Those present Jeffrey Slavin, Mayor Marnie Shaul, Council Vice President Barbara Zeughauser, Council Member Cathy Pickar, Council Member Barbara Condos, Council Member Franny Peale, Council Member Tolbert Feather, Town Arborist Larry Plummer, Town Inspector Richard Charnovich, Town Manager Public Comments None Consent Agenda 1. Approval of the January 5, 2015 Closed Council Meeting Minutes 2. Approval to change the date of the September, 2015 Council Meeting to September 8, 2015 at 7:30 PM due to the Labor Day holiday. "Where People Have Deep Roots and Grow Strong" 3. Approval of the Mayor's re-nomination of Debbie Heller to the Pool Committee for a term ending December 31, 2017. 4. Approval of the Mayor' S nomination of Nancy Zuckerbrod to the Pool Committee for a term ending December 31, 2017. Non Consent Agenda 5. Town Manager Charnovich provided the Council with the January Financial Report 6. Phyllis Wiesenfelder, Chair of the Board of Supervisor of Elections, was in attendance at the meeting and called for nominations for 3 Town Council seats. Jeffrey Slavin, Warwick, nominated Marnie Shaul, Franny Peale, and Barbara Zeughauser. No other nominations were received. The election will be on March 23, 2015 from 6 pm to 9 pm in the Town Hall. Cathy Pickar seconded the nominations. Nominations were then closed. 7. Approval of a building permit at 4704 Falstone Avenue to construct a deck and fence. Motion Shaul, second Zeughauser, motion passed 5-0. 8. Approval of a 6-month generator permit extension for 4901 Essex Avenue. Motion Pickar, second Shaul. Motion passed 5-0. 9. Approval of an engagement letter with Sabra Wang and Associates for services related to traffic monitoring at a cost not to exceed $4,000.00. The main focus of the work will be the Dorset Avenue corridor. Motion Shaul, second Zeughauser. Motion passed 5-0. 10. A representative from Outdoor lllumination was at the meeting to discuss lighting options for the parking lot near the Town tennis courts. John Barry, Cumberland, expressed he and the neighbors wanted to be involved in the planning process and be aware of the final plan being considered. It was determined this would be discussed further at the March Council meeting or later. 11. Approval of an engagement letter with Ward Pest Control for monthly pest control monitoring at the Town Pool area. Motion Peale, second Zeughauser. Motion passed 4-1. Council Member Condos voted against. 12. Council Members Condos and Peale led the discussion on the Code and Charter update. The first step in the process would be to complete an organizational analysis of the Code after reviewing the recommendation of General Code. 13. Mayor Slavin provided his report. 14.
