Those present Jeffrey Slavin, Mayor Marnie Shaul, Council Vice President Barbara Condos, Council Member Barbara Zeughauser, Council Member Franny Peale, Council Member Larry Plummer, Town Inspector Tolbert Feather, Arborist Public Comments Frank Joseph, Tennis Committee Chair, inquired about the status oft the tennis court construction project. Consent Agenda 2 and 3. Motion Zeughauser, second Shaul, to approve the October 5, 2015 Council Meeting Minutes and October 5, 2015 Closed Meeting Minutes. Town Manager Charnovich would amend number 18 on the Council meeting minutes as noted in the record. Motion passed 4-0. Non-Consent Agenda 4. FY15 Audit approval - Chuck Edson, Audit Committee Chair, and Bob Diss of Lindsey and Associates were at the meeting to go over the FY15 Audit. The Audit Committee met in advance "Where People and Trees Have Deep Roots and Grow Strong" of the Council Meeting and recommended approval of the FY15 Audit. Motion Shaul, second Zeughauser, motion passed 4-0. 5. Town Manager Charnovich presented the October financial report. 6. Ed Mulheron was in attendance at the meeting to discuss winter season preparedness. Robin Barr of the Environmental Committee was in attendance and had an inquiry about the amount of salt being used each winter. 7. Plan Amendment for 4814 Falstone Avenue Motion Shaul, second Zeughauser to approve the following amendments: Shifting of the driveway approximately 8' closer to the house to minimize the impact to the neighboring pin oak tree, relocating the outdoor condenser units to the rear yard behind the uncovered porch/terrace, converting the existing approved rear covered porch to an uncovered porch/terrace. The porch will be squared off and the new dimension will be 22' wide and 14' deep (previously 22' wide and 19' deep) - Motion passed 4-0. 8. Plan amendment for 4707 Cumberland Avenue - Motion Zeughauser, second Shaul to approve the following amendments: Removal ofthe second story deck and the doors exiting the master bedroom onto the deck, change of roof materials on the addition from standing seam metal to an architectural shingle, removal of a door between the family room and screened porch, removal of a sidelight at doorway in the rear of the house, bottom portion of the screened porch wall facing the rear yard will be switched from PVC panels to PVC balusters, reduction in size of the kitchen rear wall by 2 feet. Motion passed 4-0. 9. Removal of4 4 Leyland Cypress trees at 5412 Uppingham Street = Motion Shaul, second Zeughauser to approve the removal ofthe 4 Leyland Cypress trees. Motion passed 4-0. 10. Introduction of an Ordinance amending section 4-103 of the Town Code in relation to snow/ice removal on Town sidewalks - Council Member Peale introduced the Ordinance and would be writing an article for the next Town Journal before action is considered in December. 11. Introduction of an Ordinance amending section 9-301 in relation to the sled riding hill on Cumberland Avenue - Council Member Peale introduced the Ordinance and would be writing an article for the next Town Journal before action is considered in December. 12. Pool Engineering Report and recommendations for repair - Dr. Alexis Carmer, Pool Committee Chair, was at the meeting to discuss the report completed by John Chadwick and his summary of results. It was determined more information needed before considering anything further at the December Council Meeting. 13. General Code Update - The first two meetings of the full group were to be scheduled on November 16 and December 2 at Noon in the Town Hall. 14.
