Boyce Town Council Meeting February 4, 2025 Meeting called to order by Mayor Zack Hudson at 7:00 PM Pledge of Allegiance Moment of Silence Roll call by Recorder, Whitney Maddox: Berkeley Reynolds, Carol Coffelt, Floyd Hudson, Dennis Hall, Whitney Maddox, and Zack Hudson were present. Approval of Minutes from the January 14, 2025, Meeting - Motion to approve minutes as written by Floyd Hudson, second by Carol Coffelt. No discussion. Passed 4-0-1. Dennis Hall abstained as he was not present at the last meeting. Reports Town Administrator: Matt Hoff: (see report) David Griffin has written a letter prescribing the violations and time period for correction for 8 Whiting Avenue. Assured Town Administrator it would be sent via certified mail by close of business on 2/4/25. Floyd Hudson shares he spoke to 2 of the deputies who made contact at 8 Whiting Ave, explained violations occurring on the property and explained they would be back to monitor. Sherriff's department to conduct a traffic study at top and bottom of Whiting Avenue. Treasurer: John O'Neil: (see report) Recommendation for delinquent tax letters to be on attorney letterhead. Floyd Hudson inquires about snow removal costs for the year. The number provided is not up-to-date and only encompasses the first winter storm of the winter, not the second. Additionally, Floyd Hudson asks for the COVID balance. Per. John, $24,920.90, which is allocated. Code Compliance Inspector: Vacant: (no report) BVFC: Chief Brian Conrad: (not present) Pancake Breakfast 2/15/25 from 8am-12pm and Bingo on Thursdays and Sundays. CCSA: Lee Coffelt: (not present). Report received via email from Lee Coffelt: Reçeived a briefing from the Clarke County Treasurer about the new collections company the County is using. Also received a briefing from Catherine in the County Administrator's Office about how the CCSA board can legally use virtual attendees. Reviewed quotes for approval that will allow CCSA to spend allocated money on capital improvements for FY 2025. Discussion about another customer with terminated service due to non-payment who broke into the meter crock at his residence and turned on his water service unauthorized. Voted to direct Imboden personnel to start removing meters completely when terminating service whenever possible to prevent this from happening again. A cracked water meter causing a leak at the street was repaired at 5 E. Sharon Drive in Boyce. A water main break at 1133 Bishop Meade Rd. in Millwood was repaired. A leak in the street was investigated at 55 Fox Ln. in White Post was investigated and it was found that a meter crock lid was hit with a snow plow dislodging it and causing the meter and piping inside to freeze and bust. Repairs made. All test results for water and wastewater in the month previous to our January meeting were within normal limits set by the state and federal government. Also, all test result averages for the year 2024 for water and wastewater were within normal limits as well. Planning Commission: Tracey Brown: Nothing to report. Last month's meeting was cancelled due to inclement weather, PC is focusing on storage and air bnb's. Preparing to discuss at upcoming meeting. Board of Supervisors: Bev McKay: Not present, no report. Old/Ongoing Business Code Compliance Inspector - Berkeley Reynolds revisits conversation regarding increasing hours and/or increasing pay. Matt reports the pre-screen for one of the resumes received focused on clarification of Boyce Town Council Meeting - February 2025 page 1 of 2 responsibilities. Reports he has limited experience with code compliance outside of building codes. Town Administrator advises we hold at this time. Additional resume received and pending receipt of resume and pre- screen. Carol shares that the going rate for this position is $20-24/hr. Researched options to advertise on Indeed - only pay if people click/apply, Minimum price is $5/day or $500/month. Indeed appears to be used for this type of position. Linkedin could be another option. Carol also researched options for placing. Was informed that we cannot use. a security company to enforce town code. Berkeley asks about spending $150/mo to advertise on Indeed. Floyd Hudson asks what you get for $150 and wants to ensure we are only paying $150 with no hidden fees. Carol explains you get job posting, which shows up in search. Once they click and view, there is a charge, additional fee if they apply. Whitney Maddox inquires about cost of running ads in the local newspapers - cost is $700/round for 4 days. Floyd Hudson asks who will be setting up the account and screening the applicants. Matt is concerned that you will get a lot of applicants that are not qualified. Recommended limiting the scope of the advertisement geographically. Carol makes a motion the Town of Boyce set up an account with Indeed to post the job for the Code Compliance Inspector for the month of February with a limited budget of no more than $150. Second by Berkeley Reynolds. Discussion - Dennis Halls asks if there is a way to monitor funds spent. Passed 4-0-2. Floyd and Dennis abstained. Berkeley revisits conversation about hours and rate of pay. Dennis advises we could post in the advertisement as a range for the pay. Current rate is $17.88. Discussion surrounding hours - some suggest 15-20 hrs/week. Floyd thinks we should increase hours to 15/week and pay range $17.88-21/hr based on experience. This will impact other employees pay. Floyd Hudson makes a motion that we increase the number of hours per week to 15 for the Code Compliance Inspector's position and increase the hourly rate to a range from $17.88 up to $21/hr. Second by Berkeley Reynolds. Discussion - Berkeley inquires about Town Administrator's rate of pay, Passed 6-0. Sidewalk Update - See Town Administrator's report. Whiting Avenue See Town Administrator's report. Floyd Hudson shared Mr. Ferriera asks on a nearly daily basis to add painted arrows to the road. TC agrees to not invest additional money at this time to the road. Intersection Improvements - Handicap sign slated to move back 30ft. Floyd Hudson insists we continue to follow up with VDOT on promised improvements. Whitney shared recent social media post from Boyce resident expressing concerns with the safety of the intersection and encourages this information to be shared with VDOT to reinforce our concerns. Floyd asked about next steps to reduce speed. Matt shared he spoke with the Town Attorney who said there are some larger jurisdictions that are testing the law and is waiting to see what happens when they test. He also advised "one mistake is all they need to turn it down." Town Attorney returns in March for work session.
