January 4, 2016 meeting minutes 2. February 1, 2016 meeting minutes 3. Spring Bulk collection pick-up date to be set on May 2, 2016 4. 2016 Arbor Day Proclamation. Motion Shaul, second Zeughauser. Motion passed 5-0. Council Member Peale proposed an amendment to the February minutes concerning the school turf renovation item. Motion Peale, second Fowlkes. Motion failed 3-2, with Shaul, Zeughauser and Condos voting against. "Where People and Trees Have Deep Roots and Grow Strong" Non Consent Agenda 5. Election nominations for 1 Mayor and 2 Council seats: Marnie Shaul nominated Jeffrey Slavin for Mayor. No other nominations for Mayor. Barbara Zeughauser nominated Barbara Condos for Town Council. Marnie Shaul nominated Dudley Fowlkes for Town Council. No other nominations for Council. Phyllis Wiesenfelder, Chairwoman ofthe Board ofSupervisor ofElections, was in attendance to provide those at the meeting information on the upcoming election. 6. Town Manager Charnovich introduced the two individuals who would be replacing Larry Plummer. Doug Lohmeyer, plan reviewer/consulting engineer and Wayne Fowler, Code Enforcement Officer. 7. Town Manager Charnovich presented the February financial report 8. Michael Roark ofthe Somerset Dolphins Swim Team was in attendance at the meeting and presented the 2016 Swim Team budget to the Mayor and Council. 9. Deferral ofthe 5 year fiscal plan to the April Town Council Meeting. Motion Shaul, second Zeughauser. Motion passed 5-0. 10. 4911 Cumberland Avenue permit application to enclose a porch in the right side yard - Motion Zeughauser, second Shaul. Motion passed 5-0. 11. 4922 Cumberland Avenue permit to enlarge the existing front porch and add a new deck on the west side ofthe house - Motion Zeughauser, second Shaul. Motion 5-0. 12. 5607 Warwick Place 6 month building permit extension request until September 9, 2016- Motion Peale, second Shaul. Motion passed 5-0. 13. PEPCO project to improve reliability on Feeder #14949 on Dorset Avenue, Surrey Street and Greystone Street - Discussion was held on the project details, and a representative from PEPCO was in attendance. Final approval oft the permit would be scheduled for the April Council Meeting. 14. WSSC Permit request to complete pipe and stream restoration work in Town parkland = WSSC and its consultant, O'Brien and Gere > were in attendance at the meeting to go over the latest on the options for the project. Many questions were asked by various Town residents. It was determined that Access Route C would be chosen off of Wisconsin Avenue, but a final agreement would be negotiated and finalized between WSSC and the Town of Somerset before final approval is granted. Motion Peale, second Shaul. Motion passed 5-0. 15. Letter on River Road widening proposal in the Westbard Plan - Motion Shaul, second Zeughauser, to send a letter to the Montgomery County Planning Department in relation to the proposal in the Westbard Plan to widen River Road near Greystone Street. 16. Tennis court resurfacing project and drainage work Motion Peale, second Zeughauser, to confirm the final contract with Bishop Tennis, Inc. with work to commence in May. (Final Agreement appended to these minutes). Motion passed 5-0. Motion Peale, second Zeughauser, to approve a proposal submitted by Ground Works, LLC, for drainage work to be completed around the tennis courts at a cost of$12,700.00. Motion passed 5-0. (Proposal appended to these minutes). 17. 2016 Tennis Court Fee - Motion Shaul, second Peale, to set the 2016 tennis pass fee at $20.00 per household, which is no increase from 2015. Motion passed 5-0. 18. Spring Fertilization Program on Town Parkland - Motion Shaul, second Zeughauser, to approve the proposal from Richard Bajana Landscaping, Inc. at a cost of $3,000.00 for the spring fertilization program. Motion passed 5-0. 19. Next Day Blinds proposal to install blinds in the Council meeting room = Motion Zeughauser, second Shaul, to approve the proposal at a cost of$1,915.00. Motion passed 5-0. 20. ICMA-RC Governmental Money Purchase Plan and Trust Adoption Agreement Motion Peale, second Condos, to approve a Resolution adopting the ICMA Agreement. Motion passed 5-0. 21. General Code project update - Dates were discussed for the next set of meetings on the Code project. The dates will be published on the email notices. 22.
