February 5, 2018 Council Meeting Minutes: Motion Condos, second Shaul to approve the minutes. Motion passed 4-0. 2. Election Nominations: Jeffrey Slavin was nominated for Mayor, only 1 nomination. Morris Panner and Steve Surko were nominated for Council seats. Only 2 nominations for 2 seats. Nominations were closed by Phyllis Wiesenfelder, Chairwoman oft the Board of Supervisor of Elections. 3. Town Manager Charnovich presented the March Administrative and Financial Reports. 4. FY19 operating and capital budgets: The FY19 operating and capital budgets were introduced. 5. 5 year fiscal plan: Town Manager Charnovich made a presentation on Mayor Slavin's s 5 year fiscal plan. 6. 4801 Falstone Avenue permit application: Applicant requested a permit to install a screened porch at the rear ofthe property. Motion Condos, second Zeughauser, motion passed 4-0. "Where People and Trees Have Deep Roots and Grow Strong" 7. Ordinance amendment: An Ordinance was introduced to amend Section 5-301 oft the Town Code related to Pool Rules Enforcement. A summary of the proposed Ordinance would be published in the next Town Journal. Adoption would be considered at the May Council Meeting. 8. Adoption of Pool Rules for 2018 season: Various Town residents and the Pool Committee Chairman spoke regarding the section ofthe rules pertaining to suspension/banning individuals from the pool for behavior that affects the health, safety, and welfare oft the community. Motion Condos, second Zeughauser, to approve the 2018 Pool Rules. The Rules would be published on the Town website. Motion passed 4-0. 9. Pool cleaning services for 2018: Motion Condos, second Shaul, to approve the 2018 pool cleaning proposal submitted by AquaFree Facilities Services Inc. for pool cleaning services. Motion passed 4-0. 10. Telecommunications tower legislation update: An update was discussed with the Town Attorney concerning the status of small cell tower installation legislation at both the Montgomery County level and State of Maryland level. 11. A brief update was discussed on the General Code Town Charter and Code project 12. Mayor Slavin provided his monthly report and had copies available in the room 13. Adjourn at 9:20 pm
