Item 1 and 3: Motion Shaul, second Zeughauser, to approve the June 5, 2017 Council Meeting Minutes and to set the bulk refuse collection date of October 2, 2017. Motion passed 4-0. Non Consent Agenda 4. Town Manager Charnovich discussed the July Administrative and Financial Reports "Where People and Trees Have Deep Roots and Grow Strong" 5. 4818 Cumberland Avenue plan amendments -to include reforestation of additional trees at the site and an amended landscape plan. Motion Shaul, second Zeughauser, motion passed 4-0. 6. 4507 Dorset Avenue 6 tree removal - Motion Zeughauser, second Shaul to authorize the removal of 4 Boxelder, 1 Black Cherry, and 1 Leyland Cypress trees, and to approve of the reforestation of 6 replacement trees as indicated in the Town Arborist report. 7. Maintenance of exterior of Town Hall - Lou Balodemas was in attendance at the meeting to discuss possibilities for the maintenance of the exterior oft the Town Hall, including the roof. No action was taken. 8. Kids Movie Night at the Pool on September 16, 2017 - Motion Condos, second Shaul to approve Kids Movie Night at the Pool on September 16, 2017, and to include approval ofa food truck visit, as recommended by the Pool Committee. Motion passed 4-0. 9. Adults only Pool Party on September 9, 2017 - Motion Zeughauser, second Shaul, to authorize the closure of the pool from 8 pm to 11 pm to hold an adults only pool party, to be funded directly by Town residents and managed by the Pool Committee. Motion passed 4-0. 10. Amending section 2 of the Tennis Court Rules Motion Shaul, second Fowlkes to amend section 2 ofthe Tennis Court Rules related to court access as recommended by the Tennis Committee. Motion passed 4-0. (new rules to be appended to these minutes) 11. Amending section 3 oft the Tennis Court Rules - Motion Shaul, second Zeughauser to amend section 3 oft the Tennis Court Rules related to the display of tennis cards on the gate as recommended by the Tennis Committee. Motion passed 4-0. (new rules to be appended to these minutes) 12. Amending the final sentence of the Tennis Etiquette Code Motion Shaul, second Zeughauser to amend the final sentence of the Tennis Etiquette Code to read: "I agree to follow the Somerset Tennis Court Rules and Etiquette Code" as recommended by the Tennis Committee. Motion passed 4-0. (new rules and etiquette code to be appended to these minutes) 13. Contract with Scott Watson for street lighting consultation services Motion Shaul, second Zeughauser to approve a contract with Scott Watson for street lighting consultation services that has been approved by the Town Attorney. Motion passed 4-0. 14. Introduction of 33 proposed Town Charter amendments - 33 proposed amendments to the Town Charter were introduced. No public comment on the proposed resolutions. Copies can be obtained via the Town website and hard copies available in the Town Hall. 15. General Code Update The update at this point is that the 33 proposed Town Charter Resolutions are the current focus. The proposed Resolutions were introduced at this meeting. 16. Mayor Slavin provided his report to the Town Council and had copies available for the public. 17. Closed session to discuss personnel matter - This item was deferred to a later date. Closed session was not entered. 18. Adourn at 9:50 pm Tennis Court Rules Adopted August 7, 2017 All players are expected to abide by these Tennis Court Rules as well as the Tennis Etiquette Code. Violations may result in suspension of Tennis Cards pursuant to the Somerset Town Code. 1. Use: Courts are for tennis only. They are not a playground. Treat the courts with respect for the large financial investment they represent. For example, no bicycles, skates or dogs. Do not step over or damage the nets. Players must wear tennis shoes with light-colored rubber soles. 2. Access: Courts are for the exclusive use of resident households who have purchased tennis cards and guests playing with such residents. 3. Cards: One resident in each game must display his or her tennis card in the slot on the entrance gate. A card must be obtained at the Town Hall for an annual fee. Court access is further restricted by a keypad system. The access code may not be shared with non- cardholders. 4. Reservations: A resident may make one reservation a day up to three days in advance by legibly writing the resident's name and address on the posted sign-up sheet. A second resident in the same household may make a separate reservation. A reservation is for one hour, singles or doubles. A reservation starts on the hour (except as provided in Regulation 5) and is void if not claimed by 10 minutes after the hour. 5. Group Lessons: To make a reservation for a group lesson (three or more students), a resident must legibly state on the sign-in sheet the resident's first and last name, street, and the word group. " Group lessons are limited to 5 players plus instructor. A different card must be used for each hour of a group lesson. (For example, if the lesson is two hours, the group must include two residents with cards.) A group lesson may only be given before 5 pm on weekdays and at noon or later on weekends and holidays. A group lesson must be given on courts one or three. Only one group lesson may be given at a time, except two may be given from 3 pm to 5 pm on weekdays. On those days a group lesson reservation may start at 3:30 pm. Instructors who are not Somerset residents must agree in writing to conduct lessons in accordance with the Town Tennis Court Rules and Tennis Etiquette Code. 6. Special Events: The Council may permit use of the courts for special events, provided that any such event is (1) recommended by the Tennis Committee; (2) designed to promote tennis playing by residents; (3) respects these regulations and all Town ordinances, including rules regarding dates, times, noise and nuisance, etc.; and (4) is publicized in advance. 7. Camp Summerset: The Council may enter into agreements with Camp Summerset, permitting the Camp to use the courts, provided that any such agreement (1) is recommended by the Tennis Committee; and (2) protects as far as possible the rights of residents to play tennis with minimal interference from the Camp. 8., Etiquette: All players and instructors must abide by Somerset's Tennis Etiquette Code. 9. Penalties: Failure to follow Somerset Tennis Court Rules or Tennis Etiquette Code may result in suspension of one's Tennis Card pursuant to the Somerset Town Code. Town of Somerset Tennis Etiquette Code Approved August 7, 2017 Etiquette is essential to tennis because tennis is a game of focus and concentration. Tennis players cannot focus and concentrate when they are distracted. At Somerset's courts, we have One Rule of Tennis Etiquette: The Tennis Golden Rule. Treat your neighboring players the way you want to be treated. All players - adults and children alike - must exercise consideration for other players, at all times. Remember, our tennis courts are a shared community resource. Allowing each other the chance to enjoy the game is possible only if we exercise consideration of each other. For example: Do not interrupt your neighbors' game by chasing your ball onto their court or by calling for it in the middle of their point. Keep your voice down! Tennis is a game of quiet concentration and if you speak loudly you may interrupt another player's focus. Keep chatting to a minimum at all times - before play, during warmup, during play, and after play ends. Children should be taught to speak in a soft "indoor voice" and not disrupt other players. Allow other players to finish their point before you enter or exit. All players, adults and children alike, should walk silently and in single file when crossing the courts to enter and exit. Treat the tennis courts with respect. Courts may not be used for anything other than tennis. They are not a playground or a dog park. Do not step over, or otherwise damage, the nets. Do not share the keypad code with anyone except authorized users. When in doubt, apply the Tennis Golden Rule: Behave toward other players as you would have them behave toward you. If you see others violating the Tennis Golden Rule, you may politely remind them of it. Players who violate the Tennis Court Rules or the Tennis Etiquette Code may face suspension of their Tennis Card pursuant to the Somerset Town Code.
