COUNCIL: Gregory N. "Greg" Crowder, Mayor Ed Terry, Pine Creek Greg Yonce, Laurel Fork David Young, Pipers Gap Barry Jessup, Sulphur Springs Town Manager/Town Treasurer, LeAnna Surratt Town Attorney, Trent Crewe Town Engineer/Building Official, Steve Bowman-Absent Police Chief, Shannon Goad Clerk of Council, Valerie Padgett I. CALL TO ORDER-7:00 PM Mayor Greg Crowder called the meeting to order at 7:00 p.m. II. INVOCATION Councilman David Young gave the invocation. II. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was recited in unison. IV. APPROVAL OF MINUTES A. February 10th, 2025 On a motion by David Young and a second by Ed Terry, Council moved to approve the minutes of February 10th, 2025, as presented. TOWN MANAGER'S REPORT Copies of the Town Manager's confidential report were distributed prior to the meeting. Mrs. Surratt stated "I have a lot of dates, SO if you don't have those marked on your report, please listen carefully. The playground is getting re-mulched, but we're not going to have to close it down. We're hoping to be done March 14. Our Community Business Launch Pitch Night is coming up very soon. The awards are April 8th, at 5pm and we want each of you to be there. If you can please mark your calendars for that. We're going to flow right into Amanda Killon helping us get a downtown organization. April 17th, at 5:30 at the Mava Vass Center, is going to be her meeting. And SO anyone that can come and support that - would really appreciate. And most importantly, March 27 at 4pm is our budget work session. So we need you guys to be here for that. For the flagpole project, everything has been ordered, as far as I know. So if you get asked about that you have that information." VII. TOWN ATTORNEY'S REPORT Town Attorney Trent Crewe had nothing to add. VIII. POLICE CHIEF'S REPORT Copies of the police report were distributed prior to the meeting. A copy is attached herewith and made a part of these minutes. IX. REPORTS OF MAYOR AND COUNCIL Councilman Greg Yonce stated "I do want to thank Shannon and Alan Gravley and the rest of the department for the quick apprehension of the shoplifters we had at CVS. They did a excellent job. Was glad they were able to catch him. 1 Councilman Ed Terry stated "I don't really have a lot to contribute tonight. Mayor missed y'all a couple weeks ago. Glad to be back with you, and hope everybody's doing well and fine." Councilman David Young stated "l'm like, Ed, we've been kind of quiet here, and that's a good thing. Being quiet. Our employees are all doing a great job for letting us know what's going on, and - appreciate everyone of y'all." Councilman Barry Jessup stated "I just want to thank all the town employees for such a good job. Got a couple other things to be talked about, the crosswalk concerns with lights on it. Did VDOT get back in touch with anyone?" LeAnna stated they had not as of yet, but she has it on the agenda to discuss with them at the meeting schedule with them next Wednesday. Councilman Jessup continued "Okay, and now the lights. We talked about putting lights on all the poles down West Stuart drive is AEP able to get that done by the Christmas parade?" To that LeAnna replied that she was not certain, but would also address that as well. Mayor Greg Crowder stated "I'd like to thank Stephen Brady and Alan Gravley for catching the people who keep stealing my cars. Also, thank you to Chief Goad for all the hardwork.' : March 10, 2025 Page 3 of 4 X. UNFINISHED BUSINESS There was no unfinished business. XI. NEW BUSINESS A. LETTER TO BE READ BY COUNCIL FROM DR BERRY Councilman Greg Yonce read the following letter from Dr Joseph Berry "Reflecting back, I've been blessed by being allowed to serve my town for over 40 years. I'm also blessed by serving a professional, dedicated and sensitive group named the town council and its leader, Mayor Crowder, as well as a paid professional staff that is dedicated to the growth, maintenance and expandability of the town, also for the guidance to the planning commission and Council. A mayor who was green on day one after winning his first election to the council, and who now will be considered among the best. I could write a book, but I will put my appreciation at all in the attached letter. BILL VOUCHER On a motion by David Young, second by Greg Yonce, Council moved to approve the Bill Voucher for January, 2025. ACCORDING TO $2.7-3711(A)(8) OF THE CODE OF VIRGINIA, AS AMENDED-CONSULTATION WITH LEGAL COUNCIL-Stage On a motion by David Young and a second by Ed Terry, Council moved to convene in Closed Session at 7:12 p.m., according to $2.2-3711(A)(5) of the Code of Virginia, as amended, and $2.7-3711(A)(8) of the Code of Virginia, as amended - Consultation with Legal Counsel-Stage. Pursuant to the Code of Virginia S 2.2-3712(D), David Young moved and Ed Terry seconded to certify that, to the best of each member's knowledge, only matters lawfully exempted and as identified in the motion by which the Closed Meeting was convened were heard or discussed by this Town of Hillsville Council during the Closed Meeting.
