Approval of the August 1, 2016 Council Meeting minutes 2. Approval of the October 4, 2016 Council Meeting minutes 3. Approval of a HVAC unit replacement application submitted for 4811 Cumberland Avenue 4. Adoption of a Resolution proclaiming November Municipal Government Works Month. Motion Shaul, second Peale to approve the consent agenda with the requested edits to the minutes for the record. Motion passed 5-0. "Where People and Trees Have Deep Roots and Grow Strong" Non Consent Agenda A ceremonial Resolution was introduced recognizing Norman Knopf for his dedicated years of service as Town Attorney for the Town of Somerset 5. Presentation and approval of the FY16 Audit was deferred to the December 5, 2016 Council Meeting 6. Town Manager Charnovich presented the October financial report 7. 4721 Essex Avenue Historic Preservation Review: Applicants are requesting to construct a two-story addition, detached garage and tree removals. Motion Shaul, second Zeughauser to make this recommendation to the Historic Preservation Commission contingent upon Montgomery County approving the subdivision and the final application meeting the required lot coverage and all local regulations. Motion passed 5-0. 8. 2 Town Tree Plantings, 1 Flowering Cherry at 4803 Falstone Avenue and 1 Red Maple at 5406 Trent Street: Motion Peale, second Condos to approve these two tree plantings. Motion passed 4-1, with Council Member Zeughauser voting against the planting ofthe tree at 4803 Falstone Avenue. 9. 5504 Greystone Street tree removal, 1 Cornelian Cherry Dogwood: Motion Zeughauser, second Condos, to approve the removal of the tree. The resident wants to remove the tree to complete a County rainscapes storm water management project on the property. Motion passed 5-0. 10. 5521 Uppingham Street tree removal request: Applicant requested to remove 5 trees: 2 Leyland Cypress and 3 Nellie Stevens Holly trees. Motion Zeughauser, second Condos, motion passed 4-0-1. Council Member Peale abstained because it was her application and property. 11. Snow Removal Bids received and contract: Motion Shaul, second Condos to approve a 3 year contract with Mulheron Tree Experts contingent upon final review of a contract by the Town Attorney. Motion passed 5-0. 12. General Code Update: next meeting dates were discussed. The next topic is the trees section of the Town Code. 13.
