meeting, Council Member Causey seconded the motion. Motion passed unanimously. C. Announced winner of children's book contest. This month's book, The Wayside School Four Book Collection, was won by the residents of 116 Oakwood Drive. VII. Executive Session: As authorized by Chapter 551 of the Texas Government Code, the City Council reserves the right to adjourn into executive session at any time during the course of this meeting to discuss the following: a. S 551.074. Deliberation regarding personnel matters. The City Council may convene in executive session to deliberate the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee including deliberation regarding the following officers or employees: 1. City Clerk 2. Utility Clerk 3. Water/Wastewater: Operator Executive session began at 7:50 p.m. and ended at 8:06 p.m. No action was taken. VIII. Items of Community Interest. Mayor Roberts reminded everyone that February is Heart Health Month. Council Member Stasey discussed the Bearcat Basketball Team. Council Member Causey and Ms. Long discussed their grand babies. Mayor Roberts announced that Eric Heaton's 22nd birthday is today. Mayor Roberts discussed the clean-up day that is scheduled for Saturday, March 1, from 9:00: a.m. until noon. Council Member Stasey discussed the new police chief for Aledo ISD. Mayor Roberts reminded all walkers to wear something reflective when walking at night. IX.
