Those present Jeffrey Slavin, Mayor Marnie Shaul, Council Vice President Barbara Condos, Council Member Barbara Zeughauser, Council Member Franny Peale, Council Member Dudley Fowlkes, Council Member Tolbert Feather, Arborist Resolution honoring Cathy Pickar for her years of service on the Town Council: Council Vice President Shaul read the Resolution into the record honoring Cathy for her years of service. Motion Shaul, second Zeughauser to approve the ceremonial Resolution. Motion passed 5-0. Public Comments Several residents spoke during the public comment period on the following topics: a public event for Larry Plummer to celebrate his retirement, a traffic matter on River Road, and snow removal on sidewalks in Somerset (number 7 on the agenda). Consent Agenda 1. December 7, 2016 Closed Meeting Minutes: Motion Shaul, second Condos. Motion passed 5-0. "Where People and Trees Have Deep Roots and Grow Strong" Non-Consent Agenda 2. Town Manager Charnovich presented the December Financial Report 3. 5800 Deal Place - Motion Shaul, second Zeughauser to approve a building permit to install a shed in the side yard. Motion passed 5-0. 4. 5605 Warwick Place Motion Zeughauser, second Shaul to approve the plan amendment to include the installation of an emergency generator contingent upon it meeting the required noise level requirements. Motion passed 5-0. 5. Report from O'Brien and Gere on Little Falls ESA Project on Town Parkland - Bob Bell was in attendance to update the Council with respect to their design plans for the proposed project on Town Parkland. It was determined another update would take place at the February Council Meeting. Information on this project can be located on the Town website. 6. 5703 Warwick Place Request to remove 1 black walnut Town tree failed because of the lack of a motion. It was determined the Town Arborist would work on determining an adequate method to trim the tree in question. 7. Amend section 4-103 of the Town Code in relation to snow and ice removal on sidewalks = Motion Peale, second Zeughauser to amend the Town Code to eliminate the 2-inch provision in the Town Code. It was determined the Ordinance would be passed on an emergency basis due to the winter season. Motion passed 5-0. 8. Westbard Public Hearing Testimony - It was determined a Special session would be held on January 11, 2016 do discuss the testimony to be submitted at the next public hearing at the end of January. 9. Comcast Cable Franchise Ordinance - Motion Zeughauser, second Shaul to approve the Comcast Ordinance. The franchise will be managed by Montgomery County. Motion passed 5- 0. 10. Council Liaison Assignments Motion Shaul, second Zeughauser to approve the updated Council Liaison list for 2016. Motion passed 5-0. 11. General Code update: Ongoing public workshops are occurring for this project. Dates will be publicized via the weekly email notices. 12. Mayor's Report: Mayor Slavin provided his report to the Council and had copies available in the room if anyone wanted to review it. 13. Adjourn at 9:35 pm
