Public Comment Period: None. Consent Agenda 2, 3. Motion Shaul, second Zeughauser to approve the September 2, 2014 and September 15, 2014 meeting minutes. Motion passed 5-0. Non-Consent Agenda 4. Town Manager Charnovich provided the September Financial Report. 5. 4807 Dorset - Motion Pickar, second Shaul to make a recommendation to the HPC acting as the Local Advisory Panel the following: a proposed 2-story addition on the west elevation of the house, extension oft the front terrace, and replacing the rear porch. Motion passed 5-0. "Where People Have Deep Roots and Grow Strong" 6. Motion Shaul, second Zeughauser, to approve the removal of the following Town trees at 5610 Warwick Place: 4" Virginia Pine, 7" Virginia Pine, 7" Crabapple. Motion passed 5-0. 7. Motion Zeughauser, second Shaul to approve the replanting ofTown tree 516 (Willow Oak) destroyed by an unknown vehicle at 5509 Greystone Street. Motion passed 5-0. 8. Motion Shaul, second Pickar to authorize Mayor Slavin to send a letter to CCCFH in relation to the proposed Westbard Development goals and principles. (copy of final letter attached to these minutes). Motion passed 5-0. 9. Town Manager Charnovich recommended either a 2 or 3 year contract be awarded to Wray Brothers Landscaping for leaf removal services in the pool parking lot. Motion Shaul, second Zeughauser to award at 3 year contract to Wray Brothers Landscaping at a cost of $20,000.00 per year. Motion passed 5-0. 10. Motion Shaul, second Pickar, for confirmation approval to join a coalition started by Montgomery County Council Member Roger Berliner in support of Utility 2.0 which is in response to the merger of Pepco Holdings, Inc. and Exelon. Motion passed 5-0. 11. Motion Shaul, second Pickar, to adopt a Resolution proclaiming November Municipal Government Works Month. Motion passed 5-0. 12. Council Member Peale introduced an Ordinance Amendment to amend the Town Code, Chapter 6, Article III, Building Permits Section 6-312(e) clarifying the setback waiver for new construction. 13. Mayor's Report - Mayor Slavin had his report available in the meeting room. He mentioned an earlier journal deadline this month due to our Guest Editor, an October 21 meeting with representatives of Equity One, Inc., and 2 nighttime lighting tours he was going to host in November. 14.
