Town Manager Financial Report Town Manager Charnovich provided his monthly financial report. 4806 Essex Avenue Mayor Slavin asked Mr. Plummer and Dr. Feather to provide their reports. Motion Council Member Pickar, second Council Member Zeughauser, to approve demolition, building, curb cut, tree removal, tree reforestation and temporary curb cut permits and incorporating Mr. Plummer and Dr. Feather's reports. Motion passed 5-0. Motion Council Member Peale, second Vice President Shaul, to confirm that the temporary curb cut for the project will be in place for the duration of the building permit. Motion passed 5-0. 4727 Essex Avenue HPC application Mayor Slavin asked Mr. Plummer to provide his report. Dr. Feather confirmed that none oft these requested modifications would cause tree issues. Motion Council Member Zeughauser, second Council Member Pickar, acting as the Local Advisory Panel to recommend the following amendments to the Historic Preservation Commission: previously permitted 10' high shed to be relocated 5' from the property line; previously permitted gravel driveway at rear of house to be relocated and now proposed as a concrete basketball pad; existing front path to be made wider and new walkways added; and new HVAC units to be relocated. The Panel did not recommend the requested trash enclosure near the front of the property. Motion passed 5-0. Status of Construction Projects at 5529 Uppingham, 5510 Trent and 5513 Uppingham Town Inspector Plummer provided his report to the Council. It was requested that Town Staff put Paramount Construction on notice in writing that they would need to come to the Council for permit extension consideration in May. 4701 Willard Avenue Application Discussion of this proposed project continued from the February Meeting. Discussion topics included a possible tree buffer as well as screening of Port A Lets. It was decided that final action would be taken at the April 1 Council Meeting following final review by the Town Attorney. Paving Contract on Falstone, Trent Court, Surrey and Uppingham Motion Vice President Shaul, second Council Member Zeughauser to approve entrance into a WSSC piggyback contract with MT Laney Company Inc. for an amount not to exceed $40,000.00 for paving work on Falstone Avenue, Trent Court, Surrey Street and Uppingham Street. These areas are being paved as a result ofthe storm water project that took place at these areas in the Fall of 2012. 4812 Falstone Avenue Tree Removal Application Motion Council Member Zeughauser, second Vice President Shaul to approve the Cherry tree removal request and to require the amended reforestation plan to include 1 Sourwood and 1 Evergreen on the property. Motion passed 5-0. 5409 Surrey Street Tree Removal Application Motion Council Member Zeughauser, second Vice President Shaul to approve the removal of1 1 Mulberry, 1 Red Bud and 3 Hemlocks and to require the planting of3 Evergreen trees on the property for screening purposes. Motion passed 5-0. Joint Pesticide Resolution Council Vice President Shaul introduced this topic and asked Robin Barr, Environmental Committee Chair, to explain this topic. Mr. Barr explained that the Environmental and Parks and Natural Resources Committees will be working to provide guidance on pesticide use by employees and residents. The Committees are looking for general support now, and they will come back with further recommendations in the future. Motion Barbara Z. second Council Vice President Shaul to support this endeavor by the two Committes and to add the word "toxic" in numbers 1 and 3 prior to the word pesticide. It was determined that the Committees would likely be asking for some funding in the future to educate Town employees. Motion passed 5-0. PEPCO Tree Plantings Dr. Feather provided a report to the Council and Mayor. PEPCO will be planting the following trees at the following locations. The Town will be responsible to remove the old stumps. Town Tree Plantings Motion Council Member Zeughauser, second Council Member Pickar to approve the following Town tree plantings: 4910 Dorset Avenue, 1 Willow Oak (previously approved as PEPCO planting, but the Town will now need to plant) 5510 Uppingham Street, 1 Red Maple 4817 Dorset Avenue, 1 Sugar Maple (To be located on their property with waiver of liability signed) The tree at 4817 Dorset will not be planted until a waiver of liability is signed by the property owner. Motion passed 5-0. Delegate Al Carr Legislation = House Bill 119 Motion Council Member Pickar, second Council Member Zeughauser, to send a letter in support of Al Carr's House Bill 119 that proposes reforms to the Public Service Commission. Motion passed 5-0. Purchase of 2 Pool Heaters Motion Council Member Condos, second Council Member Pickar to purchase 2 heaters for the Town Pool at a cost not to exceed $6,475.00. Motion passed 5-0. Pool Management Contract Motion Council Member Peale, second Council Member Pickar to approve the Contract with Georgetown Aquatics and to include the option for Year 2. The Contract will cover calendar year's 2013 and 2014. Motion passed 5-0. Pool Diving Board Discussion took place about whether to purchase a new diving board or refurbish the existing diving board. Georgetown Aquatics has recommended refurbishing the existing board. Motion Council Member Condos, second Council Member Pickar to approve the refurbishing of the diving board at a cost not to exceed $1,975.00. It was requested that the Town Manager obtain an insurance rider for the diving board ifit is not on the current insurance. Motion passed 5-0. Cleaning Contract at Town Pool Motion Council Member Pickar, second Council Member Zeughauser to approve the cleaning contract at 275 dollars per week with a detailed cleaning at the beginning and end ofthe season at a cost of 840 dollars per clean. Motion passed 5-0. Swim Team Committee Appointments Motion Council Member Pickar, second Council Member Condos to approve the following Swim Team Committee Members to 3 year terms: Nancy Jardini, Maura Vanderzon, Courtenay Labson, Michele Friedman, Amy Power, Alexis Carmer, Bob Chlopak, Josh Bobeck, Jennie Litvack and Mark Muro. Motion passed 5-0. Pool Committee Appointment - Missy Reingruber Motion Council Member Pickar, second Vice President Shaul, to re-appoint Missy Reingruber to the Pool Committee for a 3 year term. Motion passed 5-0. Installation of Water Cooler in Town Hall It was decided to table this idea until more details were determined on improvements that were going to be made in the Town Hall. 2013 Arbor Day Proclamation Motion Council Member Peale, second Council Member Pickar to approve the 2013 Arbor Day Proclamation.
