Motion Zeughauser, second Condos to elect Marnie Shaul Council Vice President. Motion passed 5-0. Public Comment Period: Jack Frink, Cumberland, informed the Council that the house next door to him was going to eventually be purchased and considered for a tear down. Cathy Pickar, Dorset, attended the meeting to discuss a new show she is working on for Channel 16 that will feature the Town of Somerset and its officials. Consent Agenda 1. 4915 Dorset Avenue HVAC unit application this item was moved to the non-consent agenda and voted on. Motion Shaul, second Zeughauser to approve the HVAC unit replacement permit contingent upon the unit passing the required noise levels. Motion passed 5-0. 2. Parks and Natural Resources Committee Appointment of Sophia Maroon for a term ending December 31, 2019. 3. Parks and Natural Resources Committee Appointment of Amy Hoang Wrona for a term ending December 31, 2019. 4. February 6, 2017 Council Meeting Minutes 5. March 20, 2017 Closed Meeting Minutes. Motion Shaul, Second Zeughauser to approve the consent agenda items 2-5. Motion passed 5-0. Non Consent Agenda 6. Town Manager Charnovich presented the March Financial Report. 7. FY18 budget introduction - The FY18 budget was introduced. The budget will be publicized in the next Town Journal and online. A final FY18 budget will be scheduled to be acted upon at the May 1, 2017 Council Meeting. 8. 5-year fiscal plan - Town Manager Charnovich went over the highlights of the 5 year fiscal plan. The plan is not a formal document adopted by the Town, but it is available in the office for public inspection and on the Town website. It provides a guideline for future expenditures and revenues in the intermediate term. 9. Amendment to the Town Rainy Day Fund Policy - Motion Shaul, second Zeughauser to accept the Rainy Day Fund Policy recommendation submitted by the Budget Committee. Council Member Peale amended the recommendation by adding on Notwithstanding the foregoing" at the beginning of the amendment. Motion passed 5-0. 10. 4818 Cumberland Avenue application - This item was removed from the agenda. 11.4715 Cumberland Avenue application Motion Shaul, second Zeughauser to approve permits to install a fence in the rear yard and install a generator in the right side yard. The generator installation is contingent upon it meeting all the required noise requirements, with the deposit not being able to be returned until the noise test is passed. Motion passed 5-0. 12. Spring of 2017 Town tree plantings Motion Zeughauser, second Condos, to approve the Spring 2017 Town tree plantings at the following locations: 4510 Cumberland Avenue, 7 white fringe trees along the Town Hall private driveway, 4707 Cumberland Avenue, 1 Red Maple, 4810 Cumberland Avenue, 1 Yellowwood, 4813 Cumberland Avenue, 1 River Birch, 5605 Warwick Place, 1 Blackgum. Motion passed 5-0. 13. Adoption of an Ordinance amending section 9-202 No Parking Zones" of the Town Code-This is the area approximately from Wisconsin Avenue approximately 414 feet along Dorset Avenue. An article was in the Town Journal explaining the proposal. It was determined that the Ordinance would be amended and take effect the day after Labor Day, 2017. The No Parking regulations would be from 7:30 am to 6:30 pm. In June of 2018, the Ordinance would be evaluated for its effectiveness. Motion Shaul, second Peale. Motion passed 5-0. 14. Swim Team using food truck one time on June 21 - Discussion about allowing a food truck for a one-time event on June 21 at a Swim Team meet took place. Nancy Jardini, Swim Team chairwoman, was in attendance at the meeting to discuss the idea. Motion Fowlkes, second Zeughauser to allow for a food truck to park one-time at the Swim Team meet on June 21. The truck must not block any emergency vehicles and must be parked in the space next to the bike rack. Motion passed 4-1, with Council Member Condos against. 15. Repair of slide at Town Pool - Motion Condos, second Fowlkes to accept the contract submitted by Community Pools Service, Inc. to repair the slide at the Pool at a cost of $17,300.00 for safety rclatcd rcasons. Motion passed 5-0. 16. Second Floor Discussion in Town Hall with Lou Balodemas - Balodemas Architects was in attendance at the meeting to discuss their work to date analyzing possible renovations to the upstairs space. No action was taken; A copy of any preliminary sketches can be located in the Town Hall for public review. 17. Repairs to the deck on the left side of the Town Hall - Motion Zeughauser, second Shaul to approve the proposal submitted by Oscar Decorators, Inc. at a cost not to exceed $14,316.92 to complete deck restoration work on the left side of the Town Hall. Motion passed 5-0. 18. AquaFree Facilities, Inc. cleaning proposal for 2017 season - Motion Condos, second Peale to approve a contract with AquaFree Facilities, Inc. for regular cleaning services at the Town Pool for the 2017 season. Motion passed 5-0. 19. Proposals with Skyline Technology Solutions - Items number 19 and 20 would be combined on the agenda. Motion Condos, second Shaul, to purchase a new DVR for the Town Pool security camera system and to approve remote security monitoring at the Pool for the 2017 season. Motion passed 5-0. 21.Wet Yet Water Fitness contract for water aerobics services - Motion Condos, second Zeughauser to approve a contract with Wet Yet Water Fitness for water aerobics services at the Town Pool for the 2017 season. Motion passed 5-0. 22. Innovative Pest Management contract for pest control services at Town Pool - Motion Condos, second Shaul, to approve a contract with Innovative Pest Management for pest control services at the Town Pool for the 2017 season. Motion passed 5-0. 23. General Code Update - Council Member Peale, Council Member Condos, and Town Manager Charnovich provided an update on the Town Code and Charter project. Town Attorney Bolt went over the charter amendment process with the Mayor and Council. 24. Mayor's Report - Mayor Slavin had his report available in the room if anyone wanted to view it, and he provided copies to the Town Council.
