Water Aerobics contract with NB Health and Fitness, LLC DBA Wet Yet? Water Fitness for water aerobics classes at the Town Pool for 2016 2. Camp Summerset contract for the 2016 pool season 3. Vigilant Security proposals for the 2016 pool season from 5/16/16-6/30/16 for $1,250 and 7/1/2016-9/18/16 for $3,750 4. Cleaning contract with AquaFree Facilities Services, Inc. for the 2016 season 5. Pest Management contract at the Town Pool with Innovative Pest Management, Inc. (formerly Ward Pest Control) "Where People and Trees Have Deep Roots and Grow Strong" 6. Approval of a Proclamation declaring June 2nd National Gun Violence Awareness Day - Motion Shaul, second Zeughauser. Motion passed 5-0. Non Consent Agenda 7. Town Manager Charnovich provided the March Financial Report 8. The FY17 Budget was introduced and discussed. A brief summary was provided by Town Manager Charnovich and Budget Committee Member Phil Young. A copy ofthe proposed FY17 budget would be posted on the Town website and would be provided as an insert in the May Town Journal. 9. The 5-year fiscal plan was also summarized by Town Manager Charnovich and Budget Committee Member Phil Young. The 5-year plan will also be posted on the website and be an insert in the Town Journal. The 5-year plan is not a plan that is adopted but is meant to be a general guideline for expenditures, revenues and capital projects over the near to immediate future. 10. 4910 Dorset Avenue demolition and dumpster permits - Motion Shaul, second Zeughauser, to approve the dumpster permit to demolish and shed and dumpster permit. Motion passed 5-0. 11.5702 Warwick Place building permit - Motion Zeughauser, second Shaul to approve a building permit to construct a "bump out" on the southern side of the existing second floor. Motion passed 5-0. 12. 4718 Cumberland Avenue Historic preservation application - Request is to renovate the existing studio at the rear oft the house and to construct a garage in the side yard. Motion Shaul, second Zeughauser, to recommend the plan as submitted to the Historic Preservation Commission for its review. The applicant will eventually need to come back to the Town Council for a building permit. 13. 4823 Cumberland Avenue permit applications - Applicants requested the following permits: Demolition permit to demolish the existing structure, building permit to construct a new home, driveway apron permit, dumpster permit, and tree removal permit to remove 9 trees. The applicant testified it also received a Montgomery County right of way permit to tie into the storm sewer. Motion Zeughauser, second Shaul to approve the requested permits and to include the reports ofTown consultant Doug Lohmeyer and Town Arborist Dr. Feather. The approval also includes the reforestation plan included in Dr. Feather's report. Motion passed 5-0. 14. 5405 Surrey Street permit applications Applicants requested the following permits: Demolition permit to demolish the existing structure, building permit to construct a new home, driveway apron permit, wall permit to construct 4 walls, tree removal permit to remove 6 trees. Motion Shaul, second Zeughauser to approve the requested permits and to include the reports ofTown consultant Doug Lohmeyer and Town Arborist Dr. Feather, which includes the tree reforestation plan. Motion passed 5-0. 15. 2016 Spring tree plantings Motion Zeughauser, second Shaul, to approve the following Town trees to be planted in the Spring of 2016: 2 serviceberry at 4816 Cumberland, 1 redbud al 5509 Uppingham, 1 redbud at 5514 Uppingham, 1 redbud at 5702 Warwick, 1 celestial dogwood at 5706 Warwick, 1 white oak at 5801 Warwick, 1 celestial dogwood at 5812 Warwick, and 1 red oak at 4723 Cumberland. Motion passed 5-0. It was determined that the white oak tree at 4813 Grantham Avenue would be removed from the agenda. The property owner attended the meeting and explained the historical background of! her property frontage. 16. PEPCO work on reliability feeder #14949 on Dorset Avenue, Surrey Street and Greystone Street. Motion Shaul, second Condos to approve the permit with Pepco contingent upon the Town Attorney reviewing the final permit. The permit is to replace 6 poles, 5 overhead transformers and associated equipment. Motion passed 5-0. 17. FY16 audit proposal from Lindsey and Associates Motion Shaul, second Zeughauser to approve the auditing services proposal from Lindsey and Associates for FY16 at a cost of $10,500.00. Motion passed 5-0. 18. General Code update - A brief update was provided including a discussion of the next workshop dates on the Code project. 19. Mayor Slavin provided his report to the Council and had it available in the room if anyone wanted to review it. 20. Adjourn at 9:25 pm
