Approval oft the January 2, 2018 Council Meeting Minutes 2. Approval ofthe election date for 2018 to be held on May 8, 2018 Motion passed 5-0. Non Consent Agenda 3. Town Manager Charnovich discussed both the January financial and administrative reports. 4. 4907 Dorset Avenue Historic Preservation Application - Motion Shaul, second Zeughauser recommend to recommend the following scope of work to the Historic Preservation Commission as long as the look from the street will continue to be historic and the eventual plan to be submitted for a building permit will have a right side setback of8 feet. Scope of work: Demolish the existing 1 story addition and "Where People and Trees Have Deep Roots and Grow Strong" deck to allow for a new 2 story addition, construct a new detached garage in the rear yard (extension of existing driveway), and install a swimming pool and fence surrounding the pool. Nearby resident of 4721 Dorset Avenue asked if there would be a guest house in the proposed detached garage. Motion passed 5-0. 5. 5813 Surrey Street plan amendment - Applicants requested to remove 1 additional tulip poplar tree from the site. Motion Shaul, second Zeughauser to approve the removal of the tree and to include the reforestation as indicated in the report from Dr. Feather. Motion passed 5-0. 6. 4818 Cumberland Avenue building permit extension = Motion Zeughauser, second Shaul to grant a permit extension for this project until July 1, 2018. 7. PEPCO request to remove 2 Town trees - Motion Zeughauser, second Shaul, to authorize PEPCO to remove the following 2 Town trees as recommended by the Town Arborist: Capello Park near Dorset and Wisconsin, 1 Ash 17" dbh and 1 Ash 27" dbh at Vinton Park near Dorset and Wisconsin. Motion passed 5-0. 8. Policy for Historic District Area review Motion Shaul, second Zeughauser to adopt the new policy for Historic Area Work Permit review as drafted by the Town Attorney. The policy is for when the Town Council is acting as the Local Advisory Panel to the Historic Preservation Commission. Motion passed 5-0. Signed policy to be appended to these minutes. 9. Updated tree planting policy for Town trees - This matter was tabled until the March, 2018 Council Meeting for further review. 10. Proposal submitted by Sabra Wang and Associates, Inc. to analyze the intersection of Warwick Lane and Cumberland Avenue - The Village of Drummond has committed to paying half of the cost oft the study. Motion Shaul, second Zeughauser to approve the proposal at a cost ofs $3,848.00. Motion passed 5-0. 11. Contract with Community Pools for 2018 pool season - Motion Condos, second Shaul to approve a contract for the 2018 season at a base cost of$108,400. The season will last from May 19, 2018 to September 3, 2018. In August, it will be reviewed ifthere can be an extension of the season to mid-September. Motion passed 5-0. Signed contract will be appended to these minutes. 12. Contract with Community Pools to complete work at the Town Pool, replacing the conduit and lighting for 6 underwater lights - Motion Condos, second Fowlkes to approve a contract at a cost not to exceed $27,600.00. Motion passed 5-0. 13. Sledding Hill Rules for 2018 - Motion Peale, second Condos to approve the sledding hill rules for 2018, to be kept the same as they were in 2017. Motion passed 5-0. 14. Tax duplication letter from the Mongomery County Chapter of MML to the Montgomery County Council - Motion Shaul, second Zeughauser to join in on the letter from the Montgomery County Chapter of MML to the Montgomery County Council. Motion passed 5-0. 15. General Code Update - No update 16. Mayor's Report - Mayor Slavin provided his report to the Council and had copies available in the room for those in attedance. 17.
