Minutes Floyd County Board of Supervisors Regular Meeting March 11, 2025 1. Called to Order - Chairman Turman called the meeting to order at 8:30 am or soon thereafter. 2. Opening Prayer - The opening prayer was offered by Supervisor Cox. 3. Pledge of Allegiance = Supervisor Boothe offered the Pledge of Allegiance. 4. Quorum - Linda Millsaps called the roll. A quorum was found. PRESENT: Joe D. Turman, Chairman; Jerry W. Boothe, Vice Chairman; Linda DeVito Kuchenbuch, Kalinda Bechtold, Levi Cox, Board Members; Linda Millsaps, County Administration; Kim Chiddo, Deputy County Administrator/CFO, and Danny Lowery, IT Operations Manager to live stream and film the meeting. 5. Approval of Agenda = On a motion by Supervisor Bechtold, seconded by Supervisor Kuchenbuch and unanimously carried out to approve the agenda as amended: Move number 10. Public comments before the Closed session on the agenda. Add Personal to A1. 6. Approval of Disbursements - On a motion by Supervisor Boothe, seconded by Supervisor Cox, and unanimously carried to approve the disbursements as presented. 7. Approval of Minutes On a motion by Supervisor Kuchenbuch, seconded by Supervisor Bechtold and unanimously carried to approve the minutes from 02/25/2025. Note amended the correction on the last name change of Lamberti. 1- 8. Presentations: a. Dr. Cromer, Floyd County Superintendent Dr. Cromer participated remotely. Discussed the following: Had regular meeting = continue to discuss the budget Nationwide History project Theme - Rights and Responsibilities Regional competition in Radford next week VSBA, Business nomination Skyline Nursing Home Wills Ridge New Website More mobile friendly Streamline communication May 16th, 6:00 p.m. Graduation date. Friday evening b. David Clarke, Virginia Department of Transportation Mr. Clarke gave an update on the following: Winter Storm Clean-up Machine a few roads Patching Completing the Tornado drill 221 through Town paving at the end of May Supervisor Kuchenbuch noted the danger on the sides of the road right now. Also, the potholes are increasing around the County. Questions arose about obtaining extra contractors. Mr. Clarke responded that they have and continue to utilize contractors. Noted was 615 and Route 8 as being the hardest hit. Supervisor Kuchenbuch shared her gratitude to all the work done, especially in the aftermath of damage to the storm. Supervisor Boothe thanked Mr. Clarke for the work on Beaver Creek. Requested to meet with Mr. Clarke to discuss Route 8 and 730. 2- Supervisor Cox shared that the pothole issue at Wilson Cemetery is of concern. Also noted issues at Diamond Knob that need attention. Mr. Cox asked if there were any plans for an overlay, and Mr. Clarke stated that he would look at the plan for what addresses are currently on it. Mr. Cox stated that Lick Ridge looks good and thanked Mr. Clarke and his team for the work there. Supervisor Bechtold noted the pothole issues around the County. Also, she stated that the side of the roadways are becoming a hazard, especially due to deterioration. Supervisor Turman stated that at Phadettia Road up to Buffalo Mountain Road, there have been increased water retention issues. (Noted an individual who asked if his driver's license can also serve as a fishing license?) Also, Supervisor Turman shared that he was coming down Little Mountain, and the pavement needs to be addressed. Supervisor Turman asked Mr. Clarke if VDOT crews were being sent out of the County, in which Mr. Clarke immediately denied. C. Mark Bolt, Director, Facilities Manager and Building Official Mr. Bolt discussed the following: 3- Box Truck Request February 19,2025 Requesting a new or slightly used 1 Ton, 16-foot Box Truck with Lift gate ar nd gas motor, for the Floyd Recycling Department. Int the last few months, we have two of our three box trucks in the shop at the same time and we had to rent a truck. Current Trucks: 2007 KW 20-foot box bed with Lift gate: 306,000 miles, still running well 2005 GMC 16-foot box bed with Lift gate 170,518 8 miles 2005 350 Ford 300,000+ miles, using a quart of oil a week, having lots of trouble Breakdownofl BoxTruck Rentals: 9 o 124 to 10/07/24 $805.72 10/07/24 to 10/14/24 $933.80 12/13/24 to 4 ZA / 24 $1,791.45 12 20/24 to 12/27/ 4 $1,807.16 01/03/251 to 02/05/25 $8,494.19 Total for1 the ental for the last few months. $13,832.32 Thank: you, Mark Bolt Mr. Bolt also stated that the courthouse roof has a start date of work on March 25th, 2025. Further discussion ensued regarding the Tipping Shed, 12x16, and right now it looks like it would be about $22,000.00. d. Public Comments: Gerald Vest - Little River District Shared his frustration with the recent assessment Stated that he understands the issue with EMS. Not that there isn't any money, it's that we struggle getting people. Questioned if we could put more money into EMS Paul Kitchen = Little River District Thanked the board for the work they do Noted during the last meeting that someone shared and questioned the integrity of members of the board. Shared that he knew them all and never questioned the integrity of the person who stated that he was out of line. Request to be placed on the April 8th agenda to discuss important business updates and dates of the Electoral/Registrar. 10. Status NG911 - Dr. Millsaps gave the board a current update and noted that the County is technically live. Working through issues with texting but are making positive progress. EMD = All necessary staff are trained by in-house staff (EMS Staff Jessi T..) Still, some build-out and test runs to be completed. 12. New Business a. EDA Vacancy Update on the recent vacancy. b. Recycling Box Truck: On a motion by Supervisor Bechtold, seconded by Supervisor Kuchenbuch and unanimously carried to approval, staff to move forward by going out to bid for a box truck with a cap of $65,000.00 C. Upcoming Grant Opportunities: Outdoor Recreation Roundtable: Rebuilding and Recover Micro-Grants for Hurricane Helene-Impacted Recreation Communities, $5,000.00 - $10,000.000 On a motion by Supervisor Boothe, seconded by Supervisor Kuchenbuch and unanimously carried to approve staff to apply for grants for the outdoor recreation roundtable. CDBG urgent need program from DHCD for Hurricane Helene - generators, water, and wastewater system epars/mprovements - 14- d. Updates on budget impact items. The Deputy County Administrator updated the board on the Worker's Compensation experience modification as well as The Local Choice percentage rate for FY26. Workers Compensation went from 1.06 in FY26 to .84 in FY26 The Local Choice increased for 11% in FY25 to 3.7% in FY26 13.
