Financial Report Town Manager Charnovich presented the July Financial Report. 4900 Falstone Application The applicant requested demolition, building, curb cut, dumpster, retaining wall and 2 tree removal permits. Town Inspector Plummer and Town Arborist Dr. Feather provided their reports. Vice President Shaul asked ift the bioswale could be explained in detail by the applicant. Council Member Peale asked about the details ofthe drainage letter that the property owners at 4902 Falstone Avenue acknowledged that they reviewed. Motion Council Member Zeughauser, second Council Member Pickar to approve the permits and to include the reports of Mr. Plummer and Dr. Feather. Motion passed 5-0. 5415 Trent Street Application Town Inspector Plummer provided his report to the Council. The Town Attorney advised the Council and Mayor ofthe contents of the memo he issued. The applicant explained to the Council what he wanted to do with respect to the fence application. The applicant chose to withdraw his application following the discussion. 4801 Cumberland Application Motion Council Member Zeughauser, second Vice President Shaul to approve a recommendation acting as to Local Advisory Panel to the Historic Preservation Commission. The applicant requested permission to construct a pergola in the rear yard. The applicant would need to come back to the Town Council at a future meeting for final approval on the building permit itself. Motion passed 5-0. Status Reports on Projects at 5529 Uppingham and 5513 Uppingham Town Inspector Plummer provided his report to the Council and stated the 5529 Uppingham Project was completed. It was determined to leave 5513 Uppingham on the next Agenda. Washington Gas Project Washington Gas is proposing a project to replace approximately 1545' of Bare Steel Main and service lines on Essex Avenue from Warwick Place to the Essex Avenue cul-de-sac. Washington Gas Representatives were there to explain the details of the project. Topics such as pavement restoration, trees, bonding notification of residents, holiday work hours and sidewalk safety were discussed. It was determined that the final Agreement details would be worked out between the Town Attorney, staff and the Washington Gas team. Final approval would be considered at the August Council Meeting. 2 Tree Removals Upper Pool Parking Lot and Tree at 4701 Falstone Avenue Dr. Feather recommended that these two trees (1 red oak, 40" diameter and 1 white oak, 25" diameter) be removed on an emergency basis following a report from the Pool Manager that large limbs fell off of the tree. Motion Vice President Shaul, second Council Member Zeughauser. Motion passed 5-0. Dr. Feather also brought up another tree at 4701 Falstone Avenue that was dead and requested removal. Motion Vice President Shaul, second Council Member Zeughauser to approve the removal ofthis tree. Motion passed 5-0. County Zoning Update Letter Vice President Shaul explained where the County was at regarding its immense zoning rewrite project. Motion Vice President Shaul, second Council Member Pickar to send a letter to the County Council expressing Somerset' s' concerns with the zoning rewrite project. Motion passed 5-0. Town Garage Fence Replacement Town Manager Charnovich asked the Council and Mayor to defer this item to next month. Steve Surko Appointment, Parks and Natural Resources Committee Motion Vice President Shaul, second Council Member Zeughauser to appoint Steve Surko to the Parks and Natural Resources Committee for a term to expire on April 1, 2015. Motion passed 5- 0. Mayor's Report Mayor Slavin stated that his report was available for anyone who wanted to review it. Adjourn 9:40 pm
