IN THE COMMISSIONERS COURT OF FALLS COUNTY THE STATE OF TEXAS TO ALL INTERESTED PARTIES COUNTY OF FALLS COMMISSIONER'S COURT MINUTES FOR FEBRUARY 24, 2025 1. Proof of posting of notice in accordance with the provisions of Title 5. Chapter 551 Government Code (Vernon's Texas Codes Ann. 1994)a as amended. known as the Texas Open Meetings Act. Judge Elliott asked for proof of posting and the same was affirmed by Elizabeth Perez, County Clerk, on the north and south door and the bulletin board. 2. Public comments. A gentleman wanted to thank Commissioner Albright and his team for fixing CR 119 and all their hard work. 3. Elected official reports. Commissioner Willberg stated that he is going to meet Tony with Bahia Pipeline on March 25, 2025, to take pictures and look at the roads. Commissioner Willberg also stated that someone came to him wanting to do an abandonment on CR 409C. This will need to be put on the next agenda. Judge Elliott stated that if there is any road work that needs to be done on a County Road outside of Road and Bridge, the work needs to still be approved through commissioner's court, Judge Elliott also stated that we had 5 grants going in for criminal justice grants. Sheriff Campbell scored first on his grant. There were two juvenile grants and they scored second. The other two grants were for VOCA and VAWA. 4. Discussion and/or action concerning American Rescue Plan. Nothing at this time. 5. Discussion and/or action concerning Community Broadband Initiative. Lonnic Johnson and his team gave a presentation on Gocxtele Communications and how they can help the county and City of Marlin, 6. Discussion and/or action concerning Westphalia Water Supply Corporation road bore on CR 367. Commissioner Willberg made a motion to approve the Westphalia Water Supply Corporation road bore on CR 367. Commissioner. Albright seconded; motion carried. 7. Discussion and/or action concerning clection equipment upgrade with Hart. Commissioner Albright made a motion to approve the election equipment upgrade with Hart. Commissioner Wuebker seconded; motion carried. 8. Discussion and/or action concerning poll pad software for elections. Commissioner Albright made a motion to approve the poll pad software for elections. Commissioner Wuebker seconded; motion carried. 9. Discussion and/or action concerning Tax Abatement application for Riverbend Renewables, LLC. Commissioner Wuebker made a motion to accept the tax abatement application for Riverbend Renewables, LLC. Commissioner Albright seconded; motion carried. 10. Discussion and/or action concerning Resolution Approving Criminal Justice Grant #5458801. Commissioner Albright made a motion to approve the Resolution Approving Criminal Justice Grant #5458801. Commissioner Wuebker seconded; motion carried. 11. Discussion and/or action concering ESD #3 resignations and recommended appointments. Commissioner Willberg made a motion to accept the two resignations for Louis Vrana and Mike Bell for ESD #3. Commissioner Wucbker seconded; motion carried. Commissioner Willberg made a motion to appoint Wayne Wilson for ESD #3. Commissioner Wuebker and Albright seconded; motion carried. 12. Discussion and/or action concerning dates for online county auction. Jeff. Jackson, Road and Bridge Administrator, stated that the auction will start March 1, 2025, and run for about 2 weeks online. They will come February 27, 2025, for pictures of the auction items, 13. Discussion and/or action concerning approval of BT Yixon Solar. LLC project Road Use Agreement to prevent degradation of county-maintained roads. The Road Use Agreement will be put on the next commissioner's court agenda. The roads need to be added to the agreement. 14. Review and discussion of Road and Bridge precinct work reports. including Administrator's progress report. Jeff. Jackson gave a report for the Road and Bridge Department. Jeff stated that he has the road use agreement with Bahia Pipeline, and he will get it signed when he meets with them tomorrow. Jeff said he has a new foreman for Pct. 3 & 4. They received their John Deere blades and are still waiting on one from CAT.Jeffis looking for a new haul truck and belly dump. The bridge on CR 257 will be starting in the first weck of March. 15. Discussion and/or action concerning the approving of payment of bills. including reimbursements. late charges. the transfer of cash or funds from any line item or departments to another. book transfers and any budget amendments: including but not limited to discussion and action concerning department or non-departmental items with line items that go past their budgeted amounts. Commissioner Albright made a motion to approve the payment of bills and payroll. Commissioner Willberg seconded; motion carried. 16. Approval of minutes of prior mectings ofCommissioner's Court.
