Slavin Rich Charnovich Mayor Town Maug/Clek-lheure, Special Meeting Council Minutes October 10, 2012 Mayor and Town Council Present: Mayor Jeffrey Slavin Council Vice President Marnie Shaul Council Member Cathy Pickar Council Member Barbara Zeughauser Council Member Franny Peale Town Staff Richard Charnovich, Town Manager-Cletk/reasurer Consulting Staff and Contractors Larry Plummer, Town Building Inspector Dr. Tolbert Feather, Town Arborist Jason Levinson, Heritage Builders Residents Signed In: James Wachob, Essex Alex and Laurent Guinand, Warwick Don Buchanan, Warwick Steve Friedman, Essex Peggy Card, Tabor Design Build Mayor Slavin called the meeting to order at 2:00 pm. 1. 5604 Warwick Place Demolition, Building, Wall and Dumpster Permit applications A Montpomerv Counlv. Marvland Mmicinalilv Mayor Slavin asked Inspector Plummer to provide his report. Vice President Shaul asked questions in relation to the stormwater management plan and calculations. Jason Levinson, Heritage Builders, and the applicant, Laurent Guinand, provided answers in relation to the stormwater management plan. Council Member Pickar asked a question in relation to the total square footage of the house VS. the footprint oft the house. Council Member Peale asked questions in relation to the parking plan and dumpster. Mayor Slavin then asked Dr. Feather to provide his tree report for the project. Alex Laurent, applicant, thanked the Council and Mayor for taking the time to have this special meeting to hear their application. Council Member Peale then asked a question about the foundation for the project and an email that was received from the occupant at 5606 Warwick. Don Buchanan, 5606 Warwick, spoke in relation to the foundation at his home and asked that pictures be taken before construction began. Council Member Peale also requested that workers on this project and trucks be mindful that kids will be walking to and from school and urged extra safety precautions. Motion Council Member Zeughauser, second Council Member Pickar, to approve the permits based on the reports submitted by the Town Inspector and Arborist including a tree removal permit, tree protection, parking plan, super silt fence installation, and that that foundation check be completed to assess any impact at 5606 Warwick. Motion passed 4-0. 2. 4908 Essex Avenue rear addition including porch, generator installation and HVAC unit installation permits Mayor Slavin asked Mr. Plummer to provide his report. Vice President Shaul asked a question in relation to where the downspouts from the house drain to. Council Member Pickar asked a question in relation to the noise mitigation plan for the generator. Mayor Slavin asked Dr. Feather to provide his report. Steve Friedman, the applicant, thanked the Council for taking the time to hear their application at this special meeting. Motion Council Member Zeughauser, second Vice President Shaul to approve the permits contingent upon the generator and HVAC unit passing the required noise level requirements. The Town will retain the required security deposit until the noise level requirements are met. Ifthe 4-foot fence does not mitigate the noise, the fence will be required to be higher. Motion passed 3-0. Council Member Pickar needed to leave the meeting early before this vote was taken. Adjourn 2:57 pm
